MINUTES OF THE MAY 8 1967 VILLAGE COUNCIL MEETING
The Chanhassen Village Council met in regular meeting on Flay 8. 1967 at
8 :00 P.M. at the Village Hall. Members present: Mayor Coulter Councilman
Tessness Erickson and Hehl. Absent: Councilman Roeser.
Three members from the Chanhassen Town Board were present. The Council
wishes to have joint meetings with the Town Board until June 20th, 1967
when the election of officers takes place.
The meeting was opened with the pledge to the flag. The minutes of the
April 24 Council meeting, the public hearing and special meeting held on
May 1. 1967 were read, on a motion made by Councilman Tessness and seconded
by Councilman Hehl the minutes be approved as read. Motion carried, no
negative votes.
RAIL ROAD EASEMENT: On a motion made by Councilman Tessness and seconded
by Councilman that the Engineer be authorized to proceed to secure
both easements from the Milwaukee Rail Road Co.. Motion carried no nee, vot
The dog problem was discussed. The Town Board and the Village Council
agreed that something must be done about all the stray dogs running loose.
Mayor Coulter to take care of said problem.
CHANHASSEN ESTATES: Mr Robert Mason ,- developer of Chanhassen Estates and
two representatives from Northern States Power were present. Mr Mason
would`li.ke Council approval to install underground wiring for ornamental
street lighting in his area. Mr. Mason stated he would'pay for the first
two years of operating services. N. S. P. would maintain said lights.
The lights would be 175 watt, 7 9 000 lumens Mercury Vapor. The operating
cost would be about $57.00 per year.
On a motion made by Councilman Hehl and seconded by Councilman Erickson
that the Village accept the layout from Northern States Power for ornamen-
tal street lighting for 10 lights (total) to be placed on block 1. 2. and 3,
Chanhassen Estates. (Ornamental light # P M A -117) and that said contract-
or agrees to pay the first 24 months operating costs. Motion carried, no
negative votes.
Engineer Flatebo asked N S P Representatives the feasibility of going with
underground cables for the Main Street in Chanhassen. N S P rep. stated
they would have to studyrsaid situation and determine the cost.
EASEMENT SCHOLERIS SECOND ADDIT: The easement behind the Clyde Hehl
residence has been checked out. The Engineer advises that there is plenty
of drop for fall, but that some blading will have to be done behind lot
19 where easement has been filled in. Hehl stated it would meet his ap-
proval if this blading was done in September. Engineer Flatebo stated that
the Village can do the work but if there is a considerable amount of time
and money involved it would have to be put on assessments and assessed
against the abutting property owners.
A discussion was held on the landscaping to be done at the Sewer plant.
It was told to those present that the developer of Chanhassen Estates will
bear half the cost of the landscaping project.
SEAL COATING: Village roads were discussed. The maintenance committee
stated that they will have a program outlined for Street Oiling by the
next Council meeting.

ANNEXATION — M. A. Gedney On a motion made by Councilman Tessness
and seconded by Councilman Hehl that the petition of M. A. Gedney
for annexation of its area consisting of approximately 18 acres pre—
sently located in the Township of Chaska has been received by the
Village Council'of the Village of Chanhassen and the Town Board of
Chanhassen Township, and that these two bodies have met in joint
session and have accepted the petition of M. A. Gedney Co. and are
in favor of the annexation by unanimous vote. Motion carried, no neg.
votes.
SEWER AND WATER PETITION Attorney Larson presented a petition involving
22 parcels of land for Crater and sewer.
On a motion made by Councilman Erickson and seconded by Councilman Tessness
that T. Flatebo Engineering make a preliminary feasibility study on
Sewer and Water Services for Sunrise Hills — Additions 1, 2, and 3;
the remaining part of the Kerber Estate and Auditors Subd. #2. Motion
carried, nio negative votes.
CENSUS: A discussion was held on the possibility of taking a census in
the New Village. A formal agreement was met between the Town Board. and
the Village Council to request'a census for the new Village and in the
event any legal advise is needed we will employ Attorney Russ Larson.
WATER ORDINANC °E :The Council authorizes Engineer Flatebo to have are—
vised preliminary Water Ordinance ready by the next regular Council
meeting.
The Council approves the date set for the Board of Review — June 8, 1967.
All bills submitted were approved.
STORM SEWER ASSESSING: On a motion made by Councilman Tessness and
seconded by Councilman Hehl that the :ratio for assessing storm sewers
be as follows: 1— residential; 2— multiple dwelling, and 3— Commercial and
streets. Motion carried, no negative votes.
On a motion made by Councilman Erickson and seconded by Councilman Hehl,
that Doug Fritz be given a $25.00 raise. ($475.00 per month) Motion
carried, no negative votes.
On a motion made by Councilman Hebl and seconded by Councilman Tessness
meeting adjourned.
