The First meeting of the New Village of Chanhassen with the newly elected Officia?ts:
was held July 5, 1967 at 8:00 P.M. at the Village Hall,
The Clerk -Kay Klingelhutz administered the official oath of Office to all newly
elected members - -- Eugene Coulter - Mayor; Al Klingelhutz - Councilman; Hibbert Hill -
Councilman; J. D. Bennyhoff- Councilman; Adolph Tessness - Councilman; Al Otterdahl-
Constable; Daniel Ross - Constable; Ernie Keefer - Justice of the Peace; and Glenn Ross -
Justice of the Peace.,
The meeting was then officially called to order. The Pledge to the Flag was given.
On a motion made by Councilman Hill and seconded by Councilman Benr4rhoff that Kay
Klingelhutz be hired.Clerk -pro ten. Motion carried., no neg. votes.
SALARIED PERSONAL On a motion made by Councilman Hill and seconded by Councilman
Klingelhutz that appointments of salaried personal be hired for a period of three
months with salaries to be negotiated within said time. Motion carried., no neg. votes.
BONDS Councilman Hill moves.that the Clerk -treas be bonded for $1,000.00 and that
the other statutory requirements be bonded for $500.00. Councilman Bennyhoff moves;
that the above motion be amended to read the Clerk- treasurer be bonded for $10 .,000.00
and that the other statutory requirements be bonded for $500.00. Seconded by
Councilman Klingelhutz. All in favor of motion as amended, no negative votes.
CLERK - TREASURER: On a motion made by Councilman Klingelhutz and seconded by
Counci man Hill that Kay Klingelhutz be hired as Clerk- Treasurer for a period of
three months-with salary to be negotiated within said period. Motion carried.. no
negative votes.
BLANKET BOND On a motion made by Councilman Klingelhutz and seconded by Councilman
Bennyhoff that the Village continue with the blanket bond (as was in the Old Village)
until the Insurance bids are taken. Motion carried no negative votes.
ACTING MAYOR On a motion made by Councilman Klingelhutz and seconded by Councilman
Hill that Al Klingelhutz be appointed acting Mayor. Motion carried., no negative votes.
RULES OF ORDER Councilman Hill moves that the Village adopt the procedures set
forth•in the Handbook for Minn. Villages and using Roberts Rules of Order to supple-
ment. Motion seconded by Councilman Tessness. Motion carried, no negative votes.
SALARIES On a motion made by Councilman Klingelhutz and seconded by Councilman
Hill that the Village Council abide by the Attrnyts recommendation eiteing the
Village Handbook - Setting of Mayor and Councilmants salaries:
Mayor $50.00 per month; Trustees (Councilmen) - $35.00 per month; with
salaries to be paid quarterly. Motion carried, no negative votes.
OFFICIAL NEWSPAPER On a motion made by Councilman Bennyhoff and seconded by
Councilman Tessness that the Minnetonka Herald be the Village of Chanhassents
official Newspaper. Motion carried., no negative votes.

OFFICIAL BANK On a.motion made by Councilman Bennyhoff and seconded by Councilman
Klingelhutz that the State Bank of Chanhassen be designated as the official deposi-
tory for all Village monies. It is noted at this time that Gene Coulter has stock
and is -also a director of said Bank. Motion carried, no negative votes.
INSURANCE: On a motion made by Councilman Hill and seconded by Councilman Klingeel. --
hutz that Mr. Mark Littfin (who has volunteered) work with the Village Clerk
Village Attorney to determine and draw up the insurance and bond needs of the Village
and will report back -to this Council as soon as possible. Motion carried., no
negative votes.

On a motion made by Councilman Klingelhutz and seconded by Councilman Hill that
all existing insurance policies remain in force for a period of six months.
Motion carried, no negative votes.
MEETING NIGHTS AND AGENDA SYSTEM On a motion made by Councilman Hill and
seconded by Councilman TesThess that the regular Village meeting nights be
the second and fourth Monday of every month at 8:00 P.M. Motion carried,
no negative votes. On a motion made by Councilman Klingelhutz and seconded
by Councilman Hill that all meetings be conducted on the Agenda System and
said Agenda to be closed on Thursday at 4:00 o'clock P.M. prior to the next
regular meeting. Motion carried, no negative votes.
VILLAGE ATTORNEY AND ENGINEER On a motion made by Councilman Bennyhoff and
seconded by Councilman Tessness that Attorney Russell H. Larson be appointed
Village Attorney for a three month period with salary to be negotiated within
said time. Motion carried, no negative votes.
On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz
that T. Flatebo Engineering Inc. of Wayzata be appointed Village Engineer for
a period of -three months with salary to be negotiated. Motion carried,, no
negative votes.
BUILDING AND PLUMBING INSPECTOR: On a motion made by Councilman Bennyhoff and
seconded by Councilman Hill that J. W. Huber be appointed Building Inspector
on a fee basis.f or a temporary length of time. Motion carried, no negative
votes. On a motion made by Councilman Klingelhutz and seconded by Councilman
Bennyhoff that Hubert Forcier be appointed Plumbing and Private Septic Systems
Inspector for the remaining of 1967. Motion carried, no negative votes,
INSPECTION OF SEWER AND WATER CONNECTIONS On a motion made by Councilman
Hill and seconded by Councilman Klingelhutz that the Maintenance men be auth-
orized to inspect Sewer and Water connections in the street only. Motion
carried, no negative votes.
FIRE MARSHALL AND CIVIL DEFENSE CHIEF On a motion made by Councilman Bennyhoff
and seconded by Councilman Klingelhutz that Earl Mc Allister be appointed Fire
Marshall and Civil Defense Chief for the remainder of 1967. Motion carried,
no negative votes.
HEALTH INSPECTOR On a motion made by Councilman Tessness and seconded by
Councilman Hill that Dr. C. R. Heinzerling be appointed Health Inspector for the
remainder of 1967. Motion carried, no negative votes.
MAINTENANCE MEN On a motion made by Councilman Tessness and seconded by
Councilman Bennyhoff that the Village continue with the Maintenance Men of
the Old Village and Township for a period of three months at their present
salariesp with salaries to be negotiated within said time. Maint. men and
salaries are: Henry Wrase - $ 475.00; Vic Kohman - $500.00; Doug Fritz -
$475.00. Motion carried, no negative votes.
On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz
that Henry Wrase be appointed foreman. Motion carried, no negative votes.
POLICING On a motion made by Councilman Klingelhutz and seconded by Councilman
Tessness that we continue on with the existing contract for policing.
Motion carried no negative votes.

PURCHASE ORDER SIGNATURES On a motion made by Councilman Hill and seconded
by'Councilman Klingelhutz that the Foreman or acting Foreman and Clerk- Treasurer
be authorized to sign purchase orders. Motion carried, no negative votes.

WEED INSPECTOR Mayor Coulter who is the automatic weed inspector for the
does so appoint Henry Wrase as the weed inspector. The Council so agrees with
said appointment. On a motion made by Councilman Tessness and seconded by Council-
`s man Hill that Henry Wrase be paid -an additional $50.00 per month to compensate
-for Foreman and Weed-Insepctor. Motion carried, no negative votes.
USE OF VILLAGE EQUIPMENT On a motion made by Councilman Klingelhutz and second-
ed by Councilman Hill that v. - V.l 4e,.. ,,Equipment be used on private property except
for weed control. Motion carried, no negative votes.
PLANNING COMMISSIONS Selection of a Planning Commission was tabled until the
July 10, 1967 Council meeting.
CHECK SIGNATURES On a motion made by Councilman Bennyhoff and seconded by
Councilman Klingelhutz that the authorized signatures on all Village Checks
shall be the Mayor and Clerk- treasurer. Motion carried, no negative votes.
AUTOMATIC BILLS On a- motion made by Councilman Bennyhoff and seconded by
Councilman Tessness that all bills such as Electric bills and Labor be paid
automatically. -Labor payable on the lst and 16th of every month. Motion carried,
no negative votes.
Mr. Wannis residing near Connors Corner urged the Council to do something to
upgrade this road. The Council instructed the Village Engineer and Mr. Wrase to
take a look at this road to see what can be done.
M A GEDNEY ANNEXATION On a motion made by Councilman Klingelhutz and seconded by
Councilman Hill that the Village approve the petition from M A Gedney requesting
annexation to the Village of Chanhassen and said Annexation to be adopted as
Ordinance ## 1. Motion carried, no negative votes.
CENSUS; On a motion made by Councilman Hill and seconded by Councilman Tessness
t at the Village adopt the Census resolution calling for a census for the newly
organized Village. Motion carried, no negative votes. (Resolution on File)
SANITARY SEWER ORDINANCE Attorney Larson provided each member with a preliminary
sanitary sewer ordinance. Said Ordinance to be studied and worked on at the July
10 1967 Council meeting.
Attorney Larson urged the Council to seriously consider adopting a system of
Voter Registration for the Village. Attorney Larson also suggested that the
Village consider establishing a Municipal Court System. On a motion made by
Councilman Hill and seconded by Councilman Tessness that the Village request
Attorney Larson to outline the requirements for a Municipal Court. Motion
carried, no negative votes.
SEWER AND WATER INSTALLATION On a motion made by Councilman Klingelhutz and
seconded by Councilman Tessness that a Public Hearing be held on July 25, 1967
at the Village Hall at 8:00 P.M. for installation of Sanitary Sewer and Water
for Sunrise Hills Addition No. 1 & 2; Auditors Subdivision ##2 and Western Hills,
and adjoining areas. Motion carried, no negative votes.
SAINT JOHN'S STREET A discussion was held on the completion of Saint John's
Street, Attorney Larson read a letter from Scholl and Madson Engrs for R. Scholer-.
After much discussion on said project a motion made by Councilman Bennyhoff and
seconded by Councilman Hill that the VILLAGE proceed to have said road completed
as per bid. Motion carried, no negative votes.

SEWER AND WATER EXTENSION - KERBER DRIVE: A letter was read from the School
Superintendent District #112 Roger Amundson regarding sewer and water for the
Chanhassen Elementary School. On a motion made by Councilman Tessness and
seconded by Councilman Hill that the bidst,be called for Sewer and Water
extension on Kerber Drive on July 24, 1967 at 7:00 P.M. at the Village Hall.
Motion carried, no negative votes.
1967 -2 CONTRACT AWARD On a motion made by Councilman Bennyhoff and seconded
by Councilman Tessness_that J. V. Gleason Co. - lowest bidder - for Street
Improvement and Storm Sewer be awarded the Contract with the stipulation that
a contract suitable to the Village Engineer be drawn up. Motion carried,
no negative votes.
On a motion made by Councilman Bennyhoff and seconded by Councilman Hill
meeting adjourned.
