1967 07 10MINUTES OF THE JULY lO, 1967 COUNCIL MEETING The Chanhassen Village Council met in regular meeting on July 10, 1967 at 8:00 P.M. The following members were present -- -Mayor Coulter, Councilman Klingelhutz, Councilman Tessness, Councilman Bennyhoff, and Councilman Hill. None were absent. The minutes of the July 5 meeting were read and on a motion made by Councilman Hill and seconded by Councilman Klingelhutz the minutes be approved as read. Motion carried, no negative votes. CENSUS On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz authorized an attorney to proceed to make all necessary preparations: to take the census. Motion carried, no negative votes. CONNORS CORNER Engineer Flatebo gave a report on the road situation at Connors Corner. Engineer Flatebo stated there are two ways to upgrade this road. First, Put 3 inches of Class 5 gravel, blade and roll and put in 2 inches of blacktop- - cost- -$5,600.00. There would have to be a petition signed by abutting property owners and then a hearing. Second suggestion- -bring in gravel, grade, roll, and put down 2 seal coats., This could be done when the Village does their seal coating. Cost $700.00 to $900.00. There is approx. 1,038 linal feet of road. On a motion made by Councilman Hill and seconded by Councilman Tessness that the Village should go ahead with the surface treatment of between $700.00 to $900.00 for Connors Corner and that in the meantime see what can be worked out with the County in regards to a County Aid Road with a view do satisfactory improved load limits. Councilman Klingelhutz amends -said motion to read that this Village will only pick up the cost on upgrading of roads on through streets only. Councilman Hill seconded said amended motion. Motion carried with one negative vote on amendment. Motion carried with l negative vote on motion. Engineer Flatebo is to report to the Council at the next meeting, as to the load limits that would be satisfactory for above mentioned roads. APARTMENT BUILDING Hansen and Klingelhutz presented plans for a apartment house to be built for Pauly and Stodola on lots 6 and 7 Higland Park, requesting a Build- ing Permit and a 20 foot varience on set back as pen the minutes of the December 2 1963 Planning Commission recommendations. On a motion made by Councilman Hill and seconded by Councilman Tessness that this be referred to,the Planning Commission. Motion carried, no negative votes. Councilman Klingelhutz abstains from voting. Councilman Bennyhoff moves that if the owners meet the specifications set forth at the December 2, 1963 Planning Commission meeting the Council approve said plans and will issue a building permit. Motion carried, no negative votes. VILLAGE HALL A Mrs. Hale has shown interest in renting the Village Hall as a antique shop. The Council instructs the Clerk to show her the building and if still interested to attend the next council meeting. ALLIED BLACKTOP A representative from Allied Blacktop was present, requesting that he be paid for work that was done in the Township a year ago. Attorney Larson instructed him to fill out a Proof of Claim and certificates from Carter Engineer issueing payment and to present the contract to Attorney for approval. After appro- val said claim will be paid. TOWNSHIP BILLS On a motion made by Councilman Tessness and seconded by Councilman Bennyhoff that all future township bill from past debts that come in the clerk shall send a form letter and Proof of Claim to claiment, after that has been done properly filled in and signed, and will councilmen approval, claim will be paid. Motion carried, no negative votes. VILLAGE ELECTIONS The Council authorized Attorney Larson to submit a draft ordin- ance for a new village election and to include voter registration. July 10, 1967 - minutes continued (page 2) PLANNING COMMISSION Five personal data sheets were returned from persons interested in sen ing in-the Planning Commission. They are as follows: Ed Hjermstad Robert Reichirt, Albert B acle, Dean Scheff and John Nev` � A discussion was held. Other names were suggested. On a motion made by Councilman Hill and seconded by Councilman Tessness that the five persons who have filled out and returned their personal sheet by appointed to the Planning Commission and naming Robert Reichant as temporary chairman. Motion carried, no negative votes. COMPLAINT ON RAW SEWAGE A complaint was register that there is raw sewage flowing on the surface at the Vougn Pike residence. Clerk is instructed to contact the Health Inspector. LIQUOR ORDINANCE The proposed Liquor Ordinance was discussed, some adjustments: were suggested. On a motion made by Councilman Klingelhutz -and seconded by Councilman Hill that a final draft of revised Liquor Ordinance be presented at the next meeting. Motion carried, no negative votes._ VILLAGE MAINTENANCE Henry Wrase, maintenance foreman stated that the village truck radiator hag - a large hole in it. Council instructs that formen have it fixed which ever way he sees fit. Wrase told the Council that the maintenance men have been putting in overtime and he was wondering if they would get paid and how would they get paid for putting in this overtime. Councilman Hill suggested that each man should have his choice as to whether they want the overtime or the accumulated hours to be able to take a day off and also that the rate be $3.00 per hour for overtime. STATE PLUMBING CODE On a motion made by Councilman Tessness and seconded by Councilman Klingelhutz, that the Village adopt the State Plumbing Code. Motion carried, no negative votes. PERMITS On a motion made by Councilman Benrozhoff and seconded by Councilman Tessness, that the Village adopt Procedure for obtaining Permits and Permit fees. (Copy on file).
