1967 07 17MINUTES OF THE JULY 17, 1967 COUNCIL MEETING The Chanhassen Village Council met in regular meeting on July 17, 1967 at 8:00 P.M. at the Village Hall. The.following members present: Mayor Coulter, Councilman Hill, Klingelhutz and Bennyhoff. Councilman Tessness - absent. The meeting was opened with the pledge to the flag. The minutes of the July 10, and July 12, Council meeting were read. On a motion made by Councilman Hill and seconded by Councilman Bennyhoff that we defer "action on approval of said minutes until each Councilman has a typed copy of the minutes. Motion carried, no negative votes. CIVIL SERVICE COMMITTEE Councilman Hill suggested that we immediately appoint a Civil Service Committee consisting of three members. Committee to negotiate and discuss questions of pay, fringe benefits, and terms of help for the Clerk. This committee to cover all salaried personal. On a motion made by Councilman Hill and seconded by Councilman Bennyhoff that the Mayor appoint a Civil Service Committee consisting of three persons to consider for all salaried personal - fringe benefits and pay schedules and that said committee report back to the Council no later than 15 days after they are appointed. Motion carried, no negative votes, Mayor's recommendations are: Hibbert Hill, Dr. Bennyhoff and Frank Moulten. On a motion made by Councilman Klingelhutz and seconded by Mayor Coulter, that the Mayor's recommendation of Hibbert Hill, Dr. Bennyhoff and Frank Moulten serve on the Civil Service Committee be approved. Motion carried, no negative votes. RENTING OF VILLAGE HALL Three women interested in renting the Village Hall for an antique shop were present. Several questions were asked, such as: Sanitary facil- ities, Insurance, Licenses and etc. The biggest question was how much rent will be charged. Mayor Coulter then formed a committee of Al Klingelhutz and Adolph Tessness to study and consider the renting of the Village Hall and other details and to report back to the Village Council within 15 days. It was suggested that Bob Reichert be consulted for he is a Real Estate appraiser. HIREING OF TEMPORARY HELP FOR THE CLERK On a motion made by Councilman Hill and seconded by Councilman Bennyhoff that the Clerk be authorized to hire temporary help at $2.00 per hour until October 1, 1967, on a part time basis. T- E -LECT Mayor Coulter informed the Council that the Council and Planning Commi- ssion will meet with the representatives from T -E -Lett tomorrow evening July 18, 1967 at 8:00 P.M, at the Village Hall. BUILDING PERMIT Mr, Leo G. Rask was present desiring permission of a building permit for his week -end summer home (garage) to be constructed on Lot 25 Red Cedar Point. Attorney Larson asked him what provisions have been made for sanitary facilities? Mr. Rask replied that he would put in a well and use his neighbors sanitary facilities. The Council referred him to the Planning Commission as per motion made at the July 12, 1967 Council meeting, under building permits. . Mayor Coulter read a draft letter which will be sent out to the Residents in the Village of Chanhassen. This draft letter is to be typed and sent to each Council- man for any corrections, additions or alterations and return by the July 24, 1967 Council meeting. This letter should also be sent to the Fire and Police Department for the same procedure. FIRE PROTECTION A discussion was held on Fire Protection for the New Village. The big question was will the Village or the home owner pay the $100.00 fire call. Mayor Coulter then appointed three-members to consist of a Fire Committee to answer these questions. Members are: Dr. Bennyhoff, Al Klingelhutz, and Gene Coulter. July 17, 1967 - minutes continued (page 2) KERBER DRIVE: Complaints have been registered that their is dissatisfaction because Kerber Drive has not been oiled. A discussion followed. On a motion made by Council- man Hill and seconded by Councilman Bennyhoff that oiling for dust treatment.be added to the Patch Contract after completion of Sewer Work on Kerber Drive. T. Flatebo Engineer, to send addendum out to said effect, on the Sewer project. Motion carried no negative votes. 1967 -2 &3 PROJECT DISCUSSED: Engineer Flatebo and Attorney Larson informed the Council of the happenings in dealing with the Rail Road and the Hiway Department. The question of what to do with the Rail,Road Signals was the be object. On a motion made by Council- man Bennyhoff and seconded by Councilman Hill that from station 1039 (as per map) to 1010 + 50 cut gradually from a 44 to a 28' pavement and from Station 1041 to Trunk Hiway #5 a uniform 28 pavement. Motion carried, no negative votes. Attorney Larson to see the Milwaukee Rail Road Attorney tomorrow to try to get an immediate go ahead for said project. CONNORS CORNER Now that Connors Corner has had street improvement done the suggestion was made to post said road to a 4 ton load limit. On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that we post said road to a b ton load limit, place two stop signs and place speed limit signs of 30 miles an hour on said road. Motion carried, no negative votes. MAINTENANCE MAN: A question was asked as - to the salary of Doug Fritz and the amount of time it should take him to do his sewer and water work. Engineer Flatebo stated that he should spend 9 hours a week on sewer and water and 31 hourso,on Maintenance and any overtime must be approved by Henry Wrase. The nine hours are-.,subject to adjust- ment if something unusual happens at either the sewer or water plant. It is noted at this time that Mr. Larson is also Mr. Gene Coulter's personal Attorney. ROSE LANE A discussion was held on Rose Lane, The Council instructed the Attorney and Engineer to check the legal status and to talk to Shorewood to see what can be done. ATTORNEY'S REPORT A discussion was held on the used car and junk cars on the Roy Kelm property. The Council instructed At Larson to send Mr. Kelm a letter that he is in violation of the Village Ordinance and to remove all cars immediately. Attorney Larson reported that the request has been made for the Census. LIQUO ORDINANCE: On a motion made by Councilman Klingelhutz and.seconded by Council- man Hill that the Village adopt the Liquor Ordinance and to be #2. To be published in the Minnetonka Herald. Motion carried, no negative votes. 1967 -2 & 3 PROJECT Councilman Bennyhoff recends old past motion awarding contract to J. V. Gleason Co. because after further investigation concerning sales tax information it now appears that Northern Contracting bid of $172,922.40 is the lowest htd be it resolved that the Village adopt the Resolution to award Northern Contracting the Contract for the 1967 -2 and 3 Storm sewer and Street Improvement project. Motion carried, no negative votes. Attorney Larson instructed the Council to approve the bill from Allied Blacktop for $4,215.00, for 1966 Township sealcoating project. -The Council desires that all old Township Bills amounting to over $1,000.00 be paid on warrants. July 17, 1967 - minutes continued (page 3) On a motion made by Councilman Klingelhutz and seconded by Councilman Bennyhoff that all approved bills be paid as per itemized sheet and that Allied Blacktop for the amount of $4,215.00 Check #1098 general fund and Levitt, Palmer, Bowen and Bearmon for the amount of $3,919.18 Check #1099 general fund be paid on warrants.
