1967 07 24MINUTES OF THE JULY 24 1967 COUNCIL MEETING
The Chanhassen Village Council met in regular meeting on July 24, 1967 at 8:00 P.M.
at the Village Hall. The following members were present: Mayor Coulter., Council-
man Bennyhoff, Tessness, Klingelhutz, and Hill. None absent. The Mayor opened
the meeting with the Pledge to the Flag. Councilman Hill moves that we dispense
with the reading of the minutes from the July 10, 12, and 17th Council meetings
subject to comment. Motion carried, no negative votes.
July 10th meeting no comment. July 12th meeting - add members present - Mayor
Coulter, Councilman Hill, Tessness, Bennyhoff and Klingelhutz. Cross out be
appointed to in Civil Defense paragraph; and spelling correction - Frank Moulton,
on the July 17 minutes. On a motion made by Councilman Hill and seconded by
Councilman Tessness subject to the corrections the minutes be approved as read.
Motion carried, no negative votes.
DUMP SITE Attorney Larson asked if the Agenda could be opened to permit Mr. Glen
Kelm to speak to the Council for and in behalf of Roy Kelm regarding junk cars and
dumping grounds of which the Village Attorney had sent him a letter in regards to.
The Council consented. A discussion followed. On a motion made by Councilman
Bennyhoff and seconded by�Councilman Hill that this matter be tabled until the
Village Attorney meets with Roy Kelms Attorney to discuss said matter and report
back to the Council at the next regular Council meeting. Motion carried, no
negative votes.
DUMP SITE A discussion was held on dumping in the Village of Chanhassen. On a
motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that the
Village advertise for applications for dump site. Applications be taken until
8:00 P.M. August 21, 1967 Said advertisement to be published twice in the Minne-
tonka Herald. Motion carried, no negative votes. Attorney Larson is to prepare
a sample ordinance for operation and etc,, of dump site.
STREETS A discussion was held on Main�;enance mainly snow plowing on streets in
Pleasant Acres, Attorney Larson to check out and find if these streets are dedicated
streets. Attorney Larson reported he.had talked to Shorewood on the problem at
Rose Lane. He is to check and see who it actually belongs to and report back at
the next meeting. Some of the residents have requested dust coating of roads. On
a motion made by Councilman Hill and seconded by Councilman Bennyhoff that the
Engineer and Supervisor be asked to list all the roads that need dust treatment and
report back to the Council in two weeks. Motion carried, no negative votes.
T- E -LECT Two letters were read - one from the Planning Commission and one from the
Mayor answering questions that T -E -Lett requested.
GEDNEY ANNEXATION Attorney Larson informed the Council that there is a $25.00
filing fee for filing the Petition of annexation from M. A. Gedney Co. On a motion
made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that Land
owners be charged the $25.00 filing fee when annexation occurs. Councilman Benny -
hoff recends his motion, Councilman Klingelhutz recends his second. On a motion
made by Councilman Bennyhoff and seconded by Councilman Tessness that the Village
remit the $25.00 filing fee in regards to the M. A. Gedney annexation. Motion
carried, no negative votes.
ANNEXATION - CHASKA TOWNSHIP A discussion was held on the annexation of Chaska
Township. Attorney Larson authorized to go and visit with the Town Board of
Chaska Township and any land owners he deems fit at this time.
HEALTH OFFICER Attorney Larson sited that the Health Officer may inspect proper-
ties against the wishes of the property owners and make orders to clean up.

TRAFFIC ORDINANCE On a motion made by Councilman Tessness and seconded by Councilman
Hill that the Village Council of Chanhassen Minnesota Adopt Ordinance #3 - AN ORDINANCE
REGULATING THE USE OF HIGHWAYS WITHIN THE VILLAGE OF CHANHASSEN., INCORPORATING PROV
ISIONS OF THE STATE HIGHWAY TRAFFIC REGULATION" ACT BY REFERENCE AND IMPOSING A
PENALTY FOR THE VIOLATION THEREOF. Motion carried, no negative votes.
TRUCK ROUTE ORDINANCE On a motion made by Councilman Bennyhoff and seconded by
Councilman Tessness that the Village Council of Chanhassen Minnesota Adopt Ordinance
#4 - AN ORDINANCE ESTABLISHING TRUCK ROUTES AND REGULATING THE MOVEMENT OF TRUCKS
WITHIN THE VILLAGE. Motion carried no negative votes.
SEWWER (SANITARY) ORDINANCE: On a motion made by Councilman Tessness and seconded
by Councilman Klingelhutz that the Village Council of Chanhassen Minnesota adopt
Ordinance #5 - AN ORDINANCE REGULATING CONNECTION TO THE SANITARY SEWER SYSTEM OF
THE VILLAGE AND ESTABLISHING RATES AND CHARGES THEREFOR. Motion carried.,
negative votes.
BIDS - SANITARY SEWER EXTENSION - KERBER D RIVE : A bid opening was held at 7:00 P.M.
July 24, 1967 for Sanitary Sewer Extension Kerber Drive. The following bids were
received:
Northern Contracting - - -- $6,259.00
MCWilliams - --- 8.,445.00
G & L - - -- 7
Fox & Weiler (late) - - -- 7
On a motion made by Councilman Bennyhoff and seconded by Councilman Tessness that
the Village Attorney be instructed to draw up a contract awarding the Sanitary Sewer
Extension on Kerber Drive to the lowest bidder - Northern Contracting. Motion carriedp
no negative votes.
CHANHASSEN ESTATES A letter was received from Robert Mason regarding continuous
maintenance of utilities and streets in Chanhassen Estates. The Village Engineer
has sent his opinion on this in letter form. On a motion made by Councilman Tessness
and seconded by Councilman B�nnyhoff that both letters become part of these minutes
and.the clerk be instructed to send a copy of the Engineers letter to Robert Mason.
Motion carried no negative votes.
BILLS On a motion made by Councilman Bennyhoff and seconded by Councilman Tessness
to pay all approved bills due as per itemized sheet. Motion carriedp no negative votes.
On a motion made by Councilman Klingelhutz and seconded by Councilman Tessness
meeting adjourned.
