1967 07 31MINUTES OF THE JULY 34 1967 COUNCIL MEETING
The Chanhassen Village Council met in regular meeting on July 31, 1967 at 8:00 P.M.
at the Village Hall. The following members present: Mayor Coulter Councilman
Hill Klingelhutz and Tessness. Councilman Bennyhoff - absent. The Mayor opened
the with the-Pledge to the Flag.
On a motion made by Councilman Hill and seconded by Councilman Klingelhutz that
the minutes of the July 24, 1967 Council meeting be approved. Motion carried,
no negative votes.
DUMP Attorney Larson reported that he has talked with W. Odell - Attorney for
Roy Kelm-in regards to the Dump problem. Odell- stated that Roy Kelm will remove
vehicles as soon as he gets back on his filet from his - illness. At he present
Mr. Kelm is hospitalized.
ROSE IANE: A discussion was held on Rose Lane. Attorney Larson to check further.
CHANHASSEN FIRE DEPARTMENT Several members for the Chan. Fire Depart, were present.
A discussion was held as to what areas the Fire Dept. will cover for fire protection.
It was then decided that the committees from the Council and Fire Department get
together on Thursday at 8:00 P.M. at the Fire Hall to work this out.
CENSUS The Census was discussed. Attorney Larson advised that the Council move
swiftly in regards to the taking of the census. The first step is to secure maps
of which Engineer Flatebo has been-advised to obtain.
SALES TAX Attorney Larson advised the Council as to how the Village will be
affected regarding the Sales Tax.
ELECTION PRECINCTS On a motion made by Councilman Hill and seconded by Councilman
Tessness that the Village adopt Resolution #1 entitled "Resolution Establishing
Election Precincts "`, with the addition of EAST in Paragraph #2 and WEST in Para-
graph #3. Motion carried, no negative votes.
This resolution to be published once in the Minnetonka Herald.
A discussion was held on changing the election date to the 1st - Tuesday after the
first Monday in November, and designating the polling places. The Council instru-
cted Attorney Larson to prepare the necessary documents regarding above mentioned
discussion.
MAINTENANCE Henry Wrase - Superintendent - was present. Roads were discussed.
Mr. Wrase also stated that the Village is in need of a place to stockpile their
sand, salt and etc for the winter. It was decided that a blacktop mat should be
laid at the Town Hall (where Maintenance Equipment is kept). On a motion made by
Councilman Hill and seconded by Councilman Klingelhutz that the Maintenance Depart-
ment should proceed to lay a blacktop mat for stockpiling sand, salt and etc,
subject to the Engineers design. Motion carried, no negative votes. Councilman
Hill advises that the Maint. Dept, get prices on equipment they need and report
back to the Council after investigation. This will have to be used in preparing
for the budget.
PLANNING COMMISSION On a motion made by Councilman Hill and seconded by Council-
man Tessness that Ann Niles be appointed to serve on the Planning Commission with
term to expire when the other planners terms terminate. Motion carried, no
negative votes.
The minutes of the July 18, 1967 Planning Commission were read. On a motion made
by Councilman Tessness and seconded by Councilman Klingelhutz that the Village
Council on recommendation from the Planning Commission deny the building permit
request of Leo Rask of St. Paul to build a liveable garage on Lot 25, Cedar Point,

on the basis of inadequate sanitation facilities. Motion carried, no negative votes.
On a motion made by Councilman Hill and seconded by Councilman Tessness that the
Village Council on recommendation from the Chairman of the Planning Commission
approve the request for a Building Permit from H. J. Berens. Motion carried, no
negative votes.
BILLS AND WARRENTS On a motion made by Councilman Hill and seconded by Councilman
Klingelhutz that all approved bills as submitted as per itemized sheet be paid and
that Carter, Krueger and Assn* for the amount of $2,125.28 Check #1121; and Grannis
and Grannis for the amount of $2,385.11 Check #1122 be paid by warrents. Motion
carried, no negative votes.
RESIGNATION On a motion made by Councilman Hill and seconded by Councilman Klingelhutz
the Village Council accept the written resignation from Councilman Tessness resigning
from the Council. Motion carried, no negative votes.
BUILDING INSPECTOR On a motion made by Councilman Hill and seconded by Councilman
Klingelhutz that Adolph Tessness be appointed Building Inspector for the Village of
Chanhassen ap of August 1 1967 and with term to expire December 31, 1968; Inspectors.
fee to be 80% of each building permit. Motion carried, no negative votes. On a motion
made by Councilman Hill and seconded by Councilman Klingelhutz that on all permits
that were issued prior to August 1, 1967; and of which all the inspections have not
been completed, the inspector will receive $7.00 per inspection. Motion carried,
no negative votes.
On a motion made by Councilman Klingelhutz and seconded by Councilman Hill that Adolph
Tessness Bldg. Inspector inspect Sewer and Water lines in the street only and that
he be paid $5.00 per inspection. Motion carried, no negative votes.
ASSESSOR On a motion made by Councilman Klingelhutz and seconded by Councilman
Hill that Adolph Tessness be appointed assessor for the Village of Chanhassen with
term to expire December 31, 1968, fee to be $300.00 per month until January 1, 1968;
and that the Village will pay his registration fees for schooling and other expenses
directly involved with his schooling. Job to commence August 1 1967. Motion carried,
no negative votes.
