1967 09 18CHANHASSEN VILLAGE COUNCIL MEETING SEPTEMBER 18, 1967 The Chanhassen Village Council met in regular meeting on September 18, 1967, at 8:00 P.M. at the Village Hall. The following members were present: Mayor Coulter, Councilmen Hill, Pearson, and-Klingelhutz. Councilman Bennyhoff came at 10:00 P.M. On a motion made by Councilman Hill and seconded by Councilman Klingelhutz that the minutes of the September 5th and 11th meetings be approved. Motion unanimously approved. ROSE LANE: The fence at Rose Lane was taken down today. DOG CATCHER: On a motion made by Councilman Klingelhutz and seconded by Councilman Hill that Francis Klein be appointed Dog Catcher until at such time the Council moves that a change be made. Motion unanimously approved. On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that Francis Klein be issued a temporary Kennel License as long as he is Dog Catcher. Motion unanimously approved. CLAUDE SINNEN: Mr. Sinnen was present. The Council still has not received any papers from the Planning Commission regarding this matter. On a motion made by Councilman Hill and seconded by Councilman Pearson that we leave things as is regarding the Sinnen Building site. Motion unanimously approved. The Council told Mr. Sinnen that he must have a request in writing and layouts before we can even start to look at any project. Mr. Sinnen reported that this was all turned over to the Planning Commission. STEINER & KOPPELMAN: PROPOSED REGISTERED LAND SURVEY: A discussion was held on Land Survey. The biggest object was the roads in the proposed survey. On a motion made by Councilman Hill and seconded by Councilman Pearson that request for approval on the Registered Land Survey by Steiner & Koppelman be denied because the plan is unacceptable. Motion unanimously approved. The denial was based on the roads, grades and general layout, and that when a plan as this is presented the owners should come in and present their -scheme. 1967-2 & 3 STREET IMPROVEMENT & SEWER & WATER EXTENSION: The bids which were opened this afternoon were discussed. Don No ty, T. F atebo, and Russ Larson explained some of the procedures which will have to take place regarding these projects. One is the bond issue for said projects. The above named people advised that an assessment hearing be held within the next month in order to enable the saving of paying interest on these bonds. The bond issue was briefly discussed. The Council advised that at the September 25th meeting we will set the hearing and bond date. On a motion made by Councilman Hill and seconded by Councilman Pearson that this Council tentatively accept the lowest bid from Northern Contracting for the amount of $162,482.75 for Sewer and Water Extension for Sunrise Hills #1 & 2, Western Hills and - Auditor's Sub. #2, subject to the Attorney's approval. Motion unanimously approved. DRAINAGE EASEMENT: The drainage easement behind the Clyde Hehl residence was discussed. The Attorney advised that this sounds like it should be a private matter to see that anyone abusing the easement be made to clean it out; but that he will check at the Register of Deeds to see what the dedication reads on the original plat. GREENWOOD SHORES - PARK: Several interested persons from Greenwood Shores were present. Mr. Stan Tilly, spokesman for the group upgraded the Council as to what has been done on their part to get this park turned over to the Greenwood Shores Assn. They stated they were a little unhappy that the Village now is requesting a delay on the hearing. The Council advised this group that when matters -like this come up they should come to the Council and discuss their plans and that the reason for the delay request is so that the Village can study and act on this request in the best interest of the public. Rich Lyman, Chairman of the Park and Recreation Committee gave the Committee's views on the subject. Much discussion followed. September 18, 1967 - minutes continued (page 2) On a motion made by Councilman Hill and seconded by Councilman Pearson that we continue with our effort requesting the delay on the vacating of the Greenwood Shores Park in order to investigate and refer this to our Park and Recreation Committee. The following votes were cast: Councilman Hill aye, Councilman Pearson aye., Councilman Klingelhutz aye, Councilman Bennyhoff no. Motion carried. 1 negative vote. FIRE DEPARTMENT: The Council received specifications from the Fire Department for radios and several misc. items, requesting that bids be taken. The radio specifications were in order, but there were a few items on the misc. list that have to be more specifically identified. Mayor Coulter to ;see that changes are made. On a motion made by Councilman Klingelhutz and seconded by Councilman Bennyhoff that bids for radios and misc. items (subject to the changes to be made) be taken on Monday, October 2, 1967, at 7:00 P.M. at the Village Hall on Kerber Drive and that the bids may be made on individual items or by lot. Motion unanimously approved. 1967 SEAL COATING ASSESSMENT: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that an Assessment Hearing for those properties benefited by the 1967 Seal Coating be held October 6, 1967, at 8:00 P.M. at the Village Hall. Motion unanimously approved. SEWER EXTENSION - KERBER DRIVE: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that an Assessment Hearing for those properties benefited by the Sewer Extension be held October 6, 1967 at 8:00 P.M. at the Village Hall. Motion unanimously approved. URBAN - RURAL TAXATION: Attorney Larson stated that there will have to be quite a bit of leg work done before the Urban -Rural Taxation Ordinance can be adopted. A Public Hearing will also have to be held. On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that we proceed on the Urban -Rural Classification as rapidly as possible so that this Ordinance can be ready by next year, Motion unanimously approved. ORDINANCES: Attorney Larson handed out two Ordinances to be studied. 1. Establishing the Sinking Funds, 2. Amendment to the present Sewer Ordinance, this being to make it consistent with the Water Ordinance, These Ordinances should be ready for adoption at the next Council meeting. BUILDING CODE: Attorney Larson advised the Council that if the uniform Building Code is adopted at least 3 copies of the Code must be on file with the Village Clerk. It was also suggested that a few more books be obtained which could be let out on a rental fee basis. On a motion made by Councilman Pearson and seconded by Councilman Bennyhoff that the Village order 10 Uniform Building Code books. Seven to be left out on the rental fee basis, Motion unanimously approved. ASSESSOR: The Assessorts report was submitted to the Council for payment. The Council instructs the Assessor that daily reports submitted weekly must be made before anymore checks can be issued and also that any manual studying must be made on his own time. SICK DAY: The Clerk advised the Council that one of the Maintenance men was sick one day. The question is should he be paid for that day or should it be taken off the overtime. The Council instructed the Clerk to take the hours off the overtime for now until we adopt some procedure. Meeting September 18, 1967 TEMPORARY HELP: A discussion was held on hireing an assistant to the Clerk. Mayor Coulter stated that he has one party who is very interested in working. It was suggested the Mayor talk to said party to be hired as temporary help. On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson meeting adjourned.
