1967 11 08November 6, 1967 - minutes continued (page 2) On a motion made by Councilman Hill and seconded by Councilman Bennyhoff that both requests for dump permits be turned over to the Planning Commission for Motion unanimously approved. their recommendations. 1967 -4 PROJECT: Mr. Ted deLancey was present requesting the Council to advise him of the difference in street costs for those who are going to receive blacktop and those who are to receive seal coating. A discussion followed. Councilman Hill moved that we have the Engineer check the figures on the road costs in the 1967 -4 Project and have them in our hands for the next regular meeting. Motion seconded by Councilman Bennyhoff. A discussion followed. Mayor Coulter stated that in order for the assessments to be collected along with the 1968 Real Estate Taxes they had to be in the hands of the Auditor by November 10 1967. Councilman Bennyhoff withdrew his second and Councilman Hill withdrew his motion. STORM SEWER BY FORCIER: Hansen & Klingelhutz presented a petition to the Council requesting that the storm sewer be installed going through the Forcier property and that they being more than 35% owners of the drainage area request that the cost of the improvement be assessed against the entire drainage area. A discussion followed. In conjunction with the letter mentioned before from Mr. Forcier requesting both the sewer lines be run at one time, it appears that this portion of the project be postponed until next year. HANSEN & KLINGELHUTZ: A discussion was held on the zoning of lands in the Village. Hansen and Klingelhutz presented a plot layout and asked for permission to build an apartment complex on Lots 2 through and including Lot 7, Block 4. Highland Park Addition. Councilman Bennyhoff read the recommendation from the Planning Commission. Upon recommendation from the Planning Commission Councilman Bennyhoff moved that multiple dwellings including apartments can be built on Lots 2 through and including Lot 7, Block 4. Highland Park Addition such as the plot presented and that the individual specific plans be approved at a later date. Motion seconded by Councilman Peareon and unanimously approved. Councilman Klingelhutz moved that this meeting be continued at 8:00 P.M., November 8, 1967. Councilman Pearson seconded the motion. Motion unanimously approved. TIME: 11:36 P.M. Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson and Klingelhutz were present. Motion unanimously approved. OFFICE HOURS: On a motion made by Councilman Hill and seconded by Councilman Pearson that the Village Office hours be from 8:30 A.M. to 4:30 P.M. Monday through Friday. Motion unanimously approved. LETTER FROM ROBERT MASON: A letter from Robert Mason regarding the water problem he anticipates in his development was read. The Clerk advised the Council that Mr. Mason will be on the agenda Monday evening regarding this. ORDINANCE #13: On a motion made by Councilman Hill and seconded by Councilman Pearson that the Village adopt Ordinance #13 entitled AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER THE AGE OF EIGHTEEN YEARS ON STREETS OR IN PUBLIC PLACES BETWEEN CERTAIN HOURS, DEFINING THE DUTIES OF PARENTS AND OTHERS IN THE CARE OF MINORS, AND PROVIDING FOR ARREST AND PENALTIES FOR VIOLATION THEREOF. HAZARD BUILDING ORDINANCE: A sample ordinance regarding hazard buildings was discussed. The Clerk was instructed to give this ordinance to the Building Inspector to check out. MINNETONKA HERALD: The Clerk is instructed to call Jim Williams at the Minnetonka Herald and find out why we haven't been getting the coverage at our meetings that we previously received. MUNICIPAL BUILDING: The Council approved the Mayor and Councilman Pearson to work a suitable so ution with the general contractors on this building. November 8 1967 - minutes continued (page 4) SEWER BILL - PAULY OFFICE BUILDING: The Clerk read a letter from Roger Pauly regarding the three unit charges on the Office Building. The Council advised the Clerk that she answer Mr. Pauly telling him that by Council action these delinquent charges were placed on taxes. LEVY: On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that we levy only $4,652.00 which will go toward the debt retirement on the Municipal Building. Motion unanimously approved. TELEPHONE - FIRE DEPARTMENT: On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that a dial be placed on the Red Phone at no extra cost. Motion unanimously approved. FIRE ASSESSMENT: On a motion made by Councilman Klingelhutz and seconded by Councilman Hill that the Village reimburse Mr.. Roy T. Meyer $100.00 for a fire call which was paid by Mr. Meyer in February directly to the Township and which he also paid along with his Real Estate Tax. Motion unanimously approved. 1967 -4 ASSESSMENT: On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that the Assessment for Water and Sewer for the Ted deLancey property be placed on Lots 13 and 14. Motion unanimously approved. STREET LIGHTS: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that three 250 watt mercury vapor street lights be installed at the three entrances to Minnewashta Heights off of Highway #7 according to plan dated September 27, 1967, #1, #2, and #3.
