1968 01 02CHANHASSEN VILLAGE COUNCIL MEETING JANUARY 2, 1968 The Chanhassen Village Council met'in regular meeting on January 2, 1968, at 8:00 P.M. The following members were present:. Mayor Coulter, Councilmen Klingelhutz, Pearson and Bennyhoff. Councilman Hill was .absent. It is noted that because of the absence of a Councilman, ...Mayor-Coulter will be voting on all motions. The following newly elected officials took the oath of office and were sworn in by the Clerk: Mayor Coulter, Councilman Pearson, Daniel Ross - Constable, and Maurice Bleed - Justice of the Peace. On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that the minutes of the December 26th Council meeting be approved as submitted. The following voted in favor thereof, Councilmen Pearson, Klingelhutz, Bennyhoff and Mayor Coulter. No negative votes. INSURANCE: The letter from Magnuson Agency, Inc. regarding the insurance bids was read and all action was tabled. BONDS: Councilman Pearson moves that the Clerk- Treasurer and Mayor be bonded for $50,000.00 and that the other statutory requirements be bonded for $1,000.00. Motion seconded by Councilman Klingelhutz. The following voted in favor thereof, Councilmen Pearson, Klingelhutz, Bennyhoff, and Mayor Coulter. No negative votes. CLERK - TREASURER: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that Kay Klingelhutz be hired as Clerk - Treasurer for a. period of one year, salary to be $100.00 for a 40 hour work week. The following voted in favor thereof, Councilmen Pearson, Bennyhoff, and Mayor Coulter. Councilman Klingelhutz abstains. No negative votes. DEPUTY CLERK: On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that Jean Meuwissen be hired as Deputy Clerk for a period of one year, salary to be $2.10 per hour. The following voted in favor thereof, Councilmen Pearson,.Klingelhutz, Bennyhoff, and Mayor Coulter. No negative votes. BLANKET BOND: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that the Village continue with the blanket bond until the Insurance Bids are taken. The follo�iing voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Pearson, and Bennyhoff. No negative votes. ACTING MAYOR: On a motion made by Councilman Pearson and seconded by Councilman Bennyhoff that Councilman Al Klingelhutz be appointed acting Mayor. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, and Bennyhoff. Councilman Klingelhutz abstains. No negative votes. RULES OF ORDER: Councilman Bennyhoff moves that the Village adopt the procedures set forth in the Handbook for Minnesota Villages and °',using Roberts Rules of Order to supplement. Motion seconded by Councilman Klingelhutz. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Klingelhutz, and Bennyhoff. No negative votes. January 2, 1968 - minutes continued (page 2) SALARIES: On a motion made by Councilman Klingelhutz and seconded by Councilman Bennyhoff that the Village Council abide by the Attorney',s recommendation citeing the Village Handbook setting the Mayor and Councilman's salaries: Mayor - $50.00 per month; Trustees (Councilmen). - $35.00 per month; with salaries to be paid quarterly. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. OFFICIAL NEWSPAPER On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that the Minnetonka Herald, South Shore Edition be the Village of Chanhassen's Official Newspaper. Note: Attorney cites on certain instances certain isolated items will have to be published in the Weekly Valley Herald. (County Seat) The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. OFFICIAL BANK: On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that the State Bank of Chanhassen be designated as the official depository for all Village monies. Note: At this time Mayor Coulter has stock and is also a Director of State Bank of Chanhassen. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Klingelhutz, and Bennyhoff. No negative votes. INSURANCE: On a motion made by Councilman Pearson and seconded by Councilman Bennyhoff that the Clerk keep the existing insurance in effect until March 1, 1968. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. MEETING NIGHTS AND AGENDA SYSTEM: On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that the regular Village meeting nights be the first and third Monday nights of every month at 8:00" P.M. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that all meetings be conducted on the Agenda System and said agenda to be closed on Thursday at 4:00 P.M. prior to the next regular meeting. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Klingelhutz, and Bennyhoff. No negative votes. VILLAGE ATTORNEY AND ENGINEER: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that Russell Larson be appointed Village Attorney for a period of one year with salary open. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson that Tory Flatebo be appointed Village Engineer for a period of one year with salary open. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Bennyhoff, and Klingelhutz. No negative votes. January 2, 1968 minutes continued (page 3) BUILDING AND PLUMBING INSPECTOR: On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that Adolph Tessness be appointed Building Inspector on a fee basis of 70% of Building Permit fee for residential, 50% of the re- inspection fee on residential re- inspections. On commercial and industrial, fee to be negotiated. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Klingelhutz, and Bennyhoff. No negative votes. On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that Hubert Forcier be appointed Plumbing and Private Septic System Inspector on a fee basis of $5.00 per inspection. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, and Pearson. No negative votes. ASSESSOR: On a motion made by Councilman Pearson and seconded by Councilman Bennyhoff that Adolph Tessness be appointed Assessor, salary to be $300.00 per month. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Klingelhutz, and Bennyhoff. No negative votes. FIRE MARSHAL AND CIVIL DEFENSE CHIEF: On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that Earl McAllister be appointed Fire Marshal and Civil Defense Chief. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Klingelhutz and Pearson. No negative votes. HEALTH INSPECTOR: On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that Dr. Heinzerling be appointed Health Inspector. The following voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, and Pearson. No negative votes. MAINTENANCE MEN: On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that the Village hire three Maintenance Men: Henry Wrase, Vic Kohman, Doug Fritz. Salaries to be - Henry Wrase $550.00, Vic Kohman $525.00, Doug Fritt $500.00. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Bennyhoff, and Klingelhutz. On a motion made by Councilman Klingelhutz and seconded by Councilman Pearson that Henry Wrase be appointed Foreman. The following voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Bennyhoff and Pearson. No negative votes. PURCHASE ORDER SIGNATURES: On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz that the Foreman, Clerk and Deputy Clerk be authorized to sign purchase orders. The following voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, and Pearson. No negative votes. 1 WEED INSPECTOR: On a motion made by Councilman Pearson and seconded by Councilman Klingelhutz to appoint Henry Wrase as the Weed Inspector for the Village at a salary of $25.00 per month. The following voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, and Pearson. No negative votes. USE OF VILLAGE EQUIPMENT: On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that no Village Equipment be used on private property except in case of weed control, emergency - such as fire, utility problems, etc. January 2, 1968 - minutes continued (page 4) PLANNING COMMISSION: On a motion made by Councilman Bennyhoff and seconded by Councilman Pearson the following were appointed to the Planning Commission for one year: Robert Reichert, Albert Barnacle, Mrs. Anne Neils, Dean Scheff, John Neveaux, Edward Hjermstad, and Nicholas Waritz. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. PARK AND RECREATION COMMISSION: On a motion made by Councilman Pearson and seconded by Councilman Bennyhoff the following were appointed to the Park and Recreation Commission: Rev. Paul Flucke, Chairman, three years; Richard Lyman, three years; Sally deLancey, two years; Berk Rodgers, two years; Ronald Roeser, one year; Edwin Seim, one year; one member to be appointed. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. CHECK SIGNATURES: On a motion made by Councilman Klingelhutz and seconded by Councilman Bennyhoff that the authorized signatures on all Village checks shall be the Treasurer and Mayor. The following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Bennyhoff, and Klingelhutz. No negative votes. AUTOMATIC BILLS: On a motion made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that all bills such as electric bills, salaried employees, typewriter, Apeco copier, telephone, and fuel be paid automatically. Labor payable on the 16th and 1st of,every month. The following voted in favor thereof, Mayor Coulter, Councilmen Bennyhoff, Pearson, and Klingelhutz. No negative votes. DOG CATCHER: The Village Council authorizes the Police Department to act as Dog Catcher until the Dog Ordinance becomes effective. No negative votes. SEWER SCHOOL: The Council directs someone from the Maintenance Department to attend the sewage operations course which is coming up shortly. DOG COMPLAINT: Councilman Bennyhoff moves that the verbal complaint about dogs form be adopted. Motion seconded by Councilman Pearson and the following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Bennyhoff, and Klingelhutz. No negative votes. PREMISES MIS -USE: Councilman Bennyhoff moves that the form regarding mis -use of premises be adopted. Motion seconded by Councilman Klingelhutz and the following voted in favor thereof, Mayor Coulter, Councilmen Pearson, Bennyhoff, and Klingelhutz. No negative votes. ORDINANCES: The following ordinances were read and discussed: Dog, Dumping, Civil Defense, and Voters Registration. The Clerk was instructed to send these ordinances to the Attorney for his approval. SEWER AND WATER RATES: The Clerk is instructed to contact Excelsior, Chaska, and Shakopee to see what their sewer and water rates are. OFFICE FURNITURE: Office furniture was discussed. The Police Chief and Assessor both need a desk. The Clerk is instructed to order four - two drawer files and two tops. OVERTIME MAINTENANCE MEN: Councilman Klingelhutz moves that the overtime due to the maintenance people be paid up in full to the present time at $3.00 per hour, but no more overtime will be paid until the Maintenance Committee from the Council talks to the maintenance people. Motion seconded by Councilman Bennyhoff and the following voted in favor thereof, Mayor Coulter, Councilmen Klingelhutz, Pearson and Bennyhoff. No negative votes.
