1968 03 11CHANHASSEN VILLAGE COUNCIL MEETING MARCH 11, 1968 The Chanhassen Village Council met in special meeting on March 11, 1968, at 8:00 P.M. The following members were present: Councilmen Klingelhutz, Hill, and Bennyhoff. Councilman Pearson and Mayor Coulter were absent. (Mayor Coulter did appear and take part in a portion of the meeting). Acting Mayor Klingelhutz chaired the meeting. The meeting was called to order and the Pledge to the Flag was given. On a motion made by Councilman Hill and seconded by Councilman Bennyhoff the minutes of the March 4th meeting be approved as submitted. The following voted in favor thereof: Councilmen Hill, Klingelhutz, and Bennyhoff. No negative votes. Motion carried. PLANNING COMMISSION: The minutes of the March 5, 1968, Planning Commission meeting were read. The Council's comment is that they feel the Planning Commission is doing a real good job. FENCE COMPLAINT: Mrs. Ida Johnson was present again complaining that the Maintenance people knocked her fence down for the third winter in a row. The Council stated that the fence is sitting on Village property and that they have talked to the Maintenance men and they claim that they did not damage her fence. The Council also stated that there is no actual proof that the Village is at fault.and they could not do anything about it until proven otherwise. Mayor Coulter appeared and took part in the meeting. PUBLIC HEARING ON PLANNED INDUSTRIAL DISTRICT ORDINANCE: 'Councilman Hill moved that the Village Council hold a public hearing on the proposed Planned Industrial District Ordinance on March 25th at 8:00 P.M. at the Village Hall. Mayor Coulter seconded the motion. Voll call vote: Mayor Coulter - aye, Councilman Hill - aye, Councilman Bennyhoff - aye`, Councilman Klingelhutz - aye. No negative votes. Motion carried. SCOTT CARVER'ECONOMIC COUNCIL: Mayor Coulter stated that the Scott Carver Economic Council has a girl that can work 30 hours a week at no cost to the Village. The Council wishes to table a decision until March 18, 1968. ADMINISTRATOR: Mayor Coulter requested the Council to set a date to interview a party interested in the job of'administrator for the Village of Chanhassen. The Council decided on March 19, 1968, at 8:00 P.M. for this interview. Mayor Coulter to make the arrangements. Mayor Coulter left the meeting. MAINTENANCE REPORT: Councilmen Bennyhoff Klingelhutz reported on the meeting they had with the Maintenance Department. The following points were discussed: 1. The hose and pump approved at a previous meeting came to a slightly higher amount. Pump - $506.00, Hose - $67.50. The Maintenance Committee gave their approval on the purchase. March 11, 1968, minutes continued (page 2) 2. The Committee also discussed the hiring of Fred Kerber to cut the grass around the Sewer Plant fbr $5.00 per cutting and to water trees whenever necessary at 75� per hour. 3. Approval was given to purchase a 12 ton jack for the amount of $25.00. 4. Labor - The Committee discussed that the Maintenance people be allowed seven paid holidays per year. Overtime paid only on Saturday and Sunday sewer and water checks and if they get called out on off duty hours, at time and a half. This would be based on $525.00 per month on the average of 173 hours per month. The overtime would be limited. SIGNS: The Council directed the Police Department to come up with a recommendation as to what roads stop signs are required, where speed limit signs should be posted, how many shooting permit signs should be purchased and where placed. FIREARMS SAFETY PROGRAM: Councilman Bennyhoff moved that the Village Council grant a Shooting Permit to the two men in charge of the Firearms Safety Program at no charge. Motion seconded by Councilman Hill. The following voted in favor thereof: Councilmen Klingelhutz, Hill, and Bennyhoff. No negative votes. Motion carried PARK FUND OBJECTION: A copy of the letter which was sent to Robert Mason from Attorney Larson was read. The matter has been tabled until the March 18th meeting. BLUFF CREEK_HIGHLANDS: A letter was read from.the State Highway Department regarding Bluff Creek Highlands plat. The Clerk to send a copy to Russ Larson and ask his opinion on it and also a copy to the.Planning Commission. LOAD LIMITS.: Councilman Hill moved that a four ton load limit be posted on all Village Streets and to be lifted when the State removes their road restrictions. Motion seconded by Councilman Bennyhoff. The following voted in favor thereof: Councilmen Hill, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. POLUTION COMMITTEE: Councilman Hill reported that he has talked to Eden Prairie in rehabilitation project of the lakes. There will be a report at a later date. MINUTES: The Council requested that the minutes from the Park and Recreation Commission and Planning Commission meetings go to the paper for publication and that all minutes from the previous week be in the Council hands by Monday night so as the minutes can be turned over to the reporter.
