The Chanhassen Village Council met on March 25, 1968 at 8:00 P.M. '
for the purpose of conducting a Planned Industrial District Ordinance6e�""
The following members were present: Mayor Coulter, Councilmen Hill,
Bennyhoff, and Klingelhutz. Councilman Pearson was absent.
Mayor Coulter called the Public Hearing to order. Adolph Tessness
read the Ordinance orally word for word stopping periodically for
comments from those in attendance at the Hearing. Several changes
were discussed. Attorney Larson was instructed to submit the
changes as specified. Martin Ward asked that the Council give
consideration to inserting a clause authorizing the Council to
give variances to the Ordinance.
Upon consent of the Council the Public Hearing was adjourned until
next Monday evening, April 1, 1968, at 10:00 P.M.
Adjourned 11:30 P.M.
The Special Council meeting on March 2.5, 1968, carlled`by Mayor
Coulter was called to order at 11:32 P.M. The following members
were present: Mayor Coulter, Councilmen Hill, Klingelhutz, and
Bennyhoff. Councilman Pearson was absent. On a motion made by
Councilman Bennyhoff and seconded by Councilman Klingelhutz to
dispense with all formalities. The following voted in favor thereof:
Councilmen Hill, Bennyhoff, and Klingelhutz. No negative votes.
Motion carried.
LIQUOR_LICENSES: On.a: motion made by_Councilman Klingelhutz and,
seconded-by Councilman Hill to- approve the on and off sale.intoxicating
liquor license applications of Harty Pauly (Pauly's Bar, Inc.),
Ann Koltyk (Jerry's Old West Bar), and Herbert Bloomberg (Chanhassen
Dinner Theatre, Inc.). The following voted in favor thereof:....
Councilmen Klingelhutz, Hill, and Bennyhoff. No negative votes.
Motion- carried.
On a motion made by Councilman Klingelhutz and .seconded by Councilman
Hill to approve. -the on and-off sale-non-intoxicating liquor license
applications of Harry Pauly _(Pauly'_s Bar,.Inc.), Ann:Koltyk (Jerry's
Old.West_Bar), and Herbert-Bloomberg (Chanhassen Dinner Theatre,
Inc.). The following voted in favor thereof: Councilmen Bennyhoff,
Hill, and.Klingelhutz. -No negative votes. Motion carried..
STORM SEWER PUBLIC HEARING: On a motion made by Councilman
Klingelhutz and seconded by Councilman Bennyhoff ta_ conduct a
Public Hearing of the proposed Storm Sewer Ordinance on April 8,
1968, at 8:00 P.M. The following voted in favor thereof: Councilmen
Hill, Bennyhoff, and Klingelhutz. No-negative votes: Motion
carried. _
STORM SEWER ASSESSMENT HEARING: On.- a.:motion.made.by Councilman
Klingelhutz and seconded.by Councilman Bennyhoff.to.conduct a
Public Hearing on the proposed Storm Sewer Assessments on April 8,
1968, at 9:00 P.M. The following voted in favor thereof: Councilmen
Bennyhoff, Klingelhutz, and Hill. No negative votes. Motion
carried.
WATERSHED HEARINGS: On a motion made by Councilman Bennyhoff and
seconded by Councilman Hill that the Village Council conduct two
Public Hearings on April 22nd, 1968; one on the Forcier Watershed .
and one on the Erickson watershed.. The following voted in favor
thereof: Councilmen Hill, Bennyhoff, and.Klingelhutz. No negative
votes. Motion carried.
PLANNING_COMMISSION: A letter was read from Ed Hjermstad submitting
his resignation from the Planning Commission. On a motion made by
Councilman Hill and seconded*by Councilman Bennyhoff accepting
the resignation of Ed Hjermstad from the Planning Commission. The
following voted - in favor thereof: Councilmen Hill, Klingelhutz,
and Bennyhoff. No negative votes. Motion carried.
A discussion was held on various functions of the Planning Commission.
The Council therefore agreed to the following: The Village Council
thinks that in view of our experience with Tel- E -Lect we think it
necessary for the establishment of an Industrial. Commission, we
are hereby appointing Robert Reichert to the Industrial Commission,
and his duties are to report back to this Council the procedure
for establishing of such Commission. This action will necessitate
Mr. Reichert's resignation from the Planning Commission and
subsequent appointment to the Industrial Commission.
On a motion made by Councilman Bennyhoff and seconded by Councilman
Hill that Richard Lyman be appointed to take over as.Chairman of
the Planning Commission.until the establishment of a Planning
Commission Ordinance. The following voted in favor thereof:
Councilman Hill, Bennyhoff, and. Klingelhutz. No negative votes.
Motion carried.
The Council recommends that the Planners meet weekly until the
Council is satisfied that we have some good working Ordinances.
On a motion made by Councilman Bennyhoff and seconded by Councilman
Hill that Harry Pauly and Tom Hodgson be appointed to serve on the
Planning Commission. The following voted in favor thereof:
Councilmen Hill, Bennyhoff, and Klingelhutz. No negative votes.
Motion carried.
CLERK - ADMINISTRATOR: Councilman Bennyhoff moves the adoption of
the following resolution:
"WHEREAS, the Council of the Village of Chanhassen considers it
necessary and essential for the efficient administration of the
affairs of the Village that the position of special administrative
officer be created; and
WHEREAS, it is the judgment of the Council that the positions
of Village Clerk and Special Administrative Officer should be combined
intone position to be known as Clerk - Administrator,
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the position of Clerk- Administrator be
established to become effective at such date
shall be determined by the Council.
2. That in addition to the statutory duties of
a village clerk, the Clerk - Administrator shall
assist the Council in the - performance of the
following ministerial duties:
A) Supervision of village employees,
B) Preparation of reports,
C) The making of factual investigations and
determinations, and

D) The performance of such other
ministerial duties as shall be
assigned by the Council
Resolution seconded by Councilman Hill. Roll call vote; Councilman
Klingelhutz - aye, Councilman Hill - aye, Councilman Bennyhoff - aye.
Resolution declared passed.
On a motion made by Councilman Hill and seconded by Councilman
Bennyhoff that Adolph Tessness be hired as Clerk- Administrator.
The following voted in favor thereof: Councilmen Hill, Klingelhutz,
and Bennyhoff. No negative votes. Motion carried.
On a motion made by Councilman Hill and seconded by Councilman
Bennyhoff that the salary of Adolph Tessness per month be as
follows: Building Inspections $100.00, Assessing $300.00, Clerk -
Administrator $300.00. Total of $700.00 per month plus 10� per
mile for car use. The following voted in favor thereof: Councilmen
Hill, Bennyhoff, and Klingelhutz. No negative votes. Motion
carried.
PROCEDURE: The Council desires that any person in an appointed
office that attends less than 750 of the meetings be asked to
resign.
1967 -5: The Council approved the proposed outside lights by the
Municipal Building.
PARK AND RECREATION: On a motion made by Councilman Klingelhutz
and seconded by Councilman Hill authorizing the Park and Recreation
the use of the Village Hall Basement for the Golden Age group.
The following voted in favor thereof: Councilmen Hill, Bennyhoff,
and Klingelhutz. No negative votes. Motion carried.
DEPUTY CLERK: On a motion made by Councilman Bennyhoff and seconded
by Councilman Hill that Kay Klingelhutz be appointed Deputy Clerk -
Treasurer. The following voted in favor thereof: Councilmen Hill,
Bennyhoff, and Klingelhutz. Motion carried. No negative votes.
On a motion made by Councilman Klingelhutz and seconded by Councilman
Bennyhoff the meeting adjourned.
