1968 04 29CHANHASSEN VILLAGE COUNCIL MEETING APRIL 29, 1968 The Chanhassen Village Council met in special meeting called by the Mayor as per notice, on April 29, 1968, at 8:15 P.M. at the Village Hall. The following members were present: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff and Klingelhutz. None absent. Note: Councilman Klingelhutz came at 8:30 P.M. On a motion made by Councilman Bennyhoff and seconded by Councilman Hill to dispense with the reading of the minutes. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, and Bennyhoff. KERBER DRIVE: Dennis Degn, Clyde Hehl, and John Schulz were present requesting that something be done with Kerber Drive. It needs grading badly and something should be done to settle the dust. Mayor Coulter stated that it is the intention of this Council to rebuild the road this year. The above parties also asked that something be done where the Maintenance people have done patching in the street, the oil that was used is very soft, therefore, causing anyone coming in contact with it to drag it into the homes. The Council stated they would instruct the Maintenance people to check into it. STORM SEWER OBJECTION: Mr. George Shorba was present objecting to his storm sewer assessment. LAKE VIEW HILLS SEWAGE DISPOSAL: A proposed contract between the owners of Lake View Hills and the Village was given each Councilman to read. The contract refers to the operation of. Lake View Hills Sewage Disposal Plant. Councilman Pearson moved that the agreement be approved and that said agreement be completed..such.as liabilities,.etc. by the utilities commission and authorizing the Mayor: and.Clerk- Administrator to sign it. Councilman Hill seconded.the_mo.tion. The following voted in favor thereof:._ Mayor.Coulter.,Councilmen Hill, Pearson, Klingelhutz, and Bennyhoff. No negative votes. Motion carried. UTILITY TRUCK: A discussion was held on the purchasing of a utility truck to be -used by the Utility :.Department.. John Schulz asked the Council if the present pick -up truck that was just purchased for the. Maintenance Department couldn't be given to the Utility Department, further statingo. that the Maintenance Department has.several pieces of equipment and can see no reason why the Department couldn't get along without the pick -up. Mayor Coulter stated that the pick -up truck does come in handy for the Maintenance Department, especially for.weed inspection and doing the miscellaneous running around that must be done:, Councilman Bennyhoff moved that this matter-be referred to the Utility Committee to come up with suggestions and specifications at the next regular Council meeting. Councilman Hill seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. The Maintenance Committee was instructed to make a complete study of their equipment. LIQUOR LICENSES: Two applications for On and Off Sale Non - Intoxicating Liquor Licenses were submitted to the Council. Upon finding said applications in proper order Councilman Klingelhutz moved that the Pine Grill and the Chanhassen American.Legion Post #580 be issued an On and Off Sale Non - Intoxicating Liquor License. Councilman Bennyhoff seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Pearson, Klingelhutz,.and Hill. No negative votes. Motion carried. ORDINANCE #24A: Councilman Hill moved the adoption of Ordinance #24A with the following change "Kennel License shall be renewed by the Village Clerk upon approval of the Village Council." Councilman Pearson seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. ORDINANCE #27: Councilman Klingelhutz moves the adoption of Ordinance #27 entitled "Installation of Underground. Utilities ", Councilman Hill seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. WESTERN HILLS: Councilman Pearson moves that the Village will accept the sewer and water installation in Western Hills #1 provided a performance or guarantee with suitable Bond from one year of date of acceptance is submitted. Councilman Hill seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Pearson, Hill, Klingelhutz, and Bennyhoff. No negative votes. Motion carried. KERBER DRIVE REBUILDING.: A discussion was held on the rebuilding of Kerber Drive. Discussion was as to whether it should be a seven or nine ton road, and how it would be assessed. Councilman Hill moved that the Village Engineer prepare plans and specifications on the rebuilding of Kerber Drive and calling for a public hearing on said project on May 20, 1968, at 7:00 o'clock P.M. CDT at the Village Hall. Councilman Pearson.seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Klingelhutz, and Bennyhoff. No negative votes. Motion carried. SEWER AND WATER EXTENSION TO THE EAST AND.SOU.TH END OF LOTUS LAKE: Engineer Flatebo_ presented preliminary plans to extend the sewer and water to the east and south end of Lotus Lake. Councilman Klingelhutz moved that the Village Engineer look into a Federal Aid Grant on the East Lotus Lake Sewer and Water Project. Councilman Hill seconded the motion. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,.Klingelhutz, and Bennyhoff. No negative votes. Motion carried. PROJECTS: The Council instructed the Engineer to get ahold of.Blacktop Service and wash out the 1966 -1 project. The Engineer updated the Council as to when the 1967 2, 3 & 4 projects will be completed. NEW WELL SITE: A discussion was held on acquiring land for a well site. April 29, 1968, minutes continued (page 3) MAINTENANCE: The Maintenance Committee were instructed to evaluate the license problem with Vic Kohman.
