Kerber Drive
The Chanhassen Village Council met on May 20, 1968, at 7:00 P.M.
for the purpose of conducting the Kerber Drive Public Hearing. The
following members were present: Mayor Coulter and Councilman Bennyhoff.
Councilmen Klingelhutz, Pearson, and Hill were absent.
Mayor Coulter called the public hearing to order. Tory Flatebo,
Village Engineer, presented preliminary plans, specifications, and
explained the Kerber Drive Project, also explained the reason that
Kerber Drive will be built to nine tone specifications instead of
normal residential seven ton. The property owners would pay at the
rate of a seven ton roadway.
Patricia Kerber wanted assurance that this project would not cut off
access from their property at any time and she was also concerned if
this would be under construction for an unreasonable length of time.
No objections were listed by the property owners involved.
The hearing adjourned at 7:50 P.M.
Chanhassen Village Council Meeting May 20, 1968
The Chanhassen Village Coun:cil.met in.regular meeting on May 20, 1968,
at 8:15 P.M. The following members were present: Mayor Coulter,
Councilmen Bennyhoff and - Klingelhutz. Councilmen Hill and Pearson
were absent.
On a motion by Councilman Klingelhutz: and seconded-by Councilman
Bennyhoff, the minutes of the May 6, 1968, meeting be approved as
submitted. The following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz and Bennyhoff. No negative.votes. Motion carried.
TRUMBLE ROAD: The following citizens were present objecting to the
parking of cars and boat trailers along Trumble Road: Roy Leach, E. J.
Hunsinger, Mrs. E. J. Hunsinger, Elmer Carlson, Olive Trumble, and
Robert C. Wilson.
The roadway right -of- way is 3.3 feet. Disucssion followed. The Council
decided to have.the Maintenance Department install "no parking" signs
along both sides of the road.
ROSE LANE: Permanent posts and chain will be installed.across Rose
Lane.. One key will be given to the Fire Department and one key to
the Village Office. Local- Chanhassen property owners on Christmas
Lake can obtain the key at the Village Office.
CHANHASSEN ELEMENTARY SCHOOL: A traffic pattern proposal was submitted
by Mr. Gaarder, District Principal. A motion was made by Councilman
Klingelhutz and seconded by Councilman Bennyhoff to approve the
proposal also authorizing the Village Maintenance Department to install
a "stop" sign at exit location. The fo- llowing voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff and Klingelhutz. No negative
votes. Motion carried. -
INTERSECTION. ST• -ANDREWS- .AND.- SANDRA LANE. : A report. from the Village
Engineer stated that this is a minor maintenance job and can be taken
care of by Village Maintenance Department by taking out a small section
of blacktop and replacing it at proper elevation.
PURGATORY CREEK WATERSHED: A motion was made by Councilman Klingelhutz
and seconded by Councilman Bennyhoff to appoint Steve Bucol and Bob
Patterson to the Purgatory Creek Watershed Committee to work with
Councilman Hill. The following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz and Bennyhoff. No negative votes. Motion
carried.
The Administrator is instructed to notify appointees by mail.
AGENDA: Councilman Hill was not present to give a report. The
Administrator asked if the allocation of time on agenda could not be
followed. If item could not be settled in the time alotted it should
be tabled until more information could be gathered rather than delay
the meeting. The Council agreed that this procedure should be followed.
ENCROACHMENT ON C.S.A.H: A motion was made by Councilman Bennyhoff
and seconded by Councilman Klingelhutz that all encroachments stated
in a letter from County Engineer be notified by Administrator and
corrected. The following voted in favor thereof: Mayor Coulter,
Councilmen Bennyhoff and Klingelhutz. No negative votes. Motion
carried.
KERBER.WATERSHED: Mr. Robert.Scholer reported that a manhole, four
feet in diameter, would be installed at the east edge of the spillway
on Lake Street between Erickson and Scott properties and one at the
bend of the existing drainline. The covers would be brought to grade
and resodded where necessary because of installation of manholes.
This work would be done within the 40 foot utility easement. Aerial
photos were presented of the area before development showing delta
was apparent at that time. Village Engineer stated that work should
be finished by completion date of Sunrise Hills Sewer and Water Project.
MAINTENANCE.DEPARTMENT: The Maintenance Committee reported that the
Department needs the 3/4 ton pick -up and could not release it to the
Utility Department.
UTILITY VAN: A motion was made by Councilman Bennyhoff and seconded
by Councilman Klingelhutz to let utility van out on bids, also state
that delivery date will be considered. The following voted in favor
thereof: Mayor Coulter, Councilmen Klingelhutz and Bennyhoff. No
negative votes. Motion carried.
UTILITY DEPARTMENT: The Village. Engineer should prepare a report as
to the time necessary to keep proper maintenance and records of entire
Village water and sewer system including Lake View Hills Agreement.

C.S.A.H. #10: A motion was made by Councilman Klingelhutz and seconded
by Councilman Bennyhoff that the Village post C.S.A.H. #10 at 30 MPH.
The following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, and Bennyhoff. No negative votes. Motion carried.
LAKE VIEW HILLS:SEWER PLANT: _A report was made by the Utility Department
that this plant was in quite poor maintenance condition. The Council
instructed the Administrator to contact the owners and see if some
agreement can be reached on a one time charge to bring the condition of
the plant up to good standards.

SEWER PLANT: The Village Engineer is to prepare a report on costs
of running water from central system to sewer plant and Lake View Hills
sewer plant.
FRONTIER DINNER THEATRE: The Village Engineer recommended a unit
charge at this time be 10 units for both sewer.and water. Total unit
charges to be $2,500 for sewer and $2,500 for water. If additions
unforseen at this time, the O.rdinance.states_that additional units
can be added at a laterr date.
A motion was made by Councilman Klingelhutz.and seconded by Councilman
Bennyhoff to approve the recommendation of the Engineer. The following
voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz and
Bennyhoff. No negative votes. Motion carried.
KELM JUNK YARD: A motion was made-by Councilman Bennyhoff and seconded
by Mayor Coulter that the Village proceed on-the Kelm matter. The
following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff
and Klingelhutz. No negative votes. Motion carried.

BLUFF CREEK HIGHLANDS: On a motion by Councilman Bennyhoff and. seconded

Klingelhutz and Bennyhoff. No negative votes. Motion carried.
MOLINE ADDITION: On a motion by Councilman Klingelhutz:and_ seconded
by Councilman Bennyhoff that a public hearing be held on June 10,
1968, at.8:30 P.M. for plat application--on Addition. The .
following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff
and Klingelhutz. No negative votes. Motion:carried._
TAX INFORMATION: A meeting will be held at the Village Hall on
June 13, 1968, at 8 :00 P.M. as-to what happens in a village as it
grows in regard to taxes. The Administrator is instructed to notify
interested people also have.some posters.put.up throughout the
community.
SOUTHWEST_ SANITARY- .SEWER..DISTRICTz Administrator is instructed to
set up a meeting with Chairman Britzius if possible on June 4.
PLANNING COMMISSION: -..The Planning Commission is to submit name to
the Council who is..to. be a__representative.:to: the County Planners.
SUNDAY LIQUOR SALES: A motion was made by Councilman Klingelhutz and
seconded ::by__Councilman.Bennyhoff that Sunday Liquor Sales fee be set
at $200.00. The following voted in favor thereof: Mayor Coulter,

MAINTENANCE TRUCK -3/4 TON: Councilman Bennyhoff moved the following
resolution.be, adopted:. Be it resolved that -the_Village.of Chanhassen
purchase a 1968 3/4 ton Dodge Pick -Up, Model W -200, Serial 2281819286
on a Conditional Sales Contract from Towns Edge Dodge with said
contract to be transferred from Towns Edge Dodge to State Bank of
Chanhassen. Said Conditional Sales-Contract to be in. amount of..
$4,071.00.and payable.An 25% down..payment-.and three installments:of
$1,017.75 pl,us.interest,.instaliment dates as-follows: July 1, 1968,

PLANNING COMMISSION ORDINANCE: The Council decided to.table.this
Ordinance until the full Council was present.
MUNICIPAL PARKING LOT: On -a motion by Councilman. Klingelhutz and
seconded-by Councilman.Bennyhoff to reject.all bids that were submitted
on May 10, 1968.. The following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz and-Bennyhoff. _No.negative votes. Motion
carried. A decision was made to resubmit municipal parking lot for
bidding with Kerber Drive.
CLEAN UP.WEEK .Proclamation on Clean.Up Week was.approved and
Administrator..was instructed to have the Proclamation:- put : the
Minnetonka Sun and.Maverick..
KERBER WATERSHED: On a motion by Councilman Bennyhoff and seconded by
Councilman Klingelhutz to.accept the proposal-as submitted,earlier
and table any.further� storm sewer -work for-an indefinite time. The
following voted in favor thereof::.Mayor._. Councilmen Bennyhoff
and Klingelhutz. No negative votes. Motion carried.

FORCIER.WATERSHED:. report from.Hansen. &_Klingelhutz Const. Corp. by
Attorney Harroun.was given. No final plans- :can.be.submitted but a
preliminary proposal that Hansen & Klingelhutz feel would solve some
of the problems concerning the storm.sewer watershed area was presented.
They would excavate a pond.area approximately six feet deep north of
the Village water tower site for a ponding area also an area surrounding
this pond and adjoining Village water. tower site would be donated to
the Park and Recreation-Commission.-,-There would be approximately three
acres donated and would be accessible by road. This would be in the E
Park and Recreation overall design. A section dam would be put in at
the east property line in the ravine with rip rap installed where
necessary to the point where ravine turns sharply on Forcier property.

Solid concrete sections would be installed in the bend so as to stop
erosion also other sections where necessary to Lake Street. In conjunction
with this they would seed the banks with rye grass where soil has been
disturbed by construction. This work and also the latterals and storm
sewer costs should be considered in the overall storm sewer costs if at
a later date a major project would be initiated.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Klingelhutz that no decision will be made until Village Engineer,
Park and Recreation Commission, and Planning Commission have evaluated
this proposal and /or other proposals to be presented on July 22, 1968.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff and Klingelhutz. No negative votes. Motion carried.
DOG PROBLEM: Mr. Passe, a resident of Sunrise Hills and President of
Sunrise Hills Association, stated there is a dog problem in Sunrise
Hills and what can the Village do about it. The Council informed him
that this problem is being researched and hope it can be improved soon.
1967 -4 SUNRISE HILLS: Mr. Passe stated his driveway approach was not
at the same elevation that it was prior to construction and would like
the Village to install a culvert or bring driveway back to original
elevation. The Village Engineer stated original elevation would
be taken care of during final construction.
