1968 07 15CHANHASSEN VILLAGE COUNCIL MEETING JULY 15, 1968 The Chanhassen Village Council meeting on July 15, 1968, at 8:00 P.M. was opened with the- Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. MINUTES: On a motion made by Councilman Hill and seconded by Councilman Klingelhutz to approve the July 8th minutes amended as follows: "BEIERS COMPANY REZONING: A motion was made by Councilman Hill to grant approval for the rezoning from Farm Residential to Planned Industrial District and grant a variance of Section 4, Ordinance 26, acreage pertaining to a minimum of 80 acres: That part of the Southwest Quarter of Section 7, Township 116, Range 22, Hennepin County, Minnesota, lying southerly of the right -of -way of the Chicago, Milwaukee, St. Paul, -and Pacific Railroad, except the west 628.05 feet thereof, the above described land which consists of 62.696 acres. in accordance with the preliminary plat presented, survey by Schoell and Madson dated December 28, 1967, number 5752. Motion seconded by Councilman Klingelhutz." The Following voted in favor thereof: Mayor Coulter, Councilmen Pearson, Bennyhoff, Klingelhutz, and Hill. No negative votes. Motion carried. 67 -4 SUNRISE HILLS: Mr. Pat Kerber was present stating that his line fence had not been replaced as it was prior to construction. The Council stated that the fence will be put back in the same condition when project is completed. PLANNING. - COMMISSION: On a.motion made by Councilman.Hill and seconded by Councilman Pearson to delay appointments until July 29th. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. DOLLAR IMPACT OF ALTERNATIVE LAND USES: On a motion made by Councilman Pearson and seconded by Councilman Hill to postpone the meeting on July 17th until the road is finished if possible. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Hill, and Pearson. No negative votes. Motion carried. JOINT POWERS ACT: A letter was read from Hennepin County Administrator with regards to all municipalities in Hennepin County to meet on a regular basis to develop specifications, solicit bids, and make awards on behalf of participants. The Administrator was instructed to attend the meeting July 25 at 3:00 P.M. at Golden Valley Village Hall. LUDWIG AWARD: A letter was read from the League of Municipalities by Councilman Hill and presented to Mayor Coulter with his Certificate of Commendation. SANITARY LANDFILL: On a motion made by Councilman Pearson and seconded by Mayor Coulter to call for a public hearing on the Teich site. After much discussion Mayor Coulter withdrew his second and Councilman Pearson withdrew his motion. The Administrator was instructed to look into other prospective sites. STOP SIGNS: A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz to present a report from the Police Chief and Maintenance Superintendent.of possible future stop sign locations. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,:= Bennyhoff, "and Klingelhutz. No negative votes. Motion carried. PERSONNEL POLICY;: On a motion by Councilman Hill and seconded by Councilman Pearson..that.,the..Personnel Policy be presented on July 29 for a decision. The following voted in favor thereof: Mayor Coulter, Councilmen Hill,.Pearson, Bennyhoff., and Klingelhutz.;.No negative votes. Motion carried. PAY BILLS: On a motion made by Councilman Klingelhutz and seconded by Councilman Hill that.all bills,be paid. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. BUDGET: All budgets will be submitted in detail with approval of Council Budget Committees by August 12, final action to be taken by August 26 on total budget. 68 -6 KERBER.- DRIVE: Mr. Pat Kerber complained that his road had been unaccessible. This was brought to the attention of the Council prior to letting bids.. The Administrator was instructed to contact the Engineer and /or Contractor to take care of this problem immediately. SUNRISE HILLS.SECOND ADDITION ROAD: Mr. Robert Scholer explained to the Council to make sure that the Councils understanding and his understanding were the same in regard to Sunrise Hills Second Addition blacktopping.
