1968 07 22CHANHASSEN VILLAGE COUNCIL MEETING JULY 22, 1968 The Chanhassen Village Council met in regular session on July 22, 1968, at 8:00 P.M. The following members were present: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. The Council meeting was opened and immediately turned over to the Park and Recreation Commission to present a progress report and long range goals. Members of the Park and Recreation Commission present were: Paul Flucke, Richard Lyman, Harvey Will, and Sally deLancey. The report was given by Richard Lyman. Incorporated in their park land acquisition goals the item of open space using natural drainage areas are to be used as much as possible. These trails would provide many uses for various recreational activities. In" conjunction with recreational activities it would leave the natural drainage areas. To lower the future costs for installations of sanitary sewer and storm sewer by keeping the natural flow free of development. It is the Park and RecreationCommission's feeling that the next phase in which they should proceed would be the acquisition of park land. Incorporated in this would be the hiring of a professional planner to set up the overall park plan leading up to the point at which the Village would have a bond issue voted upon by the public to acquire the park land. It is the general feeling of the Park and Recreation Commission that it would be much cheaper now, also more land is available than would be in the-future. Lakeshore- property.that is_ desired to fit into the park plan will help in the overall tax base in the surrounding property. At this point-the and. Recreation:.Commission- asked what the general feeling of the Council was and what steps should they take as they -are only_a commission appointed and_.felt.that the - Council should give an indication as to the direction they should take at this point. Councilman Hill felt that neighborhood parks such as ballfields, etc. should be first priority for developed areas or areas that are in this stage of development. A motion was made by Councilman Hill and seconded by Councilman Pearson that -the basic plan - presented by completed as presented. Park and Recreation Commission should decide upon a planner, the final decision to be made by the Council. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. SOUTHWEST SANITARY SEWER DISTRICT MEETING The meeting was opened at 8:20 P.M. Mr. Britzius gave the opening statement. Included in his statement was some of the problems of forming the Southwest Sanitary Sewer District but that the overall program has moved ahead very well. Mayor Osterhol.t gave his views as to the voting procedure. The Village Engineer, Fiscal Agent, and Attorney gave their views on this program. No decision was made by the Council at this time. FEDERAL FUNDS - SEWER PROJECTS: A motion was made by Councilman Pearson and seconded by Councilman Hill that the Village Engineer proceed on application for Federal Funds on the overall study for sanitary sewer in the Village of Chanhassen also for the study and project on the east side of Lotus Lake. The following voted in.favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. SOUTHWEST SANITARY SEWER DISTRICT: On a motion made by Councilman Pearson and seconded by Councilman Hill that the Council defer final decision until Engineer and Administrator gather into a report and send fact sheet by mail to all Councilmen and Mayor for final, decision on August 5th at 9:OO P.M. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. VOTER REGISTRATION: On a motion by Councilman Klingelhutz and seconded by Councilman Bennyhoff.that the Administrator prepare a postcard to be presented at the next Council meeting that could be mailed out to all voters who have not registered. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. LAKE VIEW HILLS: On a motion by Councilman Bennyhoff and seconded by Councilman Pearson the Council approve the application for Building Permit for completion of a 34 unit apartment. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. STORM SEWER (ST. ANDREWS): On a motion by Councilman Bennyhoff and seconded by Councilman Klingelhutz to approve the Engineer's preliminary proposal of costs and report. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Klingelhutz, Pearson, and Bennyhoff. No negative votes. Motion carried.
