1968 11 04CHANHASSEN VILLAGE COUNCIL MEETING NOVEMBER:4, 1968
The Chanhassen Village.Council meeting on November 4, 1968, at 8:00
p.m. was opened with the Pledge to the Flag. The following members
were present: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson,
and Klingelhutz
MINUTES: On a motion made by Councilman Hill and seconded by Councilman
Klingelhutz to approve the minutes of October.21.meeting,, The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,
Bennyhoff, and Klingelhutz.. No negative votes. Motion- carried..
The Planning Commission minutes-of October 29 were read and noted.
SKATING RINK: Clyde Hehl was present to voice his objections to
establishing a skating rink immediately west of his property on-lots
owned by Vern Zetah. He also stated he.,had discussed this with Mr.
Fuhrman and Mrs. Meyer. Mrs. John Lambert also present, was concerned
with the amount of water that would be added to the drainage problems
that we have had in the past on St. Andrews and that this should
be considered in any final decision. Berk Rodgers, member of the Park
and Recreation, explained how the site had been chosen. On a motion
made by:Councilman Hill and seconded by Councilman Bennyhoff that the
Park and Recreation Commission should look into another site for_ the_
proposed..sk.at ng rink.... The. following. voted, in favor thereof:; Mayor
Coulter, Councilmen Bennyhoff, Hill, Pearson, and Klingelhutz. No
negative votes. Motion carried.
HESSE ROAD: The following residents were present: Paul and Angeline
Syman,ittz,- Mr... and Mrs:. Harold Hesse, Mr:. and Mrs. J. R. Dunlap, Doris
Dunlap,. Gertrude.Skradski, Steve.Skradski, Mrs. Nick Waritz, Mr. and
Mrs. Charles Pass, and Mr. and Mrs. Vaughn Pike. The above listed
residents were interested as to the costs and problems of having
Hesse Road either sealcoated.or resurfaced with.a bituminous surface.
They also requested .the Council study the.lowering of.the speed- limit.
The Council instructed the Administrator to check into the speed limit
and traffic and :report findings at the next Council meeting.
Mrs. Dunlap requested that the Village-.,furnish a culvert for her
property immediately south..of.the Chicago, Milwaukee, St. Paul, and
Pacific Railroad and on the east side of Hesse Road..
On a motion made by Councilman Pearson and seconded by Councilman
-- Bennyhoff that the Engineer, Maintenance Department.,_ and Administrator
develop a study for needs for culverts., blacktop accesses off. Village
streets and present a policy and /or ordinance if necessary to, the
Village Council. The following voted in favor: thereof: Mayor Coulter,
Councilmen Hill, Bennyhoff,:.Pearson, and Klingelhutz,_ No negative
votes. Motion carried.
DRAINAGE PROBLEM ON.lOI: -.On a motion made by.Councilman Hill.and
seconded by Councilman Pearson that the Village Attorney and Engineer
be authorized to meet and work out an agreement with Mr. Stodola for
easement rights and present to Council at next meeting. The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,
Bennyhoff, and Klingelhutz. No negative votes. Motion carried.
1968 -2: The Engineer submitted preliminary report and time table on
drilling a new well and construction
to the existing system.

A proposal was_. read: from Mr.. .Bloomberg stating._that .he would .donate the
property that has been approved for .the.well site
SOUTHWEST SANITARY.SEWER DISTRICT: Resolution..presented to -the
Village from the Sewer District had been submitted prior to this
meeting to the: .Councilmen. ..All. were -satisfied as. ta,.the contents.
Discussion followed on general: questions about the. -Sewer District:.
All agreeing that,at. the. meeting. :on October-21- was given
for the Mayor and Administrator to sign said Resolution.
KERBER DRI -VE :. :The Village Engineer gave a :report as- to :the _status. of
1967 -5 and.1968 -6 and stated that.the. contractor s.hould..be penalized.
.as per contract states
On a motion made.by Mayor seconded by Councilman Hill that
contract be finalized,. deduction for seeding not-:done,.-also deducting
penalty, balance be paid to contractor. The following.voted.in favor
thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and
Klingelhutz. No negative votes.. Motion 'carried.

VETERANS.DAY PROCLAMATION: On a motion made by Councilman Klingelhutz
and seconded by Councilman Hill that a proclamation honoring Veterans
Day be dedicated on November 11. The following voted in favor thereof:
Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz.
No negative votes. Motion carried.
WARRANT: Councilman Pearson moved the adoption of the following
Resolution: BE IT RESOLVED that $4,250.00, Check #2070 General
Account, be paid to Village of Chanhassen on a warrant. Resolution
seconded by Councilman Klingelhutz. The following voted in favor
thereof: Mayor Coulter,-Councilmen Hill, Pearson, Bennyhoff, and
Klingelhutz. No negative votes. Motion carried.
WATER ANALYSIS .ON..MINNEWASHTA: An explanation was given informing the
Council why these tests were taken. The Engineer recommended some
action be taken on this type of problem immediately. Council recommended
further study by Engineer and Administrator also no further construction
in this area until this pollution problem has been solved.
CHANGE ORDER: On a motion made by Mayor Coulter and seconded by
Councilman Bennyhoff to approve Change Orders as submitted by
Administrator for projects. The following voted in favor thereof:
Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson.
No negative votes. Motion carried.
ACCESS TO 101: On a motion made by Councilman Hill and seconded by
Councilman Pearson to approve application for driveway access on Trunk
Highway 101 submitted by Bloomberg Company. The following voted in
favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff,.Klingelhutz,
and Pearson. No negative votes. Motion carried.
ASSESSOR: On a motion made by Councilman Bennyhoff and seconded by
Councilman Hill to appoint Adolph Tessness as Assessor the term
starting January 1, 1968, for an indefinite time and to- approve_:the
property tax short course school for the Assessor offered -by the
University of Minnesota. The following votes were cast: Councilman
Hill - yes, Councilman Pearson - yes, Councilman Bennyhoff-- yes;
Councilman Klingelhutz no, Mayor Coulter - no. Motion,.carried.
1968 -11 -4: Resolution 1968 -11 -4 for the purchase of land for expansion
of Village Hall site from John Brose was submitted by Village Attorney
for approval. On a motion made by Councilman Bennyhoff and seconded
by Councilman Hill to approve the Resolution number 1968 -11 -4. The
following voted in favor thereof: Mayor Coulter, Councilmen Hill,
Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried.
On a motion made by Councilman Bennyhoff and seconded by:Councilman
Pearson the meeting adjourned.
