The Chanhassen Village Council meeting on January 6, - 1969, at
7:30 p.m. was opened with the Pledge to the Flag. The following
members were present: Mayor Coulter, Councilmen Hill, Bennyhoff,
Pearson, and Klingelhutz.
The following newly elected officials took the oath of office and
were sworn in by the Clerk: Councilman Bennyhoff, Councilman Hill,
and Ernie Keefer - Justice of the Peace.

The Planning Commission minutes of December 17 were read and noted.
CLERK - ADMINISTRATOR: On a motion made.by.Councilman Pearson and
seconded by Councilman Hill that Adolph Tessness be hired as
Clerk - Administrator for a period-of one year, salary to be
$750.00 per month, duties also to include Assessor and Building
Inspector. The following voted in favor thereof: Mayor Coulter,
Councilmen Hill; Bennyhoff, Pearson_, and Klingelhutz. No negative
votes. Motion carried.
TREASURER- DEPUTY - CLERK: A motion was made.by Councilman Pearson
and seconded by Councilman Hill that:Kay:Klingelhutz _ be hired as
Treasurer - Deputy Clerk for a period of one year, salary to be
$465.00 per month. The following voted in favor thereof: Mayor
Cou3:t &k, Councilmen Hill, Bennyhoff, and Pearson. Councilman
Klingelhutz abstained. No negative votes. Motion carried.

seconded by Councilman Bennyhoff that Jean Meuwissen be hired
as Deputy -Clerk for a period of one-year-,.salary to be.$2.25'
per hour. The.following voted in favor thereof: Mayor Coulter,
Councilmen Hill, Bennyhoff,'Klingelhutz,'and Pearson. No
negative votes. Motion carried.
ACTING MAYOR: A motion was made_by:Councilman Pearson and seconded
by Councilman Bennyhoff that Councilman Klingelhutz -be appointed
Acting Mayor in the absense of the elected Mayor. The following
voted in favor thereof: Mayor Coulter, Councilmen Hill,
Pearson,' and Bennyhoff. Councilman Klingelhutz abstained. No
negative votes.. Motion carried.
CHECK SIGNATURES: A motion was made by Councilman Bennyhoff
and seconded by Councilman Pearson that the authorized signatures
on all Village- checks shall be the Mayor and Treasurer.. 'The
vollowing voted in favor thereof: Mayor Coulter, Councilmen
Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes.

Motion seconded by Councilman Bennyhoff. The following voted in

RULES OF- ORDER: Councilman $ennyhoff moves that the Village.adopt
the procedures set forth in the Handbook for Minnesota Villages
and using Roberts Rules of Order to supplement. Motion seconded
by Councilman Pearson. The following voted in favor thereof:
Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff,.and Klingelhutz.
No negative votes. Motion carried.
SALARIES: On a motion made by Councilman Pearson and seconded by
Councilman Hill that the Village Council salaries be set according
to MSA 412.181, Subd. 1 -9 as follows: Mayor $50.00 per month,
Councilmen $35.00 per month.; with salaries to be paid quarterly.
The following voted in favor thereof: Mayor Coulter, Councilmen
Pearson, Bennyhoff, and Hill. No negative votes.

OFFICIAL NEWSPAPER: A motion was made by,Councilman Klingelhutz
and seconded by Councilman Bennyhoff that the Excelsior- Deephaven
Minnetonka Sun be the Village of Chanhassen's Official Newspaper.
The following voted in favor - thereof: Mayor Coulter, Councilmen
Hill, Bennyhoff, Klingelhutz, and Pearson: No negative votes.
Motion carried.
Note: Attorney.cites on certain instances certain.,isolated items
will have to be: published in the Weekly,-Valley Herald. (County seat)

by Councilman.Klingelhutz that the State Bank"of Chanhassen be_.
designated as the official depository for all Village monies.
The following voted in favor thereof: Mayor Coulter, Councilmen
Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes.
Motion carried.
Note: At this time Mayor Coulter has stock and is also a Director

by Councilman Pearson that the regular Village Council meeting
night be on the third Mondayof every month at 8: p.m. The
following voted in favor thereof: Mayor Coulter, Councilmen Hill,
Bennyhoff, Pearson, and Klingelhutz. No negative votes. - Motion
carried.
AGENDA SYSTEM: A motion was made by Councilman. Pearson and seconded
by Councilman Klingelhutz that all meetings be conducted'on the
agenda system and said agenda to be closed on Thursday - -at 1:00 p.m.
prior to the next regular meeting. The following voted in favor
thereof: Mayor Coulter, Councilmen Klingelhutz,
and Bennyhoff. - No negative votes. Motion carried.-
VILLAGE ATTORNEY: A motion was . made.by - Councilman Pearson and
seconded by Councilman .Bennyhoff-that Russell H. Larson be appointed
Village Attorney for a period of= .one. - .year :with .salary open. The
following voted in favor thereof: Mayor Coulter, Councilmen Hill,
Bennyhoff, Klingelhutz, and Pearson. No negative votes—Motion
carried.
PLUMBING INSPECTOR: A motion was made by Councilman Pearson and
seconded by Councilman Bennyhoff that Hubert Forcier be appointed
Plumbing Inspector on a fee basis. The following voted in favor
thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz,
and Pearson. No negative votes. Motion carried.
A motion was made by .Councilman Hill and seconded by Councilman
Pearson that Utility Department Superintendent be.appointed.
Inspector of Private Disposal Systems,: "sewer and - water connections.
The following voted in favor thereof: Mayor Coulteri Councilmen
Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes.
Motion carried.
HEALTH OFFICER: A- motion was:. made : -by Councilman Klingelhutz and
seconded by Councilman Hill that Dr. Heinzerling be appointed
Village Health Officer. The following voted in favor thereof:
Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and
Pearson. No negative votes. Motion carried.
FIRE MARSHAL AND CIVIL DEFENSE CHIEF: A motion was made by
Councilman Klingelhutz and seconded by:Counciiman Pearson-that
Earl McAllister be appointed Fire Marshal and Civil-Defense _"
Chief. The following voted in favor._thereof: Mayor Coulter,
Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative
- votes. Motion carried.
�\ EMPLOYEE SALARIES: A motion was made by Councilman Hill and .
seconded by Councilman Pearson that the salaries for the following
employees be set for the year 1969._ _:-

OAKMONT ADDITION: Planning Commission Chairman Al Barnacle and
member Robert Scholer gave a detailed report to the Council l m on
the progress and action that the Planning Commission had taken
to.date. They also explained the questions that were sent. to
the developer.in regards to utilities, how and when they would
be paid for And his answers.'
A motion was made.by Councilman Hill and seconded by Councilman
Pearson that the Council postpone setting the date for the public
hearing on the preliminary plat until January The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,
Bennyhoff, and Klingelhutz. No negative votes. Motion carried.
METROPOLITAN COUNCIL: Councilman Hill'moved - the adoption of the
following resolution concerning Metropolitan C_ouncil:
WHEREAS, the Chanhassen Village.Council,recognizes that
there are metropolitan problems which transcend municipal boundaries
that the Metropolitan Council has been in existence a very short
period of -time, that there are many problems of overlapping
responsibility that have not been` determined, that there are
methods of financing that have not been.resolved, and that
specific . 'areas of metropolitan municipal responsibility have
not been defined;
NOW,"THEREFORE, BE IT RESOLVED BY THE CHANHASSEN VILLAGE
COUNCIL IN REGULAR MEETING ASSEMBLED:
That the Village of Chanhassen commends the Metropolitan
Council of its objective and well- considered approach to the
problems of the :metropolitan area.
BE IT FURTHER resolved strongly - urged that the 1969
Minnesota Legislature continue the present authority'of the
Metropolitan Council and that an additional two years be devoted
to discussion and study of the structure, functions, and authority
of the Council before,any far - reaching changes are made.
BE IT FURTHER resolved that-the Chanhassen Village Council
agrees with, and urges acceptance of, the regional principles
embodied in the Metropolitan sewer study.
Resolution seconded by Councilman Pearson. The following voted -

NARCOTICS STEERING COMMITTEE: A discussion ensued concerning a
letter from Thomas S. Maple; Jr., Chairman of the Narcotics
Steering Committee; requesting that a from the Village
to help defray expenses. A motion was made.by Councilman Hill
and seconded by.Councilman Pearson that the Village of Chanhassen
make a donation to.this committee if in the opinion of
the Village Attorney this is legal. The following voted in
favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson,
and Klingelhutz. No negative votes. Motion carried.
BUILDING PERMIT APPLICATION: A motion was made by Councilman Hill
and seconded by Councilman Bennyhoff to approve the request by
Hansen and Klingelhutz for a permit to build a 12 unit apartment
on Lot 5 and west one -half of Lot 6, Block 4, Highland Park
Addition, plot layout marked "A" dated January 6, 1969. Plans
must meet all Village Ordinances and State requirements. The
following voted in favor thereof: Mayor Coulter; Councilmen Hill,
Pearson, and Bennyhoff. Councilman Klingelhutz,abstained. No
negative votes.. Motion,carried
GASOLINE..AND DIESEL.FUEL'BIDS A motion was made`by Councilman
Klingelhutz.and seconded by Councilman Hill to.approve the''low - .
bid'from Minnesota- Victoria Oil Company for regular.gas .21654
and #2D diesel fuel .12721 per gallon. Approve Contract Number

Zoo.. Councilman Hill moved adoption - of the following resolution:
.WHEREAS the Zoo Advisory Committee the Metropolitan
Council has .made proposals fora new.maj:or metropolitan zoo;, : and
WHEREAS -these proposals will greatly - benefit - th6 - people
of our area by providing , a - facility for -the -- study- and,preservation
of anim4I,species;,as well as a for - family - centered recreation;
: *place
and
WHEREAS this facility -would be largely self - supporting, with
minimar..financial cost to 'the public;'and
WHEREAS .the zoo would be of benefit to, area .'citi:zens -and
businesses and a major attraction for tourists,__-"
NOW, THEREFORE, BE IT RESOLVED that the Council of the
Village of Chanhassen goes on record in support.of this project
and urges the State Legislature to implement these plans iri
coming legislative session.

CSAH #16: A motion was made by.Councilman Pearson " and - " seconded
by Councilman Bennyhoff - that the Council request that County Road
16 be extended Kerber Drive west to County Road 17. The
following voted in favor thereof: Mayor-Coulter, Councilmen Hill,
Pearson; Klingelhutz, and Bennyhoff. No negative votes.. Motion
carried.
FINANCIAL AUDIT : . A motion was made.by Councilman 'Pearson and
seconded by Councilman Klingelhutz that - the Village retain Hoffman
and Hoffman to audit the Village.books. The following voted in

MAINTENANCE: Councilman Klingelhutz informed the.Council of a
request from the Maintenance.Foreman to: install two -way radios
