1969 01 20CHANHASSEN VILLAGE COUNCIL MEETING JANUARY 20, 1969 The Chanhassen Village Council meeting on January 20, 1969, at 8:00 p.m. was opened,with..:the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. MINUTES: A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz to approve the minutes of the January 6th meeting. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Hill, Klingelhutz, and Pearson.,.No negative votes. Motion carried. A motion was made by Councilman Hill and seconded by Councilman Bennyhoff that the Planning Commission minutes of January 7 were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. A motion was made by Councilman Pearson and.seconded by Councilman Bennyhoff that the Planning Commission minutes of January 14 were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. A motion was made by Councilman Hill.and seconded by Councilman Klingelhutz that the.Park and:Recreation minutes of January 9 were noted and read. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Hill, Klingelhutz, and Pearson. No negative:. votes. Motion carried. KOEHNEN ADD ITION : . Discussion was;held concerning the structures on Lots G,..rH, _and: I in. Registered Land Survey #8 because of the problems arising from the private disposal systems and the rental use as triplexes in a -zoned district which would allow two.families.only. A motion was -made:by.Councilman Hill and seconded by Councilman Bennyhoff that action be taken to enjoin the owner of structures on Lots G, H, and I, Registered Land Survey #8 from using said structures for occupancy by more than two families. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Hill, Klingelhutz, and Pearson. No negative votes. Motion�:�carfied. HIGHWAYS 169: A report from - the firm of Howard, Needles, Tammen and Bergendorr, consulting engineers retained by the_Minnesota State Highway Department explained the studies they are conducting concerning the future location of Highways 212, 169 and 41. They said the study is an effort to combine environmental cirteria with cost to determine the location fora highway. Part of the,study entails the development and use of a ranking system to be used in comparing alternate highway..locations. Councilmen and Planning Commission members were given a survey sheet to fill out.to aid in this ranking. The survey was an test which listed aesthetics, road user costs, construction costs, social impact and economic impact in various combinations of two. The men were to check which they felt was more important in each combination. LUNDQUIST - REGISTERED LAND - SURVEY: A.motion was by Councilman Bennyhoff and seconded'by..Councilman Hill that the Planning Commission should set date and hold public Land,Survey submitted by -=Mr. Lundquist and the Village should obtain a perpetual road easement shown as Tract B. The following-.voted favor thereof: Mayor Coulter,'Counclmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. The engineering firm should present a report on this Registered. Land Survey prior to the public hearing. Specific care should be given to insure that the road easement will meet.all requirements. ADMINISTRATION: A motion was made by Councilman Pearson and seconded by Councilman - Bennyhoff to sign -a: typewriter service contract.with IBM in-the amount of $38.00. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff., Pearson, and,Klingelhutz:. No negative - votes. Motion carried. ENGINEER: A report was given by Councilman Klingelhutz concerning the appointment of'a new Village. Engineer. Schoell and Madson was the firm the committee submitted'as their choice for this appointment. A number of questions were asked this committee as to how their decision was arrived at. A motion was made by Councilman Hill and seconded by Councilman Pearson that Councilman be empowered tp meet with Schoell and Madson and-discuss the requirements that must be-met before a final decision can be made. If Schoell and Madson will not agree with these requirements Councilman Klingelhutz will employ the number two choice of the committee to prepare a.report on the Registered Land Survey by Mr. Lundquist. The following voted in favor thereof: Mayor Coulter,- Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried: OAKMONT SUBDIVISION: It was> the Council's feeling-after lengthy discussion to table setting a date for a public hearing until the Village has hirde a consulting engineering firm so that a detailed report could -be presented to the Council -prior to the.:public hearing - . COUNCIL - COMMITTEES: A motion was -made by Councilman Pearson seconded by Councilman Klingelhutz that all Council Committees continue same•as 1968. No negative votes. Motion carried. PARK AND RECREATION: Member Harvey Will wished to inform the Council that Mr. Brauer, planning consultant, will be present at their meeting on January 23 and Park and Recreation Commission would hope that the Council would be present. BILLS: A motion was made by Councilman Hill and seconded by Councilman Bennyhoff that all bills be approved and paid. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. Councilman Pearson BE IT RESOLVED that paid to the Village by Councilman` Hill. Coulter, Councilmen No negative votes. noved the adoption of the following resolution: $4,000.00, check #2309 General Account be of Chanhassen on a warrant. Resolution seconded . The following voted in favor thereof: Mayor Hill, Bennyhoff, Klingelhutz, and Pearson. Motion carried. BUDGETS: The budgets were discussed at length concerning the amounts that were over -spent in individual departments. A final decision will be made when a complete report is ready. HUMAN RIGHTS: Mayor Coulter informed the Council there would be a special committee meeting at the Village Hall on Wednesday night at 8:00 p.m. It was the feeling of the Council that they would prefer the Human Rights Committee would submit a detailed report of their information gathered on this Human Rights with their recommendations at the next Council meeting. WELL SITE: A motion was made by Councilman Pearson and seconded by Councilman Bennyhoff that the Village Attorney procure an abstract of title and render an opinion to the Council on the status of the title. The following voted in favor thereof Mayor Coulter, Councilmen` Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. ANTIQUE SHOP: A motion was made by Councilman Klingelhutz and seconded by Councilman Hill to approve the rental contract for the year 1969 in the amount of $40.00 per month. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried.
