1969 02 24CONTINUATION OF CHANHASSEN VILLAGE COUNCIL MEETING OF FEBRUARY 17, 1969, HELD FEBRUARY 24, 1969 The Chanhassen Village Council meeting on February 24, 1969, at 8:00 p.m. was opened with.the- Pledge to the Flag. The following members were.present: Mayor Coulter:, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz.:- SUNRISE HILLS SECOND ADDITION, A motion was made by Councilman Hill and seconded by Councilman Pearson that the Council reconsider the motion on the Sunrise Hills Second Addition Water and Sewer Assessment made on February.17, 1969. The following voted in favor:thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried.. MINUTES The minutes of February 17th.should be amended to read as follows: BILLS,: .A:motion..was made by.Councilman Pearson and seconded by Councilman Hill that all bills be approved as submitted. The following voted :in favor-thereof: Mayor Coulter, Councilmen Hill,..Bennyhoff,.- : Peearson, and.Klingelhutz. No negative votes.. Motion carried. A motion- was made by Councilman Hill and seconded by Councilman Pearson to approve the minutes -as amended. The following voted in favor thereof:: Mayor- Coulter;:Councilmen.Hill, Bennyhoff;,- Klingelhutz, and Pearson. No negative votes. Motion carried.. FISCAL AGENTZ Mr. Don Nolte gave a report in regards to his working agreement with -the Springsted Company. There were a number of reasons why he made this change. Some:of them were that he would have a . complete staff to work on our financial problems also with a complete staff.he would-be more qualified;.to answer our fiscal needs. A letter will be sent to the Village concerning this working agreement with the Springsted Company. LIQUOR LICENSE --: A motion was.made by Councilman.Klingelhutz and seconded . b.y : Councilman Hi:1 to: set the On -Sale Intoxicating Liquor Licenses at $3,000 a year for 1969. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. POLICING: Councilman Hill felt that the Administrator should compile an overall.report on policing and submit -it.to the Council. ORDINANCE #34: A motion was made by Councilman Klingelhutz and seconded by Councilman Hill that.the.Village adopt Ordinance #34 (An Ordinance Licensing and Regulating the Sale and Consumption of Non- Intoxicating Malt Liquors and Providing a Penalty for the Violation thereof). The following voted -in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Klingelhutz-, and Bennyhoff. No negative votes. Motion carried. ORDINANCE #35: A motion was made by Councilman Pearson and seconded by Councilman Hill that the Village adopt,Ordinance #35 (An Ordinance Relating to the_ Sale ..and Consumption of ; -lntoxicat.ing Liquor and Non- Intoxicating Malt Liquor, and providing Penalties for the Violation thereof). The :following.-voted in favor thereof: Mayor Coulter, Council Minutes, February 24, 1969 - 2 - Councilmen Hill,:- Pearson,..Klingelhutz, .and Bennyhoff. No negative votes. Motion carried. ZONING: A report -was given by the Administrator in regards to a property within a- rarm Residential District-being used: for a- use not qualified under a Farm Residential District. The Administrator was instructed to inform the owner of said property that he is operating illegally and present a.report to the Council at their next regular meeting. BUILDI- NG'INSPECTION DEPARTMENT A combination Eden Prairie - Chanhassen Inspection Department -was discussed. A decision was reached that this would be referred to the Council Committee: ADMINISTRATOR-: .;A: motion. was. made -by. Councilman Hill seconded by Councilman - Bennyhoff to =set the Administrator's salary at $800.00 a month plus $50.00 a`month for.the use of his personal car Village business, - .retroactive January 1. The following votes were cast: Councilman- Hi -1 - 1 - - ' aye, Councilman Bennyhoff - aye, Councilman Pearson - no, Councilman Klingelhutz - no, Mayor Coulter - no. Motion defeated. A motion) was_made by Councilman , Pearson and..seconded by-Councilman- Bennyhoff -'to pay - the -- Administrator $50.00 a for the-use his persona`h car on-Village business.- The following voted in thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. METROPOLITAN= COUNCILi The Council was informed'of:a hearing ;scheduled by the Metropolitan Council in regards =to our Generalized Guide Plan called by Eden Prairie on-the-6thlof March at 2:00 at Capitol Square Building, O dar =at 10th, S =t. Paul-.= Councilman Hill will attend this meeting. SOUTHWEST SANITARY SEWER DISTRICT.: A discussion was held on the Southwest Sanitary Sewer District Bill and also the Metropolitan Council Bill that have been submitted to the legislature for action this term. ENGINEER:- A motion was made by Councilmani and.seconded by Councilman Hill to approve the-:final statement for Flatebo.Engiā€¢neering on Project 1967 -2 and 3 in the amount of $242.57, Project 1967 -4 in the amount of $1,1'85.73,` -and Project 196 - 7-5 in the amount of $177.24. The following - -- voted in. favor - thereof: : Mayor Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried. FINANCIAL REPO -RT Mr. Ray Ho.f.fman presented the .financial audit and discussed the report =in detail. A motion ' was made _'by Councilman Zling'elhutz-: land, seconded:' by Councilman Pearson to approve. the Village Financial Statement. The following voted in favor thereof : Mayor Coulter, `Councilmen-- HRill, Bennyhoff ,- Pearson, and Klingelhutz. No negative votes. Motion carried. EXPANSION FUNDS: A motion -was made by Mayor - Coulter and seconded by Councilma'-ri Pearson that -the water and sewer unit charges be put in individual -funds titled Sewer Expansion-Fund and Water Expansion Fund.
