1969 05 26CHANHASSEN VILLAGE COUNCIL MEETING MAY 26, 1969 The Chanhassen Village Council meeting on May 26, 19.69, at 8:OO p.m. was opened with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Hill, Pearson, and Klingelhutz. Councilman Bennyhoff was absent. MINUTES: A motion was made by Councilman Hill and seconded by Councilman Pearson to approve the minutes of the May 19th meeting. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Klingelhutz, and Pearson. No negative votes. Motion carried. A motion was made by Councilman Klingelhutz and seconded by Councilman Pearson that the Park and Recreation minutes of May 15 were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Klingelhutz, and Pearson. No negative votes. Motion carried. SOUTHWEST SANITARY SEWER DISTRICT: A motion was made by Councilman Pearson and seconded by Councilman Hill approving the resolution requesting and establishing the terms of additional financing of phases one and two of the Southwest Sanitary Sewer District Sewage Treatment Plant and Interceptor sewer system, signed by Chairman Britzius dated April 23, 1969, and Secretary Simpkins dated May 8, 1969. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, and Klingelhutz. No negative votes. Motion carried. HIGHWAYS 41- 169 -212: Mr. Don Brauer gave a report to the Council explaining how the different alternates would affect Chanhassen. Each Councilman was polled as to the corridor system he preferred. Councilman Pearson - I feel that corridor system "C" would be the best but if "A" was the general feeling of the rest of the Council I would not disagree. Councilman Klingelhutz - I feel that corridor system "C" has been the choice of the Village and the Planning Commission and agree that this is the best system for the Village. Councilman Hill - I feel that corridor system "A" would be the best. Mayor Coulter - System "C" has always been our basic choice with alternate 41C1 and I still feel that this would be the best choice for the Village of Chanhassen. Village Engineer - Corridor system '-C" would give the best access to your highway systems in general. Village Attorney - Corridor system "C" would be my choice also. A motion was made by Councilman Klingelhutz and seconded by Councilman Pearson to adopt the following resolution: WHEREAS, the Council of the Village of Chanhassen has made a comprehensive examination of the proposed relocations of portions of Trunk Highways 41, 169 and 212 within the Village and in adjacent communities, as said proposed relocations are outlined in the Interim Report of the Corridor Location Study as submitted by the Minnesota Highway Department in April 1969. NOW, THEREFORE, BE IT RESOLVED: 1. That Corridor System C of Exhibit 10 of said Corridor Location Study showing the proposed alignments of Trunk Highway 41, 169 and 212 as 41 -C, 41 -C1, 169/41 -C1 and 212/169 -C2 is approved and recommended to the Minnesota Highway Department by the Council subject to the following conditions: a) That Trunk Highway 5 be developed to expressway standards with access points as close as two to the mile, and adequately protected with acceleration and deceleration lanes and signals, if crossings are at grade. b) That an adequate system of bridges be constructed on the proposed freeway corridors in the Village to provide for the easy and free movement in all directions of traffic on local streets. c) That one point of access be provided to 212/169 -C2 and to 41 -C1 within the Village of Chanhassen to serve the needs of the community. 2. That Trunk Highway 7 be developed to freeway standards and connected to,the proposed extension of Hennepin County Highway 62 (Crosstown Highway). The following votes were cast: Councilman Pearson - aye, Councilman Klingelhutz - aye, Mayor Coulter - aye, Councilman Hill - no. Motion carried. SANITARY SEWER ASSESSMENT POLICY: Fiscal Agent, Don Nolte, explained a possible way that trunk lines could be installed and assessed. Also the installation of interior lines within a subdivision were discussed and the possibility of selling temporary bonds to be paid over a three year term with the developer guaranting the repayment of one -third each year. More research will be done on this before final action will be taken. STORM SEWER: A discussion was held on the resolution of storm sewer assessment practices by Bloomington with regards to a square foot charge on each new plat prior to final approval. Tom Klingelhutz, developer for Western Hills, states that he would be willing to accept an assessment of 2� a square foot on his proposed plat. A motion was made by Councilman Pearson and seconded by Councilman Hill that the Village Attorney draw up a resolution for a storm sewer assessment policy to be presented to the Council for final approval. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, and Klingelhutz. No negative votes. Motion carried.
