CHANHASSEN VILLAGE COUNCIL MEETING JUNE 16, 1969 The Chanhassen Village Council meeting on June 16, 1969, at 8:00 p.m. was opened with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. MINUTES: A motion was made by Councilman Hill and seconded by Councilman Pearson to approve the minutes of May 26 and June 2 meetings. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. A motion was made by Councilman Pearson and "seconded by Councilman Klingelhutz that the Park and Recreation Commission minutes of June 5 were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. A motion was made by Councilman Klingelhutz and seconded by Councilman Hill that the Planning Commission minutes of May 27 and June 10 were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. 68 -2: Bids were opened at 2:00 p.m. June 16 for underground piping connecting the well to the existing water system. The following bids were received: G. and L. Contracting $ 12,760.00 Norman and Smith 12,005.80 Northern Contracting 14,050.00 Widmer Bros. 13,212.50 The Village Engineer has reviewed the bids and recommends the low bid be accepted and the contract awarded to Norman and Smith. A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz to award the contract to Norman and Smith connecting Well Number 2 with the existing water distribution system as per plans and specifications. The following voted in favor thereof: Mayor Coulter, Councilmen Hill Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. STORM SEWER (68 -1B FORCIER): The Village Engineer submitted a letter dated June 16 and explained this drainage area and miscellaneous problems involved. A motion was made by Councilman Hill and seconded by.Councilman Pearson to instruct the Village Engineer to submit a feasibility study and complete report on this drainage area. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. This report is to be submitted as soon as possible so that a date can be set for a public hearing. If the storm drainage from the area that is being proposed as Western Hills First Addition affects any area outside the Forcier drainage area this should also be studied at this time. Village Council, June 16, 1969 -2- WESTERN HILLS: A motion was made by Councilman Klingelhutz and seconded by Councilman Bennyhoff that approval be given on the final plat for Western Hills First Addition subject to a signed development contract approved by the Village Attorney. At that time the Mayor and Clerk would be authorized to sign the final plat. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, and Pearson. Councilman Hill voted no. Motion carried. 68 -3: A motion was made by Councilman Klingelhutz and seconded by Councilman Pearson to continue the May 19 public hearing on the proposed sanitary sewer trunk line improvement on July 14 at 7:30 p.m. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. BILLS: A motion was made by Councilman Hill and seconded by Councilman Klingelhutz to approve and pay all bills as submitted. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. SEWER PLANT: The Mayor explained that it was necessary to do some miscellaneous dredging in an area from the sewer plant to Rice Marsh Lake because over a period of time the natural drainage direction has changed and now flows onto the Schroers property and should be deferred back into its normal channel. A motion was made by Councilman Klingelhutz and seconded by Councilman Hill to authorize the Utility Superintendent to have this correction made. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. UTILITY DEPARTMENT: A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz that the Utility Department be allowed to hire an extra man for not more than two months at a maximum of $2.50 an hour salary. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klinge hutz. No negative votes. Motion carried. SOUTHWEST SANITARY SEWER DISTRICT: The Mayor gave a report on the Southwest Sanitary Sewer District action to date also explaining the appQihtment that would be forthcoming from the Metropolitan. Council on a sewer board member. Councilman Pearson moved the adoption of Resoluti ©n No. 6 -16 -69 providing for public sale of $1,060,000 general obligation Southwest Sanitary Sewer District Bonds for the Village of Chanhassen. Date of sale July 15 at 8:00 p.m. at the Village Hall. Resolution seconded by Councilman Hill. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. Village Council, June 16, 1969 -3- 68 -2: A motion was made by Councilman Klingelhutz and seconded by Councilman Pearson to authorize a Village official to sign an easement with Northern States Power Company for underground service. to the well structure. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. SALES TAX ACT: The Village Attorney explained how this act affects the Village.. There was no action taken at this time. CLUB LICENSE: A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz that the renewal applications for the club licenses for the American Legion Club and Riviera Club be approved. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Pearson, and Klingelhutz. No negative votes. Motion carried. MAINTENANCE: A motion was made by Councilman Bennyhoff and seconded by Councilman Pearson to approve the conditional sales contract to purchase a 1969 Chevrolet Truck in the amounts of $1,641.00 on July 15, 1969, $2,250.00 on July 15, 1970 and 1971 -.with the State Bank of Chanhassen. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. TRAILER HOUSE: The Administrator explained the situation on the .trailer house that is located on the Eide property on Lake Riley. A motion was made by Councilman Hill and seconded by Councilman Bennyhoff instructing the Administrator to enforce the zoning ordinance prohibiting trailer houses. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. MAINTENANCE: A motion was made by Councilman Pearson and seconded by Councilman Klingelhutz instructing the Engineer to inspect Lake Street and the area of steep banks going to Sunrise Hills and the drainage area by the ideLancey driveway and present a report to the Village Council. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Bennyhoff, Klingelhutz, and Pearson. No negative votes. Motion carried. ASSESSOR: The possibility of contracting with the County for.the assessing was discussed. A motion was made by Councilman Hill and seconded by Councilman Pearson that the Council is in general agreement with the idea of contracting for assessing in the Village of Chanhassen. The following voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, Bennyhoff, and Klingelhutz. No negative votes. Motion carried.
