1969 07 21CHANHASSEN VILLAGE COUNCIL MEETING JULY 21, 1969
The Chanhassen Village Council meeting on July 21, 1969, at 7:30 p.m.
was opened with the Pledge to the Flag. The following members were
present: Mayor Coulter, Councilmen Pearson,,Hill, and Klingelhutz.
LAKE RILEY: Mayor Coulter opened the meeting and explained what the
Village has done to date for long range improvements. The Village
has joined the Southwest Sanitary Sewer District. A new package
plant will be in operation before the first of December 1969. Also
the plans are.that an interceptor will be built to the Village limits
in approximately three years. Mr. Perry Beaton of the Pollution
Control Agency gave a short report on their inspection. He stated
that his tests indicated the Village plant removal of BOD was 75%
on his last inspection. He stated there were a number of things
that could be done to improve the lake but that all causes were not
known at this time.
Discussion settled on the group from Lake Riley would appoint two
members.to meet with the Mayor and Administrator to try and work Out
some immediate action and present a report to the Village,Council
at the next. meeting.

Mr. and Mrs..E. J. Gagnon, Mr. and Mrs. Charles Johnson, John Kirtland,
Mr. and Mrs. Robert Lindahl, Howard Merriman, Mr. and Mrs.. Al Sinnen,
Mr. and Mrs. Arthur Taylor, Mr. and Mrs. Don Heath, Mrs. H. Ray King,
Mrs. Thomas Toohey, Mr. and Mrs. Gary Travis, Mrs. Dean.Scheff,
Mrs. Berk Rodgers, and Mr. and Mrs. Donald Scott,
68 -3: Continuation of Public Hearing. The Village Engineer (Bill
Schoell) gave the report and updated everyone on the proposed sanitary
sewer project.
Mr. Ward: Has the Highway Department given an easement for the sewer
line north along Highway #5? Answer: The plans will be submitted to
them when an actual location has been determined.
Harvey Will: Serving the Legion from the east could possibly be a
more economical and better way than crossing Highway #5.
Frank Kurvers: Why isn't the railroad assessed? Answer Village
Engineer: The principle.that you assess probable users would rule
out the railroad.
The Administrator reported that Standard Oil has requested sewer over
a year ago.
Hearing adjourned at 10:10 p.m.
A motion was made by Councilman Pearson and seconded by Councilman
Klingelhutz authorizing the Village Engineer to proceed with construction
plans and specifications for Alternate 2 less the line crossing
Highway #5 to serve area "B ". The following voted in favor thereof:
Mayor Coulter, Councilmen Pearson, Hill, and Klingelhutz. No negative
votes. Motion carried.
The properties shown as "A" in report dated March 1969 would be the
area that would be assessed for this project. .

PARK AND RECREATION: Harvey Will, Chairman, requested the Village
set a date for the park land bond issue.
A motion was made by Councilman Hill and seconded by Councilman
Pearson that a $250,000 park land acquisition be placed on the ballot
November 4, 1969. The following voted in favor thereof: Mayor
Coulter,`Councilmen Mill, Pearson, and Klingelhutz. No negative
votes. Motion carried.
A letter from the Metropolitan Council was read stating the Park Study
did meet the Council's requirements.
A motion was made by Councilman Pearson and seconded by Councilman
Klingelhutz to approve the Park Study. The following voted in favor
thereof: Mayor Coulter, Councilmen Hill, Klingelhutz, and Pearson.
No negative votes. Motion carried.
A motion was made by Councilman Hill and seconded by Councilman
Pearson the Village Engineer submit a report to the Council on a water
line and hydrant to serve the hockey rink west of the Village Hall
building. The following voted in favor thereof: Mayor Coulter,
Councilmen Hill, Klingelhutz, and Pearson. No negative votes.
Motion carried.
68 -6 KERBER DRIVE: A motion was made by Councilman Pearson and seconded
by Councilman Hill that Projects 67 -5 (Village Hall Blacktopping) and
68-6 (Kerber Drive) be accepted and the final payment to be made to
the contractor. The following voted in favor thereof: Mayor Coulter,
Councilmen Hill and Pearson. Councilman Klingelhutz abstained.
Motion carried.
DOG ORDINANCE: The second reading of the amendments to the Dog
Ordinance were discussed. No additional changes from the July 14th
meeting.
A motion was made by Councilman Klingelhutz and seconded by Councilman
Pearson that the amendment #24B be approved as submitted. The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, and
Klingelhutz. No negative votes. Motion carried.
BUILDING CODE: A motion was made by Councilman Hill and seconded by
Councilman Pearson that a variance be granted to Permit #59 -69 allowing
sturdi wall type of construction (no sheating). The following voted
in favor thereof: Mayor Coulter, Councilmen Hill, Pearson, and
Klingelhutz. No negative votes. Motion carried.
BILLS: A motion was made by Councilman Klingelhutz and seconded by
Councilman Hill that all bills be approved and paid. The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,
and Klingelhutz. No negative votes. Motion carried.

Councilman Hill moved the adoption of the following resolution: BE
IT RESOLVED that the following bills be paid by warrants:
1968 -2 Construction Bulletin in the amount of $32.00, check #419,
1968 -2 Russell Larson in the amount of $65.00, check #422,
1968 -2 Sun Newspapers in the amount of $18.00, check #420,
1968 -2 Schoell and Madson in the amount of $2,325.25, check #421,
1968 -B Schoell and Madson in the amount of $1,931.50, check #424,
1968 -3 Schoell and Madson in the amount of $1,104.25, check #425,
Village of Chanhassen (general account) in the amount of $14,200.00,
check #426. Resolution seconded by Councilman Pearson. The following
voted in favor thereof: Mayor Coulter, Councilmen Hill, Pearson,
and Klingelhutz. No negative votes. Motion carried.
SOUTHWEST SANITARY SEWER DISTRICT (BOND ISSUE): The resolution #6 -16 -69
providing for the sale of bonds on July 15, 1969, was not completed
due to some information lacking from the Metropolitan Council.
Councilman Pearson moved the adoption of resolution #7 -21 -69 providing
for public sale of $1,060,000 General Obligation Southwest Sanitary
Sewer District Bonds for the Village of Chanhassen. Date of sale
August 25 at 2:00 p.m. at the Village Hall. Resolution seconded by
Councilman Hill. The following voted in favor thereof: Mayor
Coulter, Councilmen Hill, Pearson, and Klingelhutz. No negative
votes. Motion carried.
A motion was made by .Councilman Hill and seconded by Councilman
Pearson to adjourn. Meeting adjourned.
