1969 10 20PUBLIC HEARING ON COUNCIL GUIDE PLAN,- October 20, 1969 ._The Chanhassen Village Council met on October 20, 1969, for the purpose of conducting a public hearing on the Guide Plan, at 7:00 p.m. The following members were present: Mayor Coulter, Councilmen Bennyhoff, Pearson, and Hill. Councilman Klingelhutz was absent. The following members of the Planning Commission were present: Dean Scheff, Anne Neils, and Robert Scholer. The following Village residents were present: Victor Schmeig, Mr. and Mrs. Wanninger, Ida Johnson, and Mr. and Mrs. Manteuffel. The final draft of the Guide Plan..was explained. The Council answered questions from the floor concerning the Guide Plan and explained the changes from the preliminary draft CHANHASSEN VILLAGE COUNCIL MEETING - OCTOBER 20, 1969 The Chanhassen Village Council meeting on October 20, 1969, at 8:00 p.m. was opened with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Bennyhoff, Pearson, and Hill. Councilman Klingelhutz was absent. MINUTES A motion was made by Councilman Hill and seconded by Councilman to approve the October 13, 1969, Council minutes. The following voted in favor thereof; Mayor Coulter, Councilmen Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. A motion was made by Councilman.Bennyhoff and seconded by Councilman Hill that the Planning Commission minutes of October 7, 1969, and October 14, 1969, were read and noted. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. GUIDE PLAN A motion was made seconded by Councilman Pearson official -Guide Plan of the Vil 20, 1969. The following voted Councilmen Bennyhoff, Pearson, carried. by-Councilman Bennyhoff and to approve.the Guide Plan as the lage of Chanhassen, dated October in favor thereof: Mayor Coulter, and Hill. No negative votes. Motion STREET NAMING AND NUMBERING MAP: The Planning Commission Chair- man explained that Cimmaron Circle had been left off the original map. He also explained the reason that Planning Commission felt the extension of Great Plains Boulevard, North of 78th Street should have a different name. After considerable discussion by the Council and the Planning Commission members, Councilman Pearson moved and Councilman Hill seconded that the street naming and numbering map remain the same as originally presented with the addition. of Cimmaron Circle.,,The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. Councilman arrived at the meeting at 8:30_p.m. Council Minutes - October 20, 1969 STREET,NAMING -.- AND NUMBERING ORDINANCE # 38 A motion was made by Councilman:Pearson and seconded by Councilman Hill to approve the street naming and numbering Ordinance # 38. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. The official street naming and numbering map shall bear a legand index indicating the official adopted date of October 20, 1969, and a copy kept on file at the'Village Office. PARK AND'RECREATION A motion was made by Councilman Bennyhoff and seconded by Councilman Hill to approve a request from the Park and Recreation Commission for a check in the amount of $40.00,,.to be spent on October 31, -1969, for Youth Activities to be held in the Chanhassen Elementary School. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Benny - hoff, Pearson, and Hill. No negative_ votes. - Motion carried. A motion was made by Councilman_Hi11 -and seconded by Councilman Bennyhoff to approve the.sig.ning of the Welter Option. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. The minutes should reflect that the Village Attorney does not approve the initial option draft. A motion..was. made by Councilman Hill and seconded by Councilman Pearson that the Administrator have bids taken to furhish,water to the Hockey Rink separately for the interior plumbing work and the underground work. The following voted'in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. A report to the Village Council will be made by the Administrator as soon as possible. ALDRITT CASE The Village Attorney.explained what had happened regarding this case to date. A. motion was made by Councilman Hill and seconded by Councilman Pearson to pay Attorney Lamkin $50.00 for work done in this case. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill, No negative votes. Motion carried. FIRE__DEPARTMENT A motion was made by Councilman Hill and seconded by Councilman Bennyhoff to approve the purchase of a °y compressor3An the amount of $750.00, subject to the approval of the Fire Department Council Committee. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. AUCTION Robert Reichert = explained where the antique cars would be shown and auctioned off, and the miscellaneous safeguards that have been taken. A motion was made by Councilman Pearson and seconded:by Councilman Klingelhutz that an agreement with the owner be drawn up making the-owner of the property totally responsible for this entire function for policing, sanitation, and parking of cars. This agreement shall include the following: There shall be no food or beverages sold on this property during this entire function. Two (2) Sanitary Satellites shall be available. Chanhassen Village Council Minutes - October 20, 1969 Two (2) security men shall be supplied. The hours for this auction to be open - from 9:OO a.m. to 5 :00 p.m. Adequate parking must be available. Adequate garbage facilities must -be maintained. A public liability policy in the amount of $1,000,000.00 must -be in force during this function. A $2,000.00 bond to the Village to insure that all safe - guards have been complied with at'no Village expense. The following voted in favor thereof -i Councilmen Klingelhutz, Bennyhoff, and Pearson. Councilman Hill voted no. Motion carried. HUMAN RIGHTS ORDINANCE A motion.was.made by Councilman Pearson and seconded by Councilman Klingelhutz to approve Human Rights Ordinance # 39 as amended. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. -3- A motion was made by Councilman Klingelhutz, seconded by. Councilman Pearson to appoint the following members to the Human Rights - Commission : Reverend Richard Otto, Reverend Dennis Lorenz, Clara Bacon, James Morrison, and Muriel Buell. The following voted in favor thereof: Mayor Coulter, Council- men Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. A motion was made by Councilman Bennyhoff and seconded by Councilman Klingelhutz, to approve _a registration fee of $4.50 for the Human Rights Commission. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Pearson, and Hill No Motion carried. HEALTH*OFFICER A motion was made by Councilman Bennyhoff and seconded by Councilman Hill to appoint Doctor Richard Olson as the Village Health Officer. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. HALLER_ NURSERY ' A motion was made -by Councilman Klingelhutz and seconded by Councilman Hill that the Village does not proceed to comdemn property on the North side of 4th Street as requested by Haller Nursery for a turn around. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. VILLAGE -HALL RENTAL Minutes should reflect that the Council's policy at this time is that the basement be used only for non profit groups. CHANHASSEN A motion was made by Councilman Pearson and seconded by Councilman Hill that the Village of Chanhassen be responsible for the operation of street lights in Chanhassen Estates as of October 14, 1969. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill: No negative votes. Motion carried. Bennyhoff and-seconded by Councilman Hill to approve the application of a building for a 36 -unit - apartment building.when complete plans have been submitted and approved-by the Building Inspector. The following voted in favor hereof: Mayor Coulter, Councilmen Rlingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion carried. Approval was granted on the plot sketch plan dated October 20, 1969, on file with the Village Clerk. A motion was made by Councilman Pearson and seconded by Councilman Bennyhoff to adjourn.
