The Chanhassen Village Council meeting on November 10, 1969,
at 8:00 p.m. was opened with the Pledge to the Flag. The
following members were present: Mayor Coulter, Councilmen
Klingelhutz, Pearson, and Hill. Councilman Bennyhoff was absent.
MINUTES A motion was made by Councilman Hill and seconded by
Councilman Klingelhutz to approve the Council minutes of
October 27, 1969. The following voted in favor thereof: Mayor
Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative
votes. Motion carried.
A motion was made by Councilman Pearson and seconded by Councilman
Klingelhutz to ammend the minutes of the Special Village Council
Meeting of November 6 in order to obtain the correct figures for the
check sent by the State. Two figures appear in the minutes, $988.37
and $988.00. THe following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz, Pearson, and Hill. No negative votd.s.
Motion carried.
A motion was made by Councilman Pearson and seconded by Councilman
Hill to approve the Industrial Commission minutes of October 1
and November 6. The following voted in favor thereof: Mayor Coulter,
Councilman Klingelhutz, Pearson, and Hill. No negative votes.
Motion carried.
A motion was made by Councilman Hill and seconded by Councilman
Klingelhutz to approve the Special Planning Commission minutes
of October 28, 1969. The following voted in favor thereof: Mayor
Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative
votes. Motion carried.
SCHROERS: Mr. Schroers claims that sewage effluent is going into
Rice He claims that the dumpin'gcof sewage into -
the lake by the Village is spoiling the sale of his property. Mr.
Schroers' attorney, Mr. Grathwold, was present at the meeting and
was referred to Mr. Larson, Chanhassen Village Attorney, for further
discussion.
IDA JOHNSON The Village Engineer shall look into the possibility
of` moving the electric--and telephone wires to the property line and
the fences should-be moved there also.
TAX COMMITTEE: Mayor Coulter introduced the members of the new
Tax Committee to the members of the Council. The purpose of the Tax
Committee is to study methods of lowering property taxes in the
Village. Members of the Committee were selected from School- ".Districts
279 and 112. The members are as follows: Jim Montgomery, Lawrence
Nystedt, Mrs. Roger Jenkins, James Waletski, Roy Roeser, Mrs. Harry
Funk, Mrs. Stan Tilly, Mrs. Robert Phillips, Lee Anne Shaw, and Bill
Nagley. Mayor Coulter informed the members that if any member misses
two meetings in a row or three in a year, they may be replaced.
Councilman Klingelhutz moved that the appointments stand until January
1, 1970, and at that time, they will be approved on a 1,2, and 3 year
basis. Councilman Pearson seconded the motion. The following voted
in favor thereof:

INDUSTRIAL COMMISSION: Councilman Klingelhutz made a motion
that Mr. Stan Tilly be approved as a member of the Industrial
Commission. Motion was seconded by Councilman Pearson. The
following Voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Pearson, and Hill. No negative votes. Motion
carried.
SUNRISE HILLS: It was reported that the blacktop curb has been
put in and the cement wall has been installed. Lot pins will be
placed by the Village Engineer. Mr.- Robert Scholer reported that
four lots do not have sewer and water available to them and are now
being assessed for sewer and water. Councilman Klingelhutz made
a motion that the matter be tabled until the next meeting so that
the Engineer could make his report so that the subject can be
further studied. Motion seconded by Councilman Hill. The following
voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz,
Pearson, and Hill. No negative votes. Motion carried.
PARK AND RECREATION COMMISSION Mr. Steve Wolf and Sally deLancey
were present from the Park and Recreation "Commission. Mr. Wolf
stated that the Park and Recreation Commission needs an official
statement from the Council that states that bond issue
passed. He also asked when authorization would be given to sell
bonds. The Clerk shall send to Brauer and Associates, a certified
copy of Village Park election results, signed by the Village Clerk.
Sally deLancey iMvited Councilmen to their meeting on November
18, 1969, at 8:00 p.m. An OEO representative from Carver County
will be present as well as a.:representative from Braver and Associates.
COMMISSION MEMBERS PRESENT Mr. Robert Scholer of the Planning
Commission was present. Messers Ryba and Thrane were present from
the Industrial Commission. Mr. Steve Wolf and Sally deLancey were
present from the Park and Recreation Commission.
ASSISTANT ATTORNEY A motion was made by Councilman Pearson and
seconded by Councilman Klingelhutz to authorize Russell Larson
to investigate the possibility of establishing a position of a
part -time assistant attorney to handle prosecutions of traffic
violations. The following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz, Pearson, and Hill. No negative votes.
Motion carried.
TWIN HILLS ESTATE Mr. Larson reported on problems at Twin Hills
Estate regarding the operation of a commercial stable or horse
operation. He reported that the area is presently

zoned farm residential and to operate a stable
is in violation unless a permit is issued.' To his knowledge,
no permit been issued for this purpose. Mr. Larson
stated that po ILtion of Christmas is a possible problem
if horses boarded this area.. Mr. Larson suggested
that the matter should be either.fully investigated or action
taken to stop it. Mr. Larson urged that no building permits
be issued except for Single Family Residential except with
Village approval.,
ZONING RESOLUTION: Councilman Hill made a motion and Councilman
Pearson seconded that the following resolution be adopted by
the Village of Chanhassen. The following members voted in
favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson,
and Hill. No negative votes. Motion carried.

A RESOLUTION RELATING TO THE LOCATION, SIZE, USE AND ARRANGEMENT
OF BUILDINGS ON LOTS IN THE VILLAGE OF CHANHASSEN AND'FOR THE
PURPOSE OF PROMOTING THE PUBLIC HEALTH, SAFETY, ORDER, CONVENIENCE,
PROSPERITY AND GENERAL WELFARE OF THE SAID VILLAGE AND FOR THE
AFORESAID PURPOSE -.TO DIVIDE THE ::VILLAGE INTO DISTRICTS.
THE COUNCIL OF THE VILLAGE OF CHANHASSEN�I'GRDAINS:
Section-l Pending_the.adoption,of a comprehensive zoning
ordinance pursuant Mi.nn.Stats. 1965,.Section 462.351 : et-seq.,,
for the purpose of regulating the location; size,use.and height
of buildings, arrangement of buildings on lots and the density
of population in the Village, and to provide separate districts
for the purpose of carrying out the aforesaid regulations, no
person, firm, or corporation shall construct, move or extend
the outside dimensions of any building upon any land in the
Village without having received a permit.

information was required to determine if he had made application
before, how many horses, how many acres, and would he be
complying with old township.ordinances. Mr. Robert Scholer
of the Planning Commission reported that Mr. Lauris, owner
of Twin Hill;: Estate, , has not, to his 'knowledge, made contact
with the Planning Commission. Mr. Scholer further explained
about his meeting with Mr. McMann.
CARVER BEACH Councilman Klingelhutz.made a motion that Russell
Larson be authorized to take any steps necessary to acquire
land for public park purposes. Councilman Pearson seconded.
The following voted in favor Mayor Coulter, Councilmen
Klingelhutz, Pearson, and Hill. No negative votes. Motion
carried.
CHASKA REZONING - : Councilman Klingelhutz made a motion that
Russell Larson be authorized to write a letter to the
Metropolitan Council to review Chaska's proposal of a trailor
court adjacent to the Village of Chanhassen. The motion was
seconded by Councilman Hill. The following voted in favor
thereof: .Mayor Coulter, Councilmen Klingelhutz, Pearson, and
Hill. No negative votes. Motion carried.
A motion was made by Mayor Coulter and seconded by Councilman
Klingelhutz to adjourn. Meeting adjourned.
