West 78th Street and Downtown Public Improvement Project No. 92 -3 B. Johnson/Dolejsi Utilities Improvement Project No. 92 -5 It is that time of year again to initiate the process for establishing and levying special assessments for the recently completed public improvement projects:, At this time there are two such projects, the West 78th Street and Downtown Public Improvement Project No. 92 -3 and the Johnson/Dolejsi Trunk Utilities Improvement Project NO, 92-5. T 78TH STREET & DOM - PROJECT NI This improvement project was the culmination of roadway ' and utility improvements for the downtown area which began some ,8 years ago.; The primary elements of this project included t e reconstruction of West 78th Street from Kerber Boulevard west to County Road 17 (Powers Hbulevard) and County Road 17 from Trunk Highway 5 north to Santa Vera to a four -lane divided urban roadway with concrete curb and gutter and storm sewer, traffic signals, trails, landscaping, street lighting and strategic< road widening at specific locations along West 78th Street east of Kerber Boulevard.\ Thes a improvements were necessary in order to provide adequate transportation facilities givenevelopment of major retailers such as Target and Byerly's and associated retail service- oriented facilities on these two properties. The roadway has been designed and constructed to provide an adequate level of service for these intense types of uses. The final project numbers for this assessment roll are being tallied as of the writing of this report and will not likely make the packet printing. It is anticipated that this assessment roll could be distributed to the Council on Monday night. Don Ashworth August 12, 1994 ' Page 2 JOHNSON/DOLEJSI IMPROVEMENT PROJECT NO. 92 -5 This trunk utility improvement project was petitioned by landowners and/or developers, i.e. Brett ' Davidson (Royal Oaks), The Rottlund Company (Windmill Run), and Lundgren Bros. (Meadows at Longacres, Woods at Longacres, and Song Property). The primary project elements included thinstallation of trunk sanitary sewer from the Lake Ann Interceptor, located along the south property line of Prince, and extending west across Galpin Boulevard into the proposed Lundgren ' Bros. development, the installation of a lift station and trunk watermain south along Galpin Boulevard and west through the Song and Lundgren Bros. properties. `\ The attached assessment schedule is consistent with the methodologies implemented with the approved feasibility report and are also consistent with the City's uniform trunk sewer and water charges. It should also be noted that assessment agreements have been established with the Royal Oaks, Windmill Run, Meadows at Longacres and Woods at Longacres subdivisions. ' Assessment notices will be sent to all of the property owners listed on the schedules. At this time, it is recommended that the City Council formally receive the assessment rolls for the West 78th Street and Downtown Improvement Project No. 92 -3 and the Johnson/Dolejsi Trunk Utilities ' Improvements Project No. 92 -5 and set the assessment hearing for each of these projects at their regular meeting on Monday, September 12, 1994.
