On Tuesday, August 16, 1994, bids were received and opened for the Upper Bluff Creek Phase
IIB Trunk Utility Improvement Project No. 91- 17B -2. A total of five bids were received with
the low bid being received from S.M. Hentges & Sons at a total base bid of $371,421.00 and an
Alternate Bid No. 1 of $89,448.00. This total bid is within 2% of the engineer's estimate.
References have been checked on S.M. Hentges & Sons and were been found to be favorable.
The bid alternative no. 1 for this project involves the extension of watermain, sanitary sewer and
a small lift station along the south frontage road right -of -way to provide service to the proposed
school site to meet previous contract agreement deadlines. Sewer and water utilities for the
school site were initially proposed to be provided through the South Frontage Road Improvement
Project No. 93 -26; however, delays in obtaining necessary; right -of -way through the Heritage
property, due to alignment issues with site plan approval, have forced staff to consider
alternatives. The proposed watermain to the school site would remain a permanent feature;
however, the small lift station and sanitary sewer would likely, be an interim facility until such
time that the permanent facilities associated with the 93 -26 project are completed.
It is therefore recommended that the City Council award the Upper Bluff Creek Phase IIB Trunk
Utility Improvement Project No. 91 -17B -2 with Alternate No. 1 to S.M. Hentges & Sons at a
total bid with Alternate No. 1 of $460,869.00. Based on the current project schedule, it is
anticipated that work will begin on the project in- -early September with completion by May 15,
1995.
