Approve Construction Plans and Specifications for Chapel Hill
Sanitary Sewer Realignment - Project No. 00-07
The applicant, Chapel Hill Academy, has submitted detailed construction plans
and specifications for the above-referenced project. Staff'has reviewed the
construction plans and specifications and finds them in general conformance with
City standards. Staff has also calculated the required financial security to
guarantee installation of the public utilities at $31,130.00.- It is therefore
recommended that the construction plans and specifications for Chapel Hill
Sanitary Sewer Realignment, dated December 19, 2000 and prepared by
Westwood Professional Services, be approved conditioned upon the following:
1. The applicant shall suPply the City with a cashescrow or letter of Credit in the
amount of $31,130.00.

SECURITY
To guarantee compliance with City specifications, payment of special assessments, payment of the
costs of all public improvements, and construction of all public improvements, the Developer shall
furnish the City with a letter of credit from a bank or cash escrow ("security") for $31,130.00. The
amount of the security was calculated as 110% of the following:
Sanitary Sewer $ 23,640.00
Erosion control $ 2,088.00
Engineering, surveying, and inspection
$ 2,573.00
TOTAL COST OF PUBLIC IMPROVEMENTS
$ 28,301.00
This breakdown is for historical reference; it is not a restriction on the use of the security. The
security shall be subject to the approval of the City. The security shall be for a term ending
December 31, 2001. The City may draw down the security, without notice, for any violation of the
terms of this Contract. If the required public improvements are not completed at least thirty (30)
days prior to the expiration of the security, the City may also draw it down. If the security is drawn
down, the draw shall be used to cure the default. With City approval, the security may be reduced
fi'om time to time as financial obligations are paid, but in no case shall the security be reduced to a
point less than 10% of the original amount until all improvements are complete and accepted by the
City.

Review of Plans and Specifications for Chapel Hill Sanitary Sewer
Realignment- Project No. 00-07
Upon review of the plans prepared by Westwood Engineering dated December 19,
2000, I offer the following comments and recommendations:
It should be noted that this project only entails the relocation of an existing public
sanitary sewer line. The future building expansion plans for Chapel Hill Academy
will still have to be reviewed and approved through the building permit process.
GRADING
Minimal grading will be required for this project. In fact, the extent of the grading
will be the digging and filling of trenches for the sanitary sewer pipe. The plans
do propose erosion control fencing around the perimeter of the site to prevent any
migration of the excavated material.
DRAINAGE
No drainage or storm sewer improvements are planned with this project since the
existing topography of the site will not be changed.
UTILITIES
The plans propose to abandon a portion of an existing public sewer line and
reroute it around a future building expansion area. The proposed sewer line is
shown centered within a 40-foot wide utility easement. This easement will be
required to be signed and submitted to the City prior to beginning construction.
One new sanitary service is proposed with the project. As such, the applicant will
be responsible for one additional sanitary sewer hookup fee at the time ofbuilding
permit issuance. The applicant will also be required to provide the necessary
financial security to guarantee installation of the public' utilities.
STREETS
No street improvements have been proposed with this project nor are any needed.

RECOMMENDED CONDITIONS OF APPROVAL
A 40-foot wide utility easement over the proposed sewer line shall be
prepared and submitted to the City prior to beginning construction.
The applicant shall obtain from the City a construction right-of-way permit
for all work within City right-of-way or easement areas.

The applicant will also be required to provide the necessary financial
security to guarantee installation of the public utilities.

The applicant will be responsible for one additional sewer hookup fee in
accordance with City ordinance at the time of building permit issuance.

Provide the City with a copy of the MPCA sanitary sewer extension
permit.
