As requested by the City Council at their regular meeting on Monday, March 14, 1994, requests for quotes have
been solicited from three consulting firms who have satisfactorily provided services to the City in the past. The
three consulting firms are Bennett, Ringrose & Wolsfeld (BRW), Orr- Schelen- Mayeron & Associates (OSM), and
Strgar- Roscoe- Fausch (SRF).
At staffs' requests, Fred Hoisington has administrated the solicitation of quotes process with the three consultants.
Fred has done a very good job in the initial and follow up contacts with the consultants to ensure that each had an
adequate understanding of the workscope and that quotes received represented equivalent work task efforts. Staff
believes that the final quotes as presented have accomplished that goal.
The quotes for official mapping Trunk Highway 101 south from the south end of Market Boulevard to future Trunk
Highway 212 are as follows: SRF - $12,000, BRW - $11,350, OSM - $9,930. The OSM quote assumes that the
' City will provide record legals for this project. The additional cost for the City to provide this information is
estimated to approximately $650. Adding this cost to the OSM base bid results in a worktask total cost of
approximately $10,570. This is approximately $780 lower than the next lowest quote received.
Staff firmly believes that any of the three consulting firms could adequately conduct this work effort. If the deciding
factor is economics, then staff recommends that the contract be awarded to OSM at a base quote of $9,930.

Transmittal of Quotes for Trunk Highway 101 Official Mapping
We have received quotes from three firms to assist the City with the official mapping
of Trunk Highway 101 from the end of Market Boulevard on the north to future Trunk
Highway 212 on the south. The quotes were surprisingly close (copies attached)
necessitating followup questions to clarify the respective work programs and what the
City will be expected to provide. The results are as follows:

by others, for this work.
' Certainly, all three firms are more than qualified to do the work in question. BRW has
provided us with the vertical. and horizontal alignments for the new Highway 101 as
part of the HKG Corridor Study. OSM has been working within the corridor on public
utility plans. Adding in the cost to the City for providing record legal descriptions, the
difference in fees between the two is $780 with OSM being the low quote.

We would propose to be compensated for the work on an hourly basis at a rate of
' 2.5 times salary cost for the actual time expended, for out-of-pocket expenses (printing,
reproduction, etc.) at cost and mileage at a rate of $0.27 per mile. Invoices would be
' submitted on a monthly basis for work performed the previous month with payment due
within 30 days.
We estimate the cost of the work as outlined to be $12,000. If the field work cannot be
completed prior to the time the trees leaf out or if the alignment previously developed
needs to be revised, the cost could be greater. The estimate of cost is based on the
' outlined Scope of Work. It is understood that if the scope or extent of work should be
adjusted at any time, the project cost will be adjusted accordingly.

PROJECT UNDERSTANDING
As specified, the official map will be prepared in accordance with Minnesota
Statute 462.359 which states: "The official map or neaps shall be prepared in
sufficient detail to permit the establishment of the future acquisition lines on the
ground. In unplatted areas, a minimum of a centerline survey shall have been
made prior to the preparation of the final draft of the official map."
The officially protected corridor for TH 101 is to be a 200 to 250 foot wide
right =of =way between future Lake Dri-ve.E.ast'and the northerly right-of-way line
of the proposed TH 101 and TH 212 interchange.
Mapping services for the proposed TH 101 and TH 212 interchange are not to
be included as a part of this quote, This mapping has been performed as a part
of the official mapping of TH 212 by Mn /DOT.

Official Map Pre aration
We have performed an investigation to determine the requirements of the
official mapping process in conformance with Mn /DOT and State Statute
' 462.359. The official mapping process requires that a map be prepared for the
proposed roadway centerline and the associated right -of -way corridor. The
preparation oflegal descriptions forproperty acquisition from individual parcels
' is not required by the statute; h owever, we have assumed that the City will
provide land descriptions and ownership information for all affected properties
which are to be depicted on the map. The services required for the preparation
' of the official map are as follows:
1. An official map will be prepared detailing the extent and location of the
roadway corridor, as well as identifying property boundaries and
ownership data. The official map will require the signature of a
Registered Land Surveyor.
2. The official map will be sent to Mn /DOT for review and signature of

Dear Mr. Hoisington:
We are pleased to present this proposal for the referenced project which we understand to
be the preparation of an Official Map with monumentation and legal descriptions for the
affected parcels. (See attached Scope of Services for detail.)
We understand that the City of Chanhassen will provide us with:
1. An Owner's and Encumbrances Report for affected properties which will contain
record legal descriptions.
2. As built data and record description for TH 101 North of this site.
3., Contour mapping in electronic format for use on our Intergraph CADD system.
We propose our services on a basis of cost plus expenses, based on the attached 1994 Fee
Schedule which is updated yearly and which indicates the hourly rate for our different staff
categories; plus expenses, such as, travel, long distance telephone calls, Cadd time, etc. We
will invoice monthly with a detailed invoice indicating the names of our personnel and the
hours worked. We estimate the cost of our services to be $9,930, which will not be
exceeded without prior authorization.
We propose that Dave Mitchell be assigned Project Engineer and Ed Ames be assigned as
Project Manager.
We greatly appreciate the opportunity to present this proposal for your consideration. We
are prepared to start immediately and would complete the official map within 90 days of
notice to proceed.
We have discussed the proposed work with the Carver County Surveyor and found that he
will be doing some Global Positioning (GPS) in this area during the month of May. He
would like to see this map prepared on the Carver County Coordinate system and is willing

In our phone conversation of this afternoon you requested additional information regarding
our quote of April 1, 1994 for the above referenced project. Specifically you requested
additional cost information regarding items we had assumed that the City of Chanhassen
' would provide as a part of this project. Those items of concern are the following.
1. An Owner's and Encumbrances Report for affected properties which will contain

item be accomplished by a title company prior to commencing acquisition of any
parcels for the T.H. 101 project. It is GSM's opinion that this item should be

information and minimize potential problems at the time of property acquisition.
