Attached is a feasibility study as prepared by Barton - Ashman & Associates for the proposed construction of
roadway and trunk utility improvements in Section 18 in Chanhassen. The elements of the proposed project consist
of the construction of a south frontage (collector) road from Galpin Boulevard (County Road 19) east to McGlynn
Drive, the reconstruction and widening of Galpin Boulevard (County Road 19) from Trunk Highway 5 south to
Timberwood Drive, and the extension of trunk sanitary sewer and watermain from their current terminus associated
with the Upper Bluff Creek Trunk Utility Improvement Project- No. 91 -17B. These trunk improvements were
petitioned by and will benefit nearly 200 acres of land• i mminen t for development consisting of the proposed
elementary school site, the Trunk Highway 5 Partnership property and the Heritage Development property. The
proposed improvements to Galpin Boulevard are consistent with Carver County's future function and design criteria
for this roadway.
The feasibility study describes in further detail the design elements for the proposed project, environmental impacts,
permits required, costs and proposed funding. The typical procedure on public improvement projects such as this
is for the City Council to receive the feasibility study document and have approximately one month's time to review
the document and become familiar with the proposed improvement projeci prior to holding a formal public hearing.
It is therefore recommended that the City Council formally receive the feasibility study for the Trunk Highway 5
south frontage road (from Galpin Boulevard to McGlynn Drive) and Galpin Boulevard (CSAH 19) from Trunk
Highway 5 to Timberwood Drive and area trunk` utilities, Project "No. 93 -32 and call for a public hearing at their

We are the general partners of the Bi -Way 5 Limited
Partnership which owns the Mary Welter farm. As you are aware, we
recently completed the sale of the West 40 acres to the City of
Chanhassen for the proposed school site. We are also negotiating
' a sale of the southern most 40 acres located directly east of the
Timberwood development. It is contemplated that the purchasers
will be submitting a PUD to the City for approval.
' We are requesting that the City consider our petition to
extend utilities to service the above captioned property. It will
' be necessary to extend water and sewer to the two 40 acre parcels
referenced above.
We are also requesting that the City approve the proposed
' east /west collector raod which will connect new Carver County Road
19 to Audubon Road. It is my understanding that this road will
extend along the northern boundry of Timberwood easterly through
' McGlynn properties to the east. Obviously, this road will service
both of the parcels which I have mentioned.

SUBJECT: Galpin Boulevard (CSAH 19) Reconstruction Alternatives ,
As discussed at our November 16, 1993, meeting, Barton- Aschman has developed and
analyzed various alternatives forlhe reconstruction of Galpin Boulevard (CSAH 19) _
between Timberwood Drive and Trunk Highway 5. This memorandum and its .'
attachments briefly describe the alternatives and their comparative costs and impacts. It
is anticipated that the Chanhassen City Council will select an alternative at its
December 13, 1993, meeting.
The '-formation presented in this memorandum will also be included in the forthcoming
TH 5 South Frontage Road Feasibility Study. '
Over iew
Independent School District 112 is proposing to construct a new elementary school on the '
property east of Galpin Boulevard and south of TH 5 (see Figure 1). A new frontage road
is proposed along the south side of the school site. Trunk Highway 5 is scheduled for '
upgrading to a four -lane divided roadway in the late 1990s. _
Galpin Boulevard will be reconstructed to two lanes in each direction with left -turn lanes
along the west side of the school site. From south of the school site to Lyman Boulevard, ,
Galpin Boulevard will be widened to 52 feet; it is likely that pavement striping would
limit traffic to one through lane in each direction.
Occupation of the elementary school is scheduled for the fall of 1995. The proposed ,
roadway and utility improvements including the south frontage road along the south side
of the school site, reconstructed Galpin Boulevard between Timberwood Drive and TH 5,
and all utilities must in -place at that time.
Alternatives for the reconstruction of Galpin Boulevard between Timberwood Drive and '
TH 5 have been developed and are illustrated on Figures 1 through 4. Table 1
summarizes the comparative cost estimates and the impacts of the alternatives. Figure 5
shows the existing and proposed profiles of Galpin Boulevard, which are the same for both '
alternatives.

' Earlier this fall the City commissioned the consulting firm of Barton- Ascbman Associates, Inc. to oonduct t
feasibility study for the Trunk Highway 5 south frontage rood between Galpin Boulevard and Audubon Road and
area trunk utility improvements, Project No. 93 -26. An important road element of this project is the improvement
of Galpin Boulevard from Trunk Highway S south to Tnnbeiwood Drive. During the process of oonducting the
' feasibility study, Barton- Aschman has identified 2 alignment alternatives for this segment of Galpin Boulevard.
Alternative No. 1 basically proposes to load the road widening area on the east side of Galpin Boulevard.
Conversely, Alternative No. 2 proposes the widening to be loaded on the west side. A oost estimate/impact
' summary matrix has been prepared for each of the two alternatives. Alternative No. l (widening along the eait side)
is further differentiated into three options to deal with the roadway side slope, i.e. retaining wall, 2:1 back slope and
3:1 back slope. From a purely economic standpoint, Alternative No. . l implementing a 3:1 roadway back slope is
' the recommended choice; however, the engineer and staff wanted to present these alternatives and oorresponding
information to the Council for further discussion and confirmation.
Selecting the preferred alignment alternative is important at this point in time in order to allow preliminary surveying
' work and the €c otechnical investigation to be accomplished in a timely manner and . corresponding information
included in the study report. r
' Unless pertinent questions or concerns are raised by Council which may require further investigation, it is staffs
recommendation to select Alternative No. 1 as the preferred roadway alignment for Galpin Boulevard from Trunk
Highway 5 south to Timberwood Drive as a part of the overall south frontage road Project No. 93 -26.

• Alternatives
Under Alternative 1 (Figures 1 and 2), Galpin Boulevard would be widened to the east
along the school site and to the west along Timberwood Estates. This alternative
' minimizes impacts to the three existing residences along the west side of Galpin
Boulevard and to the mini golf/driving range business northwest of the TH 5 /Galpin
Boulevard intersection. Lowering of the Galpin Boulevard profile (as shown on Figure 5)
will require that the front yards of the residences be re- landscaped. The driveways will
also need to be reconstructed.
' Some impacts occur in the northwest corner of the Timberwood Estates. Section S-B on
Figure 2 shows three grading options for the area. Table 1 summarizes the comparative
costs and impacts of the grading options.
Under Alternative 2 (Figures 3 and 4), Galpin Boulevard would be widened to the west
along the school site and along Timberwood Estates. However, the alignment would be
adjusted at TH 5 to minimize impacts to the mini golf/driving range business north of
' TH 5.
The three existing residences would be purchased or condemned as roadway right -of -way .
' under this alternative. The middle property is currently for sale. The listed price was
$118,900 as of November 18, 1993. An assumed cost of $120,000 for each property was
utilized in the comparative cost estimate.
' Recommended Alternative
It is recommended that Alternative 1 be selected because of its substantially lower right -
of -way costs. The 3:1 backslope grading option of Alternative 1 is also recommended.
Retaining wall costs are eliminated and a stable groundslope is provided. The two fir
' trees that would be impacted seem to be in marginal condition. Some scrub growth would
have to be cleared. However, the 36 -inch mature oak tree would be preserved.

Dear Property Owner:
Notice is hereby given that the City Council will consider the feasibility report for Trunk
Highway 5 South Frontage Road (from Galpin'Boulevard/CSAH 19 to McGlynn Road) and
Galpin Boulevard (from Trunk Highway 5 to Timberwood Drive) Road, Grading, Drainage and
Utility Improvements, Project No. 93 -26 at then regular meeting on Monday, February 14, 1994
at 7:30 p.m. in the City Council Chambers located at City Hall, 690 Coulter Drive.
This project involves the construction of an east/west frontage road lying south of Trunk
Highway 5, the reconstruction of Galpin Boulevard/CSAH 19 and the installation of storm sewer,
sanitary sewer and watermain located in Section 15. A; portion of the said improvements are
proposed to be assessed to benefitting properties of the referenced roadway, drainage and utility
improvements. The cost of said improvements is estimated to be $3,500,000.00.
A copy of the project feasibility report is available for review in the Engineering Department at
City Hall Monday through Friday from 8:00 a.m. to 4:30 p.m.
NOTE Properties located in Timberwood, Estates ;am not proposed to be assessed for this
project. These properties are being notified for informational purposes only.
