calculated the flows through September 1994 generated within your
community to be 526 million gallons.
First quarter: 168 million gallons
Second quarter: 189 million gallons
Third quarter: 169 million gallons.
This information is considered to be preliminary and may be
adjusted based on further review. The Council's estimated total
1594 flow for your community is 687 million gallons.
' The above flow calculations, and the estimated flow for 1994,
includes estimates for any unmetered connections that either enter
or leave your community. Attached is a graph showing metered flow,
' by month, since January 1991.

I would like to bring to your attention the attached "Letter to the Editor" from the October 20
Chanhassen Villager. I am pleased that Mr. & Mrs. Gale felt their comments were important
enough to justify their taking time to write this.
This event grew out of the evacuation from the significant gas leak on Hwy 101, south of Hwy
5. While a number of people assisted with Mrs. Gale, Public Safety Support Staff /Secretary
Elizabeth Burgett spent the most time providing her with assistance & comfort during this
disruptive morning and afternoon.
Elizabeth deserves credit for providing the type of interaction with a member of the community
that we wish to provide, and that was important enough to Mr. and Mrs. Gale for them to take
the time to write.

On Tuesday, Oct. 4, 1994, it was
"E" Day, or "Evacuation" for us.
We were told that we had to leave
the house, as there was a leak in a
nearby gas main. The highway was
full of fire trucks, gas trucks and res-
cue vehicles.
After awhile, I was taken to the
City Hall, while my husband remained
on the scene.
From start to finish we were treat-
ed with "tender loving care."

Just a note of thanks for giving me the opportunity to
work the Chan Traffic Detail this past summer. It appears
that traffic has slowed some what in certain area of the
city, with the presence of another squad in town.
I know the number of verbal warnings out numbered the
written citations, but the mire presence of that extra
squad and the numerous contacts with the public has made
this project a success.
I appreciate what you, Bob and the entire Public
Safety staff have done for the City of Chanhassen making
it a safe and fun place to work. Thanks again.

residents of the southwestern `
suburbs have me to thank for
Byeriy's building a store in Chan-
IunW. He believes that the Golden
Valley store, where 1 shopped
almost daily for 20 years, noticed a
distinct drop in profits when we
moved two years ago. So they
followed me out here. l do not quite
believe that. l read that they
conducted exhaustive demographic
studies and found this to be a
growing area, but he is not con-
vinced!
From day one I have enjoyed
living in Chanhassen and 1 believe
that one of the reasons is that
Chanhassen has a downtown which
promotes a feeling of community.
Unlike most of the other metro
cities like Golden Valley, Edina,
Eden Prairie or Minnetonka,
Chanhassen was a small town which
grew, rather than a bedroom city for
people leaving the cities. It had
churches, schools, small shops and
famous dinner theater long before
Prince built Paisley Park. This is

continues to give it life is the
planned development of the town.

night, they were only five minutes
from our house by car and they
could get a good night's sleep in tlhe
quiet of the country.

reading books, often at the same
time! So my tour of downtown
Chanhassen would not be complete
without mentioning my two favorite
stores — Dips and Pieces and Frog
Island Bookstore. Coffee shops
seem to be springing up all over the
place and whenever 1 am near one, l
buy a lane or a mocha. I did not
expect to find one in Market Square•
one day I saw the sign for espresso
in the window of what 1 thought was
an ice cream store. l was t l d
and now when 1 drop o
shop at Festival, or feel like 1 need a
reward for Jazzercising, l stop by
and get my mocha fix. it is a small
store with five or six tables when
one can sit and read the Minnesota
Women's Press or The Reader or
some magazines provided by the
owner. The ar t work on the walls are
usually by students from Chanhas-
sen Elementary School and the tips
go to supporting the students'
environmental projects. It is a
friendly place, staffed by the owner
and it gives me a sense of communi-

I recently had a telephone conversation with Don Ashworth, the City
Manager for the City of Chanhassen, Minnesota, regarding several issues with
respect to the cable television services provided by Triax. I believe the
rate regulation matters are resolved based on conversations I have had with
Jane Bremer. We anticipate Triax will submit necessary documentation
evidencing that the refund has been credited to Chanhassen subscribers in due
course.
Further, Mr. Ashworth informs me that the charges for premium channels
have been increased in the City of Chanhassen. While the City recognizes that
it has no authority over the charges for premium channels, the issue served as
a source of embarrassment for Mayor Chmiel and Mr. Ashworth in as much as they
had just informed the Council of rate reductions only to learn that premium
channels were increased. The City Council, as I'm sure many subscribers, do
not necessarily look at the individual charges but rather the bottom line on
their cable bill. If the rate increases they are confused regarding the
information they read in the newspapers or hear at City Council meetings
regarding reduced cable rates.
Since the Mayor and Mr. Ashworth do not receive premium channels as part
of their monthly residential service, they were unaware that these increases
took place. Perhaps one way to ensure that the City is informed of pending
rate increases would be to provide the Mayor and Mr. Ashworth with a
notification of any adjustments in the rates so that they can then be prepared
to field questions from the Council or residents of the City of Chanhassen.
In this way the Mayor and Mr. Ashworth will be able to explain the issues to
these individuals and not be confused regarding the exact charges they are
referring to. I briefly spoke to Jane Bremer about this issue and she assured
me this would be no problem for Triax.
Finally, Don is interested in sitting down and discussing with you
Trial's 1995 technical budget for the City of Chanhassen. I understand your

technical budget may not yet be finalized but when it is Don would like to
have an understanding of the areas where you plan to extend cable and those
areas which are not scheduled for installation in 1995. This will assist Don
in working with developers and various complaints received from residents in
the City and should overall aid the lines of communication between Triaz and
the City. Don does not believe it is necessary for me to be present at such a
face to face meeting and that hopefully this meeting could be arranged at a
time mutually convenient for the two of you.
Should you have any questions regarding these issues please do not
hesitate to contact me. Otherwise I hope that you can contact Don at your
convenience to discuss these matters and continue the positive relationship
the City of Chanhassen and Triax has enjoyed over the last 18 months.

This is to notify you that a new line item will appear on
subscriber's cable bills beginning in December of 1994. The
line item will appear as "Regulatory Fee" and will reflect
the per- subscriber fee the Federal Communications Commission
is now assessing cable operators to defray the cost of
regulating the cable industry.
This annual regulatory fee is being assessed by the FCC for
1994 at the rate of $.37 per subscriber. Regulatory fees
for 1994 will be assessed over a ten month period at the
rate of $.03 per month for the first three months of 1995
and $.04 per month for the next seven months. The first
$.03 charge will appear on the cable bill subscribers will
receive in December.
Subscribers will receive 3v day prig notification of this
regulatory fee line item in their November cable bills.

Galpin Boulevard (CSAH 19) Reconstruction
TH 5 South Frontage Road Construction
Dear Mr. Folch:
As requested, this letter addresses the schedule for the captioned projects.
As stated in the October 7, 1994 preliminary construction plan set submittal letter, it is
proposed that the three projects be incorporated into a single bid package that will be
awarded in February 1995. Carver County has approved the closure of Galpin Boulevard
south of TH 5 during reconstruction under the condition that the roadway is not closed over
the winter. Therefore, the single bid and construction package will allow for maximum
construction efficiency and cost - effectiveness for all three projects to be constructed while
Galpin Boulevard is closed.
In addition, the reconstruction of Galpin Boulevard includes a significant lowering of its
profile in the vicinity of the TH 5 South Frontage Road. Therefore, completion of the TH 5
South frontage could not occur until the completion of the Galpin Boulevard reconstruction.
Independent School District Number 112 has been notified that the frontage road will not be
available to serve as a site access road during construction of the school.
Water and sanitary sewer lines in the frontage road will serve the school site. However,
construction of a trunk sanitary sewer line from the east edge of the school site to the south
has been delayed until the Heritage residential development (through which the trunk sewer
line will be constructed) is approved by the City of Chanhassen. To accommodate the school
site, temporary water and sanitary sewer lines from Galpin Boulevard have been installed.
A signal justification report for the proposed temporary signal at the Galpin Boulevard/TH 5
intersection was submitted to Mn/DOT on August 10, 1994. Subject to approval, the signal
will be constructed as part of this project. Mn/DOT is also preparing a project memorandum
(PM) for the intersection improvements at TH 5 and Galpin Boulevard.
