OSM's survey crews have started placing construction stakes for the contractor to begin
construction of the improvements in your area. The stakes placed last week are 3 feet from
the proposed back -of -curb. Most of the construction will occur on the street side of these
stakes. Exceptions to this will be for hydrants and some utility improvements. Surveyors
will be placing construction stakes for utilities as the contractor requests. The preservation
of all stakes is important to the overall quality of the project. Please avoid any disturbance
to the stakes.
We have identified the trees which can not be saved and the contractor may have removed
most of these trees already. As indicated in previous letters and meetings, we will observe
other trees during the construction process and remove trees that are damaged on an "as
' required" basis. Future update letters will address replacement plans for trees removed.

Weather will be a key element in the schedule and will likely cause the schedule to fluctuate
as construction proceeds. I will keep you informed of the schedule as major work tasks are '
planned.
As construction continues, it will be necessary to interrupt water service at times to connect '
services to the new watermain. Work on the sanitary sewer may require connection of
services or bypassing of sewage flow for short periods of time. The contractor will notify
you of construction that may affect you directly so that you can plan accordingly. As a ,
courtesy to the contractor, we ask that you park all vehicles on driveways and off the street
during times when the contractor is working. This will be primarily Monday through Friday
from 7:00 am to 7:00 pm. ,
OSM will be providing construction observation for the project. The construction observer
for this project is Phil Tipka. He can be reached on his digital pager at 621 -3132. Bob
Larson of OSM will also be observing the construction. His digital pager number is 621-
3659. To contact either construction observer, call the pager number and enter your '
telephone number after the series of beeps. They will return your call in a timely manner.

Dear Kate,
Tom Scott called me today to let me know that we won the Beddor case. Apparently the judge really
stuck it to "thanks a million ". Just when you were wondering you find that there really is some justice in
the world.
Everything is going pretty well out here. We are slowly going through all our boxes but without a
basement, it is getting tough to find places for everything. We still own the house in Eagan. Our agent
thinks one or two offers are immanent but I will believe it when I see it. The kids have taken well to
their new neighborhood. The strategy of getting them into school to meet new friends seems to be
working. In fact Ben is out on a 3 day trip with his class to the Hoh Rainforest on the Olympic
Peninsula right now.
Life is starting to get normal again. Pam and I are going to take the hydrofoil up to Victoria BC for a
long weekend at the end of the month. Using our new -found flexibility we are dropping the kids off at
my brothers. There are lots of things we want to do and we need to free up the time to do it. I am
reminded of that each day when it is clear (which is about 1/2 the time this spring). Mount Rainier
towers over Auburn and sometimes you can actually see it. Living here was such a long term dream of
ours its hard to believe we are finally here. Of course, the Mariners stink and are even worse then the
Twins but such is life.
The job is going well. We are almost finished with approving the new horse race track which is a
major regional attraction. Work has begun on a new 2.2 million sq ft mall with a heavy entertainment
theme. We even seem to have gotten through a hairy public meeting on the siting of a residence for
people recovering from schizophrenia. The nature of the job is pretty different from Chan. With a
staff of 17 much of my focus is on administration. I am still learning my way around Washington law
and want to make changes in what I believe to be a poor development review process. I did get to go
flying once. After 6 years on the ground I must admit I was pretty rusty. But I do get to hang out at
the airport a lot and have been involved with issues there.
By the way, speaking of flying, I though you once told me that your father in law or his brother made
some sort of a film about his flying experiences in WWII. Well I am enclosing a newspaper article on
Quentin Aanenson. I even got to see the first 1/2 of the film. It was impressive.
Say hello to everyone for me. I miss you all. While life goes on I was serious when I said I will
probably never get to work with a group of people I enjoyed more than the people at Chan. Tell Don I
keep looking for the slush funds but I am beginning to think they don't exist. Ask Sharmin to let me
know how everything is going with her family. Let everyone know they have an open invitation to stop
by.

As promised in my April 5 letter I want to let you know the results of the
application for ISTEA funds for the project on CSAH 62, the reconstruction
of the intersection of CSAH 62 and TH 101. The project I refer to was more
fully described in the copy of the application sent with my April 5 letter.
Projects have been reviewed, rated and recommended by the Funding and
Programming Committee and on June 8 the TAC (Technical Advisory Committee)
made its recommendations to the Technical Advisory Board (TAB). The TAB
will meet on this matter on June 15 to act on adding the recommended
projects to the Twin City Transportation Improvement Program (TIP). Further
action on the recommended projects by Metropolitan Council will be done as
part of its action on the TIP.
As you may know we were fortunate to have the CSAH 62 project be selected
for funding. While the final action on this matter is not yet completed, we
do not expect the preliminary results to change. We will further inform you
if there is a change in the awards. Thank you for your interest in the
submittal of the application.

Representative David Minge has encouraged me to write to you to concerning a unique
program developed five years ago by the citizens of the four communities served by our
school district.
Watching your Town Meeting on Tuesday, I heard you say that it would be your wish that
each community identify its values and communicate them to its youngsters in order to
build a solid foundation for the future of our country. We have done exactly that. A group
of citizens representing the communities of Chanhassen, Chaska, Carver and Victoria came
together in 1989 to develop a set of community values. The group conducted community
forums to identify values that could be supported broadly by a diverse population. After
months of work, eight values emerged: generosity, citizenship, learning, respect for others,
integrity, human worth and dignity, environmentalism and responsibility. The values were
officially adopted as Community Values by the city councils of Chanhassen, Chaska, Carver
and Victoria, the Carver County Board of Commissioners, and the School District 112
School Board.
Each year, we set aside one week as Community Values Week. During that time we bring in
speakers to talk to students, parents and community members about the.importance of
values in our lives. Churches kick off the week with classes and sermons.1hat address
community values We honor senior citizens and youth who have modeled any one of our
community values through the year. It is a wonderful week, but our commitment doesn't
stop there.
Our schools incorporate our community values throughout the year. If we are working to
improve behavior at our middle school, for example, we talk about our community values
of respect for others and responsibility. If a school is planting trees for Arbor Day, we talk
about the value of environmentalism. If we plan a clothing drive during the holidays, we
tie it into the value of generosity. We are trying to live the values and model them, not
allowing ourselves to put them on a shelf to gather dust.
It is not unusual for decisions of local governments to be made based on one of the values.
The discussion in many a meeting has included a reference to the community values and
the guidance they give. This year, Chaska Mayor Bob Roepke invited business leaders in to
Serving the communities of eastern Carver County through equal opportunity in employment and education.

talk about how their businesses can get involved in upholding and supporting our
community values. We are slowly trying to reach every citizen in one way or another.
We would be happy to share our experience with other school districts and communities
around the country who may be interested in developing a process for creating community
values of their own. We know what a powerful tool community values are and we support
your efforts to encourage communities around the nation to get involved in this
' meaningful project.
We would welcome the opportunity to talk with you about our community values. If we
' had reached you earlier, perhaps we could have arranged a visit when you are in
Minneapolis this Friday. But at the very least, we wanted you to know about Minnesota's

Due to lower interest rates, nearly all sectors of the municipal
securities market reached record issuance levels last year,
according to a recent Public Securities Association report
State and local debt sales totaled $338 billion in 1993 (includ-
ing taxable bonds), an increase of 22. percent over -the prior
year.
Sales of long -term municipal securities last year were $291
billion, with more than 66 percent of the total representing

' gutter. The proposed width east of the Lakeview Apartments is 36 feet and west of
Lakeview Apartments is 52 feet. These widths will accommodate traffic anticipated
from proposed and anticipated development in the area. The roadway will be
' designed to meet Minnesota Department of Transportation State Aid requirements.
This will include realignments, both vertically and horizontally, to provide better sight
lines along the roadway.

Judge says

Two small street construction proj-
ects proposed to ease traffic and pro-
vide access for a housing develop-
ment ip Chanhassen have met envi-
rorimental guidelines and aren't like-
ly to pollute nearby Christmas Lake,
according to a Carver County district
judge.
In a decision filed earlier this month,
Judge Robert Goggins ruled that the
city of Chanhassen did not violate
Minnesota's environmental laws in
proceeding with the projects. They
would extend Nez Perce Dr. about
400 feet to Pleasant View Rd. via
Peaceful Lane and also realign Peace-
ful Lane.
But much more was at stake, City
Manager Don Ashworth said Tues-
day.
"The immediacy of the road isn't at
issue," he said. "It's really .the city's
ability to plan and ensure that we
supply multiple. accesses to our
neighborhoods:kk hat we do have
