Our Fire Department has been examining the need for replacing air packs for several years. As

our equipment has become worn,F'logether with technology increasing, a committee was appointed
by the Fire Chiefs to examine the issue and make a recomtr'ndation.
ANALYSIS
The SCBA Commife determined that it would be most appropriate to ; replace existing
equipment rather than continue to repair it. Their research indicated that not only has technology
advanced to the point that it made sense to pprchasea:e trpient; "but we would be able to
receive more money if we were to sell our units o6w. Our existing units are approximately 15
years old. New equipment is safer, lighter weWht Holds more air, and provides for. better safety
for our firefighters and those that are called iipon to help. I support their recommendation to
replace the old equipment with new.
An issue that the Council will need to deal with is that of the four bids we received, the
Chanhassen Fire Department SCBA Committee is recommending that the bid from Alex Air for _-_
the Draeger brand be the one accepted by the Council, even though it is the third lowest bid of

the four. I would ask that you review the attached August 24 memo from Greg Hayes, Chair of
' the SCBA Committee. In his memo and attachments he outlines why the committee is
recommending the Draeger brand.
In a nutshell, the Interspiro unit was rejected because it was $11,000.00 higher than the other
bids; the I.S.I. bid was rejected because in addition to there being items that did not meet the
specifications set forth, Eddy Bros. Company bid the incorrect, less expensive air tanks in their
' bid; and, the M.S.A. bid was also rejected because of items that did not meet the specifications
set forth by the committee, as well as a concern regarding this unit set forth by NIOSH (National
Institute of Occupational Safety and Health). The company selling M.S.A. has advised me that
' the problem has been corrected.
I RECOMMENDATION
Because the bid figures do not represent an "apples to apples" comparison, but rather four
' different companies doing what they could to meet our Fire Department's specifications, each
bid needs to be considered individually by reviewing the comments from the Chanhassen Fire
Department SCBA Committee. Again, I would like to point out that our Fire Department has
been reviewing our needs for several years now, and the SCBA Committee has spent a great deal
of time on this issue, including taking information back to the general membership. Part of the
evaluation process was actually trying out the equipment, with the membership having an
opportunity to voice their concerns and recommendations.
Because it is the consensus of the SCBA Committee, along with that of the general membership
of the Chanhassen Fire Department, that the bid from Alex Air for the Draeger brand be
accepted, and because the SCBA Committee has been able to articulate why they feel that this
is the only manufacturer that meets the specifications drafted by the committee, it is the
recommendation of the Chanhassen Fire Chief, the SCBA Committee and myself that the bid
from Alex Air for the Draeger brand be accepted by the City Council.. This purchase was
budgeted for in the 1994 budget. In fact, we had budgeted $80,000.00. Unexpectedly, this last
month, the air compressor that is used to fill the air bottles at the Fire Station broke. It was the
opinion of Chanhassen Shop Foreman Harold Brose that we replace this unit rather than repair
' it. The Council did authorize this emergency expenditure in the amount of $22,000.00 With the
recommended bid price, along with the trade -in value of the old SCBA's, the budgeted amount
should adequately cover the costs of the SCBA's and the compressor.
I will be happy to answer any questions prior to the Council meeting and will have
representatives of the SCBA Committee on hand the night of the Council meeting to answer any
additional questions you may have. Thank you.

Re: Bids for SCBA Replacement
The bid opening for the replacement of SCBA equipment was
held on August 18, 1994. A bid summary, individual bid
evaluations and copies of the actual bids are attached.
Today's firefighter realizes that any smoke may be toxic,
and everyone concerned - -- the firefighter, the victim, and
other crew members - -- are best served when the firefighter
uses the best respiratory protection available when involved
with any hazardous atmosphere. Failure of equipment can
incapacitate a firefighter, compound an existing emergency
and significantly increase the potential for liability.
The SCBA Committee carefully evaluated all equipment
proposed by the various manufacturers. This included
involving other members of the department in the evaluation
process, contacting other departments presently using the
equipment, and analyzing safety, reliability, maintenance,
performance and cost factors.
The SCBA Committee is unanimous in its recommendation to the
Council that the Draeger equipment proposed by Alex Air in
the amount of $63,499.00 is the lowest bid which meets the
specifications as set forth by this committee.

Inadvertent Separation of the Mask - Mounted Regulator (MMR)
from the Facepiece on the Mine Safety Appliances (MSA) Company MItiiR
Self- Contained Breathing Apparatus (SCBA)
The National Institute for Occupational Safety and Health ( NIOSH) and MSA have received
report., of unexpected separation of MMRs from SCBA facepieces during firefighting activities.
These regulators are used on MMR SCBA with the following certification numbers: TC -13F -256
(30- minute low pressure SCBA), TC -13F -257 (30- minute high pressure SCBA), TC -13F -258
(60- minute high pressure SCBA), and TC -13F -302 (45- minute high pressure SCBA). The affected
regula ors lave a quick - connect mechanism and are designated as MSA part number 492488.
In addition this User Notice applies to certain MSA combination air -line devices with the following
certificatio i numbers: TC -13F -266 and TC -13F -267 (combination air -line and SCBA). The affected
regulators lave a quick - connect mechanism and are designated as MSA model number 7- 1047 -1.
It should b: noted that MMR and combination air -line and SCBA devices with regulators that attach
to the facepiece with the threaded connector are not affected by this Notice.
If the MM t separates from the facepiece, the wearer is left unprotected. Such a separation could be
life threate ling since these SCBA may be used in immediately dangerous to life and health
environments.
The manufacturer has identified three contributing factors that can lead to regulator separation:
1. Lack of lubrication of the facepiece adapter O -ring. Not lubricating this 0 -ring will greatly
increase the force required to insert the second -stage regulator into the facepiece. This can
result in a user believing the regulator is locked into the facepiece when it is actually only
held in by the friction of the O -ring. If the regulator is not properly locked into the
facepiece, subsequent disengagement can occur. The manufacturer has published the proper
lubrication procedure for the facepiece adapter O -ring which must be followed to ensure
prc per operation. The manufacturer has reported that many users are not lubricating this
0 -ring.
2. Diit and debris in the quick - connect mechanism. Dirt and debris in the quick- connect
me- can prevent it from properly locking into the facepiece. The manufacturer has
published a procedure for the.proper cleaning of the quick - connect mechanism, as described
in MSA's Product Information News, Number 2, June 1992.
Ice formation in the quick - connect mechanism during cold weather operation. If water enters
the quick - connect mechanism and freezes during cold weather operation the regulator may not
properly lock into the facepiece. Care must be taken before the regulator is inserted into the

ac to ensure that any ice formation inside the quick - connect mechanism will not
ate rfere with its ability to return to the locked position. This can be done by operating the
uic:k- connect mechanism and visually checking to make sure the mechanism is working
, roperly prior to insertion of the regulator into the facepiece.

In the in :erim, MSA recommends the following: (1) Follow the manufacturer's instructions regarding
the prop ;r 1 ibrication and cleaning of the quick - connect mechanism. (2) Make sure the quick - connect
mechanism s operating properly prior to inserting it into the facepiece. (3) Follow the procedure
detailed n tie MSA Level I instruction manual including checking the regulator -to- facepiece
connection ty r in an llin n r lat r. i check often during to ensure
the reg_I - is r erl ecured. Contact your local MSA office at 1- 800 - 672 -2222 if you have
question.. or need to obtain instruction manuals or maintenance instructions for the proper use and
care of the 14MR SCBA.
In additi )n t:) these three known causes for regulator disengagement, there have been several field
reports t ,at ce buildup on the second -stage regulator and facepiece assembly may cause inadvertent
disengag , me nt. In subfreezing temperatures ice may form on the junction between the facepiece and
the quick -co uzect handwheel. When this junction is not free to rotate, force on the air -line
connecting t to air bottle to the regulator may activate the quick- disconnect and cause inadvertent
separation tc occur. The investigation into the role that ice buildup plays in inadvertent regulator
disengag it is continuing by both MSA and NIOSH. Further information will be released as it
becomes ava Table.
At this time, NIOSH does not recommend removing the MMR SC13A from warm - weather service;
the cleaning and lubrication procedures recommended by the manufacturer seem sufficient to eliminate
the possibilit � of inadvertent warm - weather MMR separation. However, in subfreezing temperatures
' in the preser, -e of water spray, NIOSH recommends against the use of MMR SCBA. This
recommenda ion stands until data and information are sufficient to convince NIOSH that inadvertent
MMR separation is not possible for a properly used and maintained SCBA. Because of the life-
' threatening iinplications of any SCBA failure, NIOSH considers the possibility of any failure to be
unacceptable.

Users of MS. � MMR SCBA who have experienced inadvertent regulator /facepiece separations, or
other failure nodes, are encouraged to report these incidents to both NIOSH and MSA. Information
should b:: forwarded in writing to NIOSH in care of Mr. Tim Merinar, NIOSH, Certification and
Quality Assurance Branch, 944 Chestnut Ridge Road, Morgantown, West Virginia 26505 and MSA in
care of Mr. Charles Seibel, Manager of Product Safety, MSA, P.O. Box 426, Pittsburgh,
Pennsylvania 15230 or by telephone at 1- 800 -672 -5555 (FAX 412 -967- 3309). Separations or any
other failures involving any SCBA should also be reported to NIOSH.

CLIP, HIGH PRESSURE U CLIP AND FILTER. ON THE 1ST STAGE
REDUCER REPLACE ALL 0 RINGS AND U CLIPS. ON THE 2ND STAGE '
DEMAND VALVE REPLACE THE DIAPHRAGM, DEMAND VALVE 0 RING,
VALVE DISC, U CLIP AND INLET STEM. ON THE FACEMASK REPLACE
THE EXHALE VALVE. TIME NEEDED IS ABOUT 15 MINUTES PER UNIT.

THERE IS NO WORK TO BE DONE OFF SITE. WE WILL FACTORY
CERTIFY YOUR PEOPLE FOR TOTAL MAINTENANCE AT YOUR FIRE

The MSA /Danco bid proposal was rejected.
The rejection was based on the following:
'
1) The most serious concern was the manufacturer's
inability to satisfactorily address a serious safety concern
regarding cold weather operation for the unit we physically
evaluated. There have been several documented cases of the
'
second -stage regulator inadvertently disengaging from the
facepiece during cold weather use. NIOSH recommends against
the use of the MSA MMR SCBA in sub - freezing temperatures in
the presence of water spray While MSA claimed to have a
'
modification in place to address this issue, we were never
able to obtain a modified unit for evaluation by fire
'
department personnel despite numerous requests and a one
month extension.
2) First Stage Regulator utilizes waist mounted bell system
'
instead of the shoulder mounted whistle specified.
3) Buddy breathing connector is shoulder mounted instead of
' waist mounted as specified.
4) Back Plate does not extend below cylinder valve as
specified.
