BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 ' MEMORANDUM TO: Don Ashworth, City Manager FROM: Charles Folch, Director of Public Works /City Engineer DATE: July 20, 1994 SUBJ: Approve Change Order No. 4 to West 78th Street and Downtown Improvement Project No. 92 -3 Anyone who has been around the City of Chanhassen for the past couple of years probably has noticed that this downtown improvement project is'earing completion. This project is rather sizeable with many elements to consider and details toaccomplish. As is common with a project of this size, there are typically some changes that need to be made in the field as the work is undertaken, due to circumstances that are not always evident at the time that the project plans are prepared in the office. In addition, there is always some fine- tuning work that must be done, particularly as it relates to traffic signal and electrical -type work. Change Order No. 4 to the West 78th Street and Downtown Improvement Project No. 92 -3, for the most part, represents fine- tuning type work. In an effort to maintain the ability to provide Christmas lighting on the boulevard trees, ground fault (GFI) receptacles were inalled for all of the ornamental light pole bases in the median areas. However, in order to meet code requirements, junction boxes were also needed to be installed at each location so that splices could be made which would allow for a smaller conduit necessary to be able to fit into the light bases. 3. Some additional fine tuning included changing over two boulevard ornamental light poles 1 Don Ashworth July 20, 1994 Page 2 to the standard corten poles with shoebox luminaires to maintain consistency on West 78th Street from County Road 17 to Trunk Highway 101. An extra loop detector was added at the intersection of Laredo Drive and West 78th Street to provide better right turn actuation and clearing detection, and miscellaneous electrical work which tied together existing street lighting circuits and provided for conduit - installed wiring at appropriate locations where direct burial in the past has been a problem. 4. A modular block wall was required around the signal controller cabinet at the intersection of Laredo Drive to reduce slopes and improve the ability to maintain the boulevard area around the signal controller cabinet. Additional sidewalk installation is recommended on Great Plains Boulevard and Market Boulevard. The City is contracting with Twin Cities & Western Railroad to install the very much - needed grade crossing mats at the Great Plains Boulevard and Market Boulevard railroad crossings. These sidewalks are very important segments linking the downtown pedestrian and bike facilities to the Trunk Highway 5 and City corridor trail facilities. The walk /trail segments have always been a part of the downtown improvement plan; however, their installation on previous projects has been delayed until the crossings on the railroad could be accomplished. The coordinated and appropriate time to complete this work appears to be now. 6. At each of the newly installed traffic signals, many will notice a rather sizeable aluminum colored cabinet box which are called controllers. Similar size units are found at the railroad crossings on Market Boulevard, Great Plains Boulevard, West 78th Street and Trunk Highway 101 in the downtown area. Addition landscaping is proposed around these cabinets; however, for access and safety reasons they are not able to be fully screened. Therefore, it is proposed to paint these cabinets an earth tone green color. An itemized list for this change order is attached. The total amount of Change Order No. 4 is $36,294.00. This will yield a revised contract amount of $2,770,012.31. It is therefore recommended that the City Council approved Change Order No. 4 to the West 78th Street and Downtown Improvement Project No. 93 -2 in the amount of $36,294.00 yielding a revised contract amount of $2,770,012.31. ktm Attachments: 1. Explanations for various items included in Change Order No, 4 are as follows: • The signal systems revisions (Revise Signal Systems E and F) are at Laredo and Market Boulevard. It was discovered (after installation) that for emergency vehicles heading south on Laredo to West 78th Street, and then west to Market, there is ' insufficient time to activate the EVP at Market Boulevard, These revisions tie the two signal systems together, so that when the Laredo/West 78th Street EVP is activated, the EVP at Market Boulevard/West 78th Street is activated as well. ' • The reason for the ornamental lighting junction boxes is that with the added conduit (for Christmas lighting), the conduit would not fit through the base of the existing , ornamental lights. Hence, the junction boxes were added so that splices could be made in the conduit and only the conduit necessary for the operation of the individual light would be required to fit through the light base. ' • The "Miscellaneous Electrical Work" is wiring, etc. that Egan -McKay employees ' were contacted by City staff to do.
