A copy of the project plans and specifications are available in my office for review. Due to their
size, they are difficult to include in the Council packets. The current estimate of costs for this
project is $463,000 which includes $48,000 for the bid alternate. The current project schedule
anticipates construction to begin late summer and be substantially completed by late fall.
It is therefore recommended that the City Council approve the plans and specifications for the
Upper Bluff Creek, Phase IIB Trunk Utility Improvement Project No. 91 -17B -2 dated July 11,
1994 and that authorization be given to advertise for project bids.

Attached for your approval are final plans and specifications for the next phase in the Upper Bluff
Creek district improvements. This project will extend gravity sanitary sewer northward from the lift
station near the cemetery on Galpin Boulevard. The project will also place watermain along Galpin
Boulevard between the cemetery and the Windmill Run Addition (Rottlund) north of Highway 5.
An alternate bid is included in the plans to provide a temporary sanitary sewer lift station at the
'
school site. This lift station and an accompanying force main could provide sanitary sewer service
to the school until the trunk gravity sewer along Bluff Creek is able to be constructed.

The plans do not include any improvements gh y y ( )
property west of Galpin Boulevard. Provisions will be made for future construction through those
properties once they have completed their development plans and decisions on the frontage
road /wetlands are made.
The plans have been designed to conform with the proposed reconstruction of Highway 5 and Galpin '
Boulevard. This will require that the water main crossing under Highway 5 be overburied
approximately 8 feet to facilitate the future highway grade.
The City Attorney is supposed to be working on the easements for the project. Permits will be
required from MnDot, The Department of Health, Carver County, and the MPCA. We will
complete the necessary permit applications. ,
