PUBLIC SAFETY COMMISSION MEETING
JULY 14 1994

Commissioner Berkland opened the meeting at 7:00 PM.
Commissioner Bernhjelm motioned, Commissioner Beniek seconded, to approve the May 12, 1994,
minutes as written. All voted in favor the motion passed.
VISITOR PRESENTATION
Meteorologist Craig Edwards from the National Weather Service spoke to the Commission regarding the
Chanhassen weather facility. Edwards advised that the Chanhassen facility is the second largest facility
(in the United States the largest being the Hurricane Center in Florida). Edwards explained what the
general operations of the weather station will be, and what the new radar (WSR -88D) has to offer on
weather predictions. Edwards addressed the issue of health concerns, stating that research has proved such
equipment safe.
CARVER COUNTY SHERIFF'S DEPARTMENT
Captain Holt reported to the Commission that the Sheriff's Department has received many positive
comments about the Bicycle Safety Patrol Program. Discussion was also had regarding traffic /speed limit
issues for areas on Hwy 5 and specifically along Hwy 5 and Co. Rd. 117.
BUILDING DEPARTMENT
Building Official Steve Kirchman reported that the Building Department is busier than ever: have issued
195 single family dwelling permits to date, as compared to 219 total for the entire year of 1993. Kirchman
also reported that a total of 1367. inspections were conducted in the month of June, which is an all time
record. The workload continues to increase. Director Harr requested that Kirchman prepare information
for the August meeting on the needs of the building department/inspection position alternatives.
PUBLIC SAFETY DEPARTMENT
The Commission rescheduled the interviews for the Public Safety Commissioner position, for 7 PM,
Thursday, July 28.

Commissioner Dummer motioned, Commissioner Berkland seconded that the term for the position vacat
by Commissioner Dave Johnson should be changed from 12/96 to 12/95, so that all term expirations ar�
staggered. All voted in favor and the motioned passed.
Director Harr advised the Commission that the Traffic Safety Program is going very well, with two`shiftl
per week under operation. Deputies are patroling areas that the Department has received complaints on,
as well as areas where they feel are the problem areas. Positive responses have been received from th
community.
Director Harr reported that the 1994 Public Safety Open House was the most successful yet, with the larges
turn out and agency participation we have had. He reported that plans are to hold this event every othe�
year because of the time commitment and expense involved.
Discussion was had on what concerns exists regarding the submitted draft for "Sale of Vehicles" ordinance
Commissioner Bernhjelm motioned, Commissioner Dummer seconded, that the issue of posting vehicles
for sale in the City of Chanhassen be referred to the Planning Department, because of it being a zonin
issue. All .voted in favor, and the motioned passed.
Discussion was had on need for crime prevention programs, and the possibility of recommending a crim�
prevention coordinator position for 1995. The Commission tabled this subject until, the September meeting
Director Harr advised the Commission that the shooting boundary map has been completed for the 1994/9
hunting season.
Director Harr and Commissioner Beniek were assigned by the Commission to assist the Fire Chiefs ir�
researching the possibility for a second satellite fire station, and will report back to the Commission.
Director Harr introduced the new CSO, Greg Hayes, and the Commission formally welcomed him aboardi
Director Harr advised the Commission that Carol Dunsmore has taken over the responsibility of stabl
inspections and permits.
Commissioner Beniek motioned, Commissioner Bernhjelm seconded, that the .weed ordinance as drafte

be submitted to the City Council. All voted in favor and the motion passed: I
Director Harr tabled the discussion on the 1995 Police Contract, to be placed on the agenda for discussio
at the August Public Safety Commission meeting.
Commissioner Bernhjelm motioned, Commissioner Dummer seconded to adjourn the meeting at 9:00 PM
