SUMMARY MINUTES
AUGUST 22, 2011
Mayor Furlong called the meeting to order at 7:10 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilwoman Ernst, Councilman
Laufenburger, Councilwoman Tjornhom, and Councilman McDonald
STAFF PRESENT:
Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Paul Oehme, Todd
Hoffman, Roger Knutson, Greg Sticha, Dale Gregory, Karen Engelhardt, Kim Meuwissen, and
Danielle Washburn
PUBLIC ANNOUNCEMENTS:
Mayor Furlong announced that CNN Money magazine has
recognized Chanhassen as the tenth best place to live in the country, and thanked members of the
Red Birds, Sheriff Jim Olson and the sheriff’s department, Carver County Commissioners Tom
Workman and Gayle Degler, members from the fire department, school districts, civic
organizations, city commissions, city employees, and the Chanhassen High School Storm
cheerleaders who performed a cheer for the crowd.
The City Council recessed the regular meeting at 7:20 p.m. It was reconvened at 7:45 p.m.
CONSENT AGENDA: Councilman Laufenburger moved, Councilman McDonald
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
a. Approval of Minutes:
-City Council Work Session Minutes dated August 8, 2011
-City Council Verbatim and Summary Minutes dated August 8, 2011
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
David Techam voiced a complaint over the damage done to his
house by the Chanhassen fire department in response to a fire call, and injuries inflicted to his
shoulder, back and foot by a Carver County police officer. He suggested cleaning up the police
department or having the City get their own police department. Gayle Degler, Carver County
Commissioner, 541 Pineview Court, on behalf of the Carver County Commission, congratulated
the City for their ranking with Money Magazine.
CITY CODE AMENDMENT: CONSIDER AMENDMENT TO CHAPTER 20, ZONING
AND CHAPTER 11, MISCELLANEOUS PROVISIONS AND OFFENSES,
CONCERNING REGULATING GUN RANGES; INCLUDING APPROVAL OF
SUMMARY ORDINANCE FOR PUBLICATION PURPOSES.

Kate Aanenson presented an update on this item that was tabled at the last City Council meeting.
Councilman Laufenburger and Mayor Furlong asked for clarification that paintball courses were
not being addressed at this time.
Councilwoman Ernst moved, Councilwoman Tjornhom seconded that the City Council
adopt the attached ordinance amending Chapter 11, Miscellaneous Provisions and
Offenses, and Chapter 20, Zoning of the Chanhassen City Code regulating gun ranges and
approval of the attached summary ordinance for publication purposes. All voted in favor
and the motion carried unanimously with a vote of 5 to 0.
HIGH ZONE WATER TOWER PROJECT 11-03: ACCEPT BIDS AND AWARD
CONTRACT.
Paul Oehme presented the staff report on this item. Councilwoman Tjornhom asked staff to
comment on the effect construction of this water tower will have on utility rates. Councilwoman
Ernst asked for clarification of why the easement acquisition and engineering costs are an extra
cost now when it was included in the figures given in the reports dated 5/23 and 7/11 and asked
that this item be tabled to bring the number back to the originally proposed $2 million. Mayor
Furlong asked staff to address potential cost saving items and if there were alternatives available
that would reduce costs, and costs associated with delaying the project. Councilman McDonald
asked for clarification of the specifics of the bids and alternates, comparison between the
engineer’s estimate and bids received, and asked if the school district would help in bringing the
costs down.
Resolution #2011-50: Councilman Laufenburger moved, Councilwoman Tjornhom
seconded that the City Council accepts the bids as received and awards a contract to CB&I
in the amount of $2,096,001 for a new high zone composite water tower located on
Minnetonka School District 276 property at 6421 Hazeltine Boulevard. All voted in favor,
except Councilwoman Ernst who opposed, and the motion carried with a vote of 4 to 1.
TH 5 SIGNAL REPAINTING (CENTURY BOULEVARD-DAKOTA AVENUE):
ACCEPT QUOTES.
Paul Oehme presented the staff report on this item. Councilman McDonald asked about the life
span of the paint and the structural integrity of the posts in determining whether this is a good
investment. Councilman Laufenburger asked about what other signal systems the City is
responsible for and the possibility of working with MnDOT on the signal re-timing project on
Highway 5 between TH 41 and Victoria. Councilwoman Tjornhom asked about safety concerns
with the color brown. Mayor Furlong asked about a warranty, inspection by bidders, and time
and temperature constraints with the project. After comments and discussion by council
members, the following motion was made.
Councilman McDonald moved, Councilwoman Ernst seconded to table accepting quotes
for the Highway 6 signal repainting project in order to give staff time to evaluate the
questions asked as to the viability of the posts for painting and the longevity of any paint

job that would be put on there. All voted in favor and the motion carried unanimously
with a vote of 5 to 0.
