PUBLIC SAFETY COMMISSION MEETING
' FEBRUARY 9, 1995
' COMMISSIONERS PRESENT: Mayor Don Chmiel, Eldon Berkland, Bill Bernhjelm,
Greg Weber, Brian Beniek
' STAFF PRESENT: Public Safety Officer Bob Zydowsky, Building Official Steve A. Kirchman,
Fire Chief Jim McMahon, 1st Assistant Chief Bob Moore
Commission Chair Berkland called the meeting to order at 7:00 p.m.
' Commissioner Bernhjelm motioned, Mayor Chmiel seconded, to approve the January 12, 1995,
Public Safety Commission minutes. All voted in favor and the motion passed.
FIRE DEPARTMENT
' Chief McMahon discussed the long term equipment replacement program for the Fire Department
vehicles. The suggested program is to purchase 2 pumper trucks at the combined price of
$525,000.00. This would eliminate the purchase of a 3rd vehicle and save the City $250,000.00.
' Discussion followed. Commissioner Bernhjelm motioned, Commissioner Weber seconded, that
the Public Safety Commission support the Fire Department's replacement program as proposed.
Commissioner Bernhjelm, Commissioner Berkland and Commissioner Weber voted yes,
' Commissioner Beniek and Mayor Chmiel abstained. The motion passed.
Discussion followed on carbon monoxide emergency calls. Chief McMahon explained the Carver
' County dispatchers have been given a list of questions to. ask when a call comes in. The Fire
Department is then alerted as to the seriousness of the calls and then determine if they send
medical and fire or just fire vehicles. Building Official Kirchman inquired about follow up with
' the homeowners after a carbon monoxide call. If corrections are needed on the homeowner's
appliance(s), the Inspection Division would like to verify that these corrections have been made.
The Building Official will meet with the Fire Marshal to discuss the follow up.
INSPECTION DIVISION
' Building Official Kirchman discussed the number of building permits, revenue and valuations for
1994 versus 1995. Steady commercial and residential growth is expected for 1995, including a
' new industrial park near the Weather Station. He also reported on the staffing of the department,
which currently stands as 2 full-time mechanical inspectors, 2 full -time building inspectors, a plan
reviewer, and a building official. A 3rd full-time building inspector will be on board May 1,
' 1995.

Discussion was held regarding the upcoming 10th Anniversary of the Public Safety Department.
A buffet-type meal was recommended, catered or pot -luck, and the invitation would be for past
and present commissioners, staff, and all public safety agencies that serve Chanhassen.
Memorabilia and event souvenirs were also discussed.
PSC applicants were interviewed by the City Council, and the recommendations of the PSC were
supported by the Council. This item is on the agenda for the 2/13/95 Council meeting.
Commissioner Berkland stated he would be able to attend this meeting.
PSO Zydowsky passed around the PSC call list. Corrections were made and it will be revised
and distributed. The attendance report was reviewed for any ,corrections. Discussion was held
regarding a commissioner's "excused" or "missing" absence.
PSO Zydowsky reported on the supplemental traffic enforcement program. A handout was
shown which deputies will distribute at traffic stops. Traffic enforcement shifts will begin in
May, and run through October.
The Minnesota State Bicycle Conference will be -held March 3 & 4. Any Commissioners
interested in attending should contact Director Haiti or PSO Zydowsky.
The new Support Staff -person will be on board February 21. PSO Zydowsky is the Deputy
Weed Inspector for 1995, with Mayor Chmiel as the Official Inspector.
Commissioner Weber motioned, Commissioner Berkland seconded, -to adjourn the meeting. All
voted in favor and the motion passed.
