PROPOSED ALLOCATIONS
Chanhassen Senior Center Operations
In the past, CDBG funds have been used to support the staffing of the Chanhassen Senior
Center. Dawn Lemme is the staff person assigned to the Senior Center. This job constitutes
50% of her time. Staff is recommending a staffing level of $18,000.
South Shore Senior Center
South Shore Community Services requested $5,170 from the city's CDBG allocation. Last
year the city allocated $5,000 with the understanding that South Shore Community Services
work jointly with the Chanhassen Senior Commission. The City of Chanhassen services
seniors from other communities. This item was discussed at length and in detail by the
Senior Commission. The commission strongly feels that Chanhassen should not fund South
Shore Senior Center financially. After the Senior Commission reviewed the South Shore
Senior Center budget ($76,898), they realized that Chanhassen Senior Center operates under
less than half of South Shore Senior Center's budget. Chanhassen Senior Center's operating
budget is $33,490. South Shore representatives tried to explain that their budget includes
congregate dining and a bus service. The Senior Commission agrees that these services cost
more, however, South Shore requests donations for dining.
South Shore representatives stated that there are 66 Chanhassen residents that visit South
Shore per year. The Senior Commission stated the Chanhassen Senior Center reciprocates by
welcoming Excelsior residents to use the Chanhassen Senior Center. The Senior Commission
also stated that there are some Eden Prairie seniors that visit Chanhassen's Senior Center, yet
Chanhassen does not ask Eden Prairie to fund our Senior Center.
The Senior Commission also stated that Deephaven, Excelsior, Greenwood, Shorewood, and
Tonka Bay do not have a Senior Center. Consequently, it makes sense for those cities to
provide funding for South Shore.. Chanhassen falls under a separate category by having our
own independent Senior Center.
Based on the foregoing, the Senior Commission reluctantly recommended the City Council
approve the allocation of $2,500 to South Shore Senior Center.
Chanhassen Accessibility Improvements
Because of the amount of money allocated to accessibility improvements, it is difficult to
finance a project in one year. This year staff is proposing funding that would be combined
with two previous year's allotments for a total of $60,000, in order to build a handicapped
accessible play structure at Lake Ann Park. This play structure would replace the one

currently located there. The improvements include: the surface, concrete edging and the play
equipment. This year's allocation towards the play structure is proposed at $29,696.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution allocating Year XXI CDBG
funding as follows.
Chanhassen Senior Center Operations $18,000
South Shore Center $ 2,500
Accessibility Improvements $29,696

1995 URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM
WHEREAS, the City of Chanhassen, through execution of a Joint Cooperation Agreement
with Hennepin County, is cooperating in the Urban Hennepin County Community Development
Block Grant Program; and
WHEREAS, the City of Chanhassen has developed a proposal for the use of Urban
Hennepin County CDBG funds made available to it, and held a public hearing on February 27,
1995, to obtain the views of the citizens and local and Urban Hennepin County housing and
community development needs and the City's proposed use of $50,196.00 from the 1995 Urban
Hennepin County Community Development Block Grant.
BE IT RESOLVED, that the City Council of the City of Chanhassen approves the
following projects for funding from the Year XXI Urban Hennepin County Community
Development Block Grant program related and applicable program income and authorizes
submittal of the proposal to Hennepin County for review and inclusion in the 1995 Urban
Hennepin County Community Development Block Grant Program Statement of Objectives and
Projected Use of Funds.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Notice is hereby given that the City of Chanhassen in cooperation with Hennepin Council,
pursuant to Title I of the Housing and Community Development Act of 1974, as amended, is
' holding a public hearing on Monday, February 27, 1995 at 7:30 p.m. in the City Hall Council
Chambers.
The public hearing is on the housing and community development needs and priorities of the City
and Urban Hennepin County and the City's proposed use of the 1995 Urban Hennepin County
Community Development Block Grant Program planning allocation of $50,196.
' In addition, during the July 1, 1995 to June 30, 1996 program year, it is estimated that no
additional program income from locally funded CDBG activities will be available to the city.

Kubitz moved, Seconded by Olson to approve the minutes with one correction. Jane Kubitz
was absent at the December 16, 1994 meeting.
APPROVAL OF THE AGENDA: Bernice Billison moved to approve the Agenda, Jane
Kubitz seconded the motion. All voted in favor and the motion carried.
VISITOR PRESENTATION: Betty Bragg, Emma St. Johns, Ron Block, and Dorothy
Hoffman attended the meeting and spoke on behalf of South Shore Senior Center. Betty
Bragg introduced herself as well as the others. She said that they were here to request
funding for South Shore Senior Center through the Community Development Block Grant.
Ron Block stated that South Shore Senior Center is requesting $5,000 for the year 1995. The
Senior Commission reviewed the South Shore Senior Center budget ($76,898), and realized

and explained that there are four Chanhassen residents who serve on the South Shore Senior
' Center Advisory Board. Dorothy Hoffman listed the services that South Shore Senior Center
provides, which included dining, transportation, social/recreational events, educational, health
education/exercise, health screening, exercise class, volunteers, and case management.
Emma St. John thanked the Senior Commission for listening and requested the funding be
approved.
ALLOCATION OF COMMUNITy DEVELOPMENT BLOCK GRANT: 1. $2,500 to the
South Shore Senior Center. Based on earlier discussion with South Shore Senior Center, the
Senior Commission reluctantly recommended the City Council approve the allocation of
$2,500 to South Shore Senior Center.
2. $18,000 for staff time associated with the Senior Center Operation: The Senior
Commission recommended the City Council approve this allocation. There was no
discussion.
3. $29,696 for the city's handicapped accessible improvements: The Senior Commission
recommended the City Council approve this allocation. However, they requested benches
along trails and in front of the Senior Center, as some seniors need to rest during their walks.
The Senior Commission also requested some of the money fund "Senior Parking" signs at
Festival, Americana Community Bank, Chanhassen Bank, and Perkins parking lots.
UPDATE ON SENIOR CENTER ACTIVITIES
' The Senior Advisory Board is currently conducting a survey to determine how much should
the Senior Center charge for activities and how much can the seniors afford to spend on
' entertainment per month. There are currently some activities that are free, such as popcorn
served with the movie of the month. Activities such as visiting KSTP was excellent. It only
cost $8.00. The seniors then went to Cafe Late for lunch.
' One of the new requirements for the Senior Advisory Board is that they all have to learn how
to operate and run a computer. Training will begin soon.
' The Senior Chorus will sing and the special award next Saturday in Chaska.
' UPDATE ON SENIOR HOUSING.
On February 9, 1995, the Carver County HRA reviewed Chanhassen's Senior Housing project
and moved to approve a $5.3 million in bond sale to fund the project, contingent upon city

WHO WE ARE: Senior Community Services, a United Way Agency founded in 1950, responds
to the needs of seniors with services designed to help seniors remain active,
well and independent in their homes and communities.
WHO WE SERVE Senior Community Services serves over 18,000 seniors in suburban and rural
' Hennepin County and many of the surrounding counties.
' WHAT WE DO: Senior Centers & Community Senior Groups
Seven senior centers located in the cities of Buffalo, Delano, Excelsior, Long
Lake,,Minnetonka, Monticello and Mound, all serve their surrounding
communities. Activities include a wide range of social, recreational, nutrition,
informational and educational programs designed for the needs of the older
adult. Each center offers supportive counseling, transportation, peer support
and volunteer opportunities. The cities of Hamel, Hopkins, Loretto, Maple
' Plain, Plymouth, Robbinsdale and Wayzata, while not having a senior center,
work with Senior Community Services to offer many of the same services
available through senior centers. The senior program of these cities provides
' a much needed access point for seniors of these cities.
Senior Outreach
' The Senior Outreach program provides in -home counseling and case
management to help older adults live as independently as possible, avoiding
unnecessary nursing home placements. The older adults receive in home
assessments of their needs by professional counselor /case managers.
' Arrangements are then made to provide needed services such as
Meals -on- Wheels, energy assistance, transportation, or in -home care.
' H.O.M.E. Program
The H.O.M.E. (Household and Outside Maintenance for the Elderly) serves
' the communities of Bloomington, Richfield, Eden Prairie, Edina, St. Louis
Park, Minnetonka, Chanhassen and Brooklyn Center. Services such as
home maintenance, painting, repairs, homemaking, snow shoveling and
Senior Community Services yard work are delivered at the senior's home.

Minnetonka, MN 55305 Senior Employment Program
' 541 - 1019 The Senior Employment Program or Seniors Serving Business provides
A United Way productive work for older adults, many who need to supplement their Social
Supported Agency Security incomes. Located in Minnetonka, the older adults engage in
unskilled, non- strenuous, repetitive manual labor.
SERVICES AND PROGRAMS
1994 SOUTHSHORE SENIOR CENTER
Senior Community Services, in cooperation with the cities of
Chanhassen, Deephaven, Excelsior, Greenwood, Shorewood and Tonka Bay
and many volunteers, has been able to provide the older population of
these cities many valuable programs and services since 1983 when the
Southshore Senior Center opened.
This program plays an important role in the Southshore communities
and with your city's support, and the help of volunteers, it will
continue to do so. We urge your continued support and ask that you vote
"Yes" and allocate the amount requested by Senior Community Services
for this program.
Dining A full course meal is served each day the center is open
(Monday, Tuesday and Friday). Senior Community Services
contracts with Volunteers of America who operate the
Congregate dining program to bring this program to our center.
Over 30 volunteers help the cook present a great meal. This
affords our older adults (many of them living alone ) the
opportunity to socialize while dining. This is an opportunity that
is not only good for the physical well -being of folks but also for
their emotional well being. We served over 5,000 lunches to
more than 300 individuals in 1994.
Transportation The center wrote a grant and was awarded a
14- passenger, lift- equipped van. We have 3 volunteers
and a paid driver (who drives 15 hours per week.). The
van brings people to the center on Monday, Tuesday and
Friday, and on Wednesday and Thursday, when the center
is not open, the van takes people grocery shopping, to 7-
Hi shopping center, Ridgedale, Knollwood and Chanhassen.
The van made over 4,000 one -way trips and served more
than 100 individuals.
Social /Recreational Includes holiday celebrations, birthday
' Events celebrations, card games, field trips to areas
of interest. 162 social activities were held
' in 1994. Average rate of participation - 28
people.
educational Educational Over 69 a opportunities were held at the
center in 1994. A volunteer conducts a weekly Reading
and Discussion Group. A local librarian presents book
reviews; volunteers from many organizations come to the
' center with interesting programs.
' Health Education /Exercise
These events happen routinely. Health Education programs are
' held monthly. Topics range from 'The Living Will" to "What
Happens When We Begin to Lose our Hearing ?"
Health Screenings Foot Care is offered monthly; blood pressure
' screenings twice a month; flu shots; major health
fair conducted by a local hospital; hearing
screenings. We had 188 health - related events at
the center in 1994.
' Exercise Class Is held three times a week, taught by a certified
aerobics instructor at very reasonable rates.
' Volunteers 77 people were involved in one or more programs at
the center in 1994 - dining volunteers, receptionists, van
drivers, program leaders - over 5,695 hours were
documented.
Case Management Social workers are available and work on a one -to-
one basis with an older adult and family members
during periods of crises. Staff are able to aid the
older adult in securing services needed to help
' them remain independent and in their own homes.

Sojourn is a community based adult da program, an to
nursing home placement, in it's tenth ye of serving the frail
elderly and their families in West suburban Hennepin County. Our
continued growth indicates the increasing need for this service
which allows the elderly to remain living independen

vehicle from the Minnesota Department of Transportation to be
delivered by the fall of 1995.
The Minnesota Department of Transportation grant for this vehicle
covers 80% of
funds. it's cost of $38 with a 20% match of local
Sojourn respectfully requests that the city of Chanhassen
make a generous contribution toward the $8,000 local portion due
for this vehicle.
The residents of the City of Chanhassen would be able to offer the
vehicle to both the public and private groups of its citizens for
group use.
