RALF procedures require two appraisals for each property to be acquired. Staff has requested requests for proposals from area appraisers to proceed with the next phase of the process. Staff has ranked the proposals as follows: 1. Child Martin & Lofgren $3,000.00 2. Orion Appraisal, Inca $3,200.00 3. Kramer, Geisler &' Strand, Inc. $5,500.00 4. Swenson & Associates $15,000.00 Recommendation Staff recommends that the appraisal contract be awarded to the two lowest bidders: Child, Martin & Lofgren and Orion Appraisal, Inc.. Attachments 1. Information to bidders: 1. The appraiser must be on the list of qualified appraisers eligible for state contracts. 2. The appraiser shall be responsible for obtaining Minnesota Department of Transportation certification of appraisals. 3. The bid submitted shall separate the appraisal costs for each parcel. 4. The total bid shall be based on the sum total of the appraisal cost for both parcels. 5. The contract shall be awarded to perform appraisals for both parcels. 6. The appraiser shall, as part of the bid, submit a date upon which the appraisal shall be completed following award of contract. Time of completion shall be a consideration in the award of contract. As per our conversation, we will complete two separate narrative (before and after) appraisals for the fee of $1,600 each or a total of $3,200. Completion date will be within 4 weeks upon receiving written confirmation from the City of Chanhassen to begin. The agreed upon completion of the report assumes that written authorization will be received ' in a timely manner; and that all supporting information to be provided by the client will be readily available; and that the appraiser will be afforded ready access to the above mentioned property. The purpose of the appraisals will be to estimate the "Market Value" before and after the partial taking. The reports shall comply with accepted standards as detailed by the Appraisal ' Institute and comply with USPAP regulations as required.
