C. Cost Estimate — Preliminary cost estimates have been periodically updated
to reflect revisions to the original layout that was previously developed in
2008. The latest estimate dated October 4, 2011 includes the estimated

project costs including construction, right -of -way acquisition, administration/construction
and contingencies of $8,044,000. In addition to the cost estimate, a preliminary cost split
summary has been developed to show the breakdown of funding from Federal Aid,
Carver County and City of Chanhassen. Based on the Master Agreement that was
approved by Carver County and the City of Chanhassen for Lyman Boulevard, the cost
the City would need to help pay for the improvements is between $1,500,000 and
$2,000,000 depending on the cost split between right -of -way and administration costs.
The City's portion of the roadway costs is planned to be paid for using Municipal State
Aid funds. This cost does not include any City utility improvements at this time. Staff is
still discussing these cost splits with Carver County and will have a recommendation in
the near future which will be included in a joint powers agreement with the County. Staff
has identified turn lanes and a potential right - in/right -out turn lane that is beneficial to
private properties for future development. These improvements should be assessed back
to the benefiting private land owners consistent with the improvements that were made
on the first phase of the Lyman Boulevard improvement project (Galpin Boulevard to
Audubon Road).
D. Staging — Lyman Boulevard is proposed to be closed to through traffic to make these
improvements. Audubon Road north of Lyman Boulevard will be open to through traffic
and Sunset Trail residents along with other residents that have access to Lyman
Boulevard will have access to their property during construction. The preliminary detour
route during construction for traffic coming from the west would be to take CSAH 15
(Audubon Road) south to CSAH 14 (Pioneer Trail) east to CSAH 17 (Powers Boulevard)
north on CSAH 17 to CSAH 18 (Lyman Boulevard). The intent is to construct Powers
Boulevard under traffic as it is mostly widening and median work east on Lyman
Boulevard.
E. Schedule — Construction of this project is anticipated to begin in 2014.
The preliminary schedule is as follows:

• Public Open House (October, 2011)
• City Council Layout and Cost sharing agreement Approval (November, 2012)
• County Board Approval (November, 2012)
• Bid Letting (November, 2012)
• Contract Award (March, 2014)
• Construction Start (April, 2014)
• Construction substantially complete (November, 2014)
