The applicant requested some changes to the site plan at the time of building permit issuance. Staff took the position that the structure must be built as approved by City Council. Any changes should be approved by Council. The changes are as follows: 1. Eliminate the louvers. 2. Use rock -face block rather than drivit for accent. 3. Change the pattern of the decorative stripe. If the City Council wishes to approve the changes, staff will implement the plans accordingly. Attachments 1. The Planning Department is taking the position that the structure must be built as approved by the City Council. If the applicant wishes to make changes to the plans, a site plan amendment will be required. This process will require Planning Commission and City Council approval. Chanhassen, MN 55317 Dear Mr. Schulz: The Inspections Division and Planning Department have reviewed your letter of April 15, 1994 explaining the deviations from the approved plans for Goodyear. Your proposals to correct the mistakes are acceptable, and the stop work order was lifted today. Staff does not have the authority to approve alternates to the design of the building(s). You may apply for a site plan amendment through the Planning Department if you wish. The change will require Planning Commission and City Council approval. Please call if you have any questions. 'Vork Stop" order at Goodyear building. Dear Mr. Kirchman: Thank you for returning my phone call on 4 -14 -94 to discuss the "Stop Work" order issued on the Goodyear building. As I related to you in our conversation; Dave Brockpahler of DayCo Concrete Company, his foreman Dick, and I discussed using rockfaced block at the jobsite one day. Since we decided that it would improve the quality of the building, I went directly from that meeting to discuss that possibilitywith Sharmene. She did not approve of substituting rockfaced block, and I relayed that message to DayCo's offices. Somehow Dick, DayCo's foreman, never got the message; and he started installing the rockfaced block. Significant numbers of rockfaced block had been installed before I noticed. After discussions with Mr. Brockpahler we agreed to continue using the rockfaced blocks, believing that coupled the extra brick, we had a more aesthetically pleasing and higher quality building. Furthermore, we still had the option of covering it all up with the EPS (Drivit). ' It is our hope that the City of Chanhassen will accept the exterior wall. as they are currently constructed. [tile will petition whomever we need to petition to accomplish this wish. However, we do not wish to delay construction on the rest of the building, while we await a decision. Therefore, if it is determined ' that we mist appjy the Drivit, we will do so. ' s I 1. understand the "Stop [!,fork" order, there are three issues: Tne louvres have not yet been applied, 2. Rockfaced block was used in the decorative stripe, 3. The pattern of the decorative stripe is not exact to the drawings. ' Please be advised of the following information: 1. The louvres shown on the drawings are decorative and nonfunctional. The gabled roof is vented with a full ridge vent. The decorative louvres will be attached over the brick late in the building process. Obviously we would not want to attach these louvres now to protect them from damage. ' 2. The EPS (Drivit) is shown on the drawings to be adhered to a masonry substrat. As to the pattern, we can install the Drivit in exactly the pattern shown on the drawings. However, we have serious questions about the wisdom of extending the Drivit to the ground; since, as you know, it is susceptible to chipping and likely will receive more abuse closer to the ground. It is our intention to begin applying the Drivit to the Abra and Goodyear buildings on the week of May 9, 1994. We shall do exactly as the staff determines as ' to the application of the Drivit on the Goodyear exterior. Finally, it is our opinion that the application of both the Drivit and the louvres lower the quality of the building's exterior. We will be covering a large quantity of brick with a less permanent product which gets adhered to the building rather than being integral to the wall. However, we will proceed as directed.
