At their regular meeting on November 28, 1994, the City Council authorized the reinitiation of
the feasibility study for the Powers Boulevard (CSAH 17) Improvement Project No. 93 -29. The
feasibility study is necessary since special as$6ssmerits are proposed to the office /industrial and
commercial properties adjacent to the project: The project engineer from BRW has prepared the
feasibility study with consistent assessment `'methodologes from the previous study prepared in
early 1992; however, the scope of the overall project has increased significantly.

A fey of the Citv Council members may recall that the last time this project came before them was in April of
1992. At the time a feasibility study had been completed and was presented to the Council for improving a section
of Powers Boulevard (CSAH 17) from Trunk Highway 5-to approximately 2,200 feet south. Following a rather
peaceful public hearing and a great deal of debate amongst the City Council, the project was voted down. This
action was not the result of any objections received concerning the project, but rather, a lack of comfortable
understanding as to what or who was the underlying impetus for the project at that time and even more so, that fact
that there was going to be no County funding participation with the project.
It is now 2%z years later and this project is once again coming before the City Council but with a totally new look.
The size of the project has more than doubled with the project limits now extending from Trunk Highway 5 south
to Leman Boulevard. In addition, the City has since entered into a joint powers agreement with Carver County to
design, construct and finance this proposed Powers Boulevard (CSAH 17) improvement project.
One element that does remain the same from the previous project is the proposal to assess the abutting business park
properties along the project. Therefore, the City is required to take the necessary steps including preparing a
feasibility study which identifies the primary project elements, project costs, and proposed special assessments, and
hold a formal public hearing on the project.
The project engineer :has provided a tentative, project,sche4i le as fprmmsted at this time (see attachment). If
authorized, the feasibility study would be submitted to the - City Council at its regular meeting on December 12, 1994
with a public hearing tentatively scheduled for' January `0,`1905- Dunng ri t, +Carver, County has schedule
a neighborhood informational meeting for December 8, 1994.
It is therefore recommended that the City 06=61, authorize the reinitiationof lbe feasibility study for the Powers

Since the roadway is designated as a State Aid route, we will be required
to submit the plans and specifications to MnDOT State Aid for their review
and approval. We propose to submit the plans and specifications for their
review in early March, 1995. Any delays in the State Aid review process
could result in some delays in the project schedule.
Pending City Council authorization, we are prepared to proceed based
upon the schedule detailed above. Please let me know if you have any
