I apologize. In December you stated that you did not want to establish another work session in December an; that the item should not reappear until after the first of the year. The city council additionally` `listed various questions which they felt should be addressed in January. This item was placed on the January 9 agenda and the questions that were listed in December of the questions and I, mistakenly, thoi session was not necessary. The only ri questions was to ensure that the city cc commission appointments (see Resolut making appointments and to ensure thi (see Resolution 90 -19 in the rearof the No action is required on No. 95 -10 can reasonabl believe that whatevef m be adopted prior tq the. 5 doing anything additiop< Two miscellaneous items: ►h that this o it adopted a No. 95 -10 in A majority position was stated on each council state that an additional work ffice was seeking answers to these view resolution in regards to the city council packet). City Code previously included a section under "Commissions" which read something like, "Commission appointments shall include; "whenever practical, a diversity of location within the community, educational backgrounds, occupations, sex, and ethnic backgrounds." Apparently that wordage was deleted during one of the recodifications; and 2. The existing ordinance in regards to public safety appointments includes a requirement that one of the commissioners be a city council member. Mayor Chmiel served in this role for many years following the adoption of the ordinance. On either February 6 or 13 the council should decide if this requirement is currently necessary. dv MEMORANDUM G I DATE Z APPLICATION FOR CHANHASSEN COMMISSION ITION ESIRED POS ¢ — & 6 ;;Zj OW ALTERNATE -// SAME' / • L7 BIRTHDATS (OPTIONAL ADDRESS 9 /O <JL 0. ra HOME PHONE 3 c1 BUSINESS PHONE HOW LONG HAVE YO0 LIVED IN CBANHASSBN T AI IjjeS - HIGHEST LEVEL OF EDUCATION ATTAINED, PLUS DEGREES, IF ANY CURRENT EMPLOYMENT: (GIVE POSITION, EMPLOYER, AND BRIEF DISCUSSION OF DUTIES. CITY OF CHANHASSEN 690 COULTER DRIVE • P.O. BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 MEMORANDUM TO: Mayor Don Chmiel & City Council Public Safety Commission Don Ashworth, City Manager FROM: Eldon Berkland, Public Safety Commission Chair DATE: January 18, 1995 SUBJ: Public Safety Commission Appointments This memo is to provide the recommendations of the Public Safety Commission to the City Council for appointments to the Public Safety Commission. Prior to our regularly scheduled meeting on January 12, 1995, the Public Safety Commission did interview the three residents that had submitted applications. The Public Safety Commission has one existing vacancy because despite several ads being placed in the paper, we received no applications to fill Commissioner Dave Johnson's position when he resigned in 1994 because of a promotion at work that had him travelling more. Public Safety Commissioners Bill Bernhjelm and Dave Dummer had terms that expired at the end of 1994. I am pleased to report that after giving it a great deal of thought and consideration, both Commissioner Bill`Bernhjelm and Commissioner Dave Dummer have agreed to continue to serve on the Commission: Dave Dummer has asked to complete Dave Johnson's term, which ends in 1996, and Commissioner Bernhjelm has agreed to continue on for another full three year term. The Public Safety Commission strongly recommends that the City Council reappoint these two Commissioners, as both have provided a very. great deal to the Commission, and to the City. Both have not only become knowledgeable as to all aspects of the public safety service delivery system in Chanhassen, but have taken advantage of opportunities to become personally acquainted with the Public Safety staff, Carver County deputies, and representatives from the other emergency response organizations that serve our City and therefore truly have a personal knowledge of the system that they advise the Council on. Memo Re: 1995 Appointments to Public Safety Commission January 18, 1995 Page 2 The three residents that submitted applications to the Commission all are excellent candidates. The only differentiating factor between Mr. Labatt and the other two candidates is that Mr. Labatt does have a background in emergency services and law enforcement, and is presently working as a Deputy Sheriff for the Hennepin County Sheriff's Water Patrol Division. After the interviews the Commission discussed at length the pros & cons of recommending either someone with public safety experience or a resident with no background in this area. While we acknowledged discussion at the Council level about the benefits of having an appointee that has no background in these areas, we do not feel that we can discount the valuable input that Mr. Labatt would bring, particularly considering his expertise in the area of water safety, snowmobile safety, and other special knowledge (dealing with noise pollution, traffic safety, drugs, boating instruction, emergency response, etc.). With the continuing concerns that we are hearing from the public on snowmobiling and boating safety issues, Mr. Labatt's experience & expertise simply cannot be ignored. Therefore, the Commission is unanimously recommending that Mr. Labatt be appointed to the three year term position that is open. The Public Safety Commission intends to continue to consider creating additional volunteer positions to enhance the public safety system in Chanhassen, one of which is the development of a volunteer emergency management group which we hope to implement this year. We think that either of the other two applicants would be excellent additions to this group. Also, either of these applicants would be excellent alternates should a position need to be filled on the Commission. RECOMMENDATION It is the unanimous recommendation of the Public Safety Commission that Bill Bernhjelm be reappointed for another three year term; that Dave Dummer be reappointed for the two years remaining on Dave Johnson's term; and, that Steve Labatt be appointed for the remaining three year term. g:',safetyshVscappoLnts CITY OF CRA 690 COULTER DRIVE • P.O. Hopefully ,everyone will bring their calendars. My recollef on was that it was only Councilman Wing who had a problem meeting on off Mondays. =Unfortunately, the only off Monday in January is January 30. [Note: January 16 is Martin Luther King Day and cities are prohibited from conducting business on that day unless it is iii emergency.] Commissions for which vacancies exist include the Planning Commission (3 vacancies), Park and Recreation Commission (2 vacancies),Public Safety: Commission (2 vacancies) and Insurance Committee (2 vacancies). So; as to ensure that we would be prepared for that meeting, I would also like to ask the following questionsWonday night: y + Does the council wish to interview incumbents who : 'have reapplied? e S t How much time does the council wish to set for determining questions and l p - is ..g ,,„ __._....__._.°„r . :os Does the . council.Ewish to establish asub- committee of the council to carry out the interviews? b K eg + Do you favor term limits for commission members U o What month would you like terms to effect? Depending upon how the city council answers the above questions, the interview portion of the meeting could be relatively short. If that would occur, I would ask that we use that evening to also discuss the potential of using a construction manager associated with the city hall expansion and the potential of selecting a financial investment advisor...
