' I recommend purchasing the vehicles and equipment from the vendors with the low bids and
quotes all meeting specifications. The bid from Hayden Murphy Equipment for a new
' Dynapac asphalt compactor is lower than Ziegler's Inc. bid. The Dynapac from Hayden
Murphy does not meet specifications in three areas.
' 1. Does not provide cocoa mats on the drums. These mats keep the water well
distributed on the drums and in turn keeps the drums clean.
' 2. The rear drum vibrator cannot be run separate of the front. When making a
first pass on hot asphalt, compaction works best by having the front drum pass
over the material not vibrating, followed by the rear drum vibrating.
' 3. The operator station is not as safe for operation with good visibility as desired

and specified. If the seat is moved to opposite side of machine for better
visibility the control is on the opposite side. The Caterpillar compactor has the
seat in the middle for good visibility and control location.
' The used Caterpillar compactor with 221 hours from Ziegler's Inc. does meet specifications in
all areas. There is a six month parts and labor with two year drive train warranty on the used
' compactor. This low hour compactor from Ziegler's Inc. will have full warranty through the
black top season and is $500.00 less than Hayden Murphy's compactor which does not meet
specifications.
As a summary of the vehicles and equipment to be purchased in 1995, these purchases at this
time are the remaining vehicles and equipment scheduled for 1995 for the Public Works and
' Public Safety Departments. The total amount budgeted for 1995 for these units is
$523,000.00 The total amount including sales tax needed is $475.800.00. The only items
still to be purchased later when vehicles are delivered are pickup tool boxes, hitches, and
' special lighting.

Commentary
Internal Service Fund - Vehicle /Equipment Maintenance
General Comment: This fund was established: 1) to provide a means by which long range capital purchases
could be monitored and planned; 2) to provide a "control center" for purchase /maintenance /usage of vehicles and
equipment; and 3) to divorce from the operating costs the peaks and valleys created by a number of major
purchases occurring (or not occurring) in any one year. During any five year period, since origination of this fund,
costs have approximated 2% of the valuation of property within the community (the relationship between property
sewered, streets/utilities, and equipment necessary for property /public improvements served is highly
predictable). The City completes a debt analysis study each year to insure that the debt structure of this fund
stays within the 2 mill guideline and that overall debt stays within 8 mills.
