The low bid was submitted by Edward `,, & Sons, Inc. at a total bid of $441,758.45. The other bid received was from S. McCrossan Construction, Inc. at $482,213.05. The engineer's estimate for�fhe project was $470,000. If the change order prices received appear unreasonably high, staff also has the option of soliciting change order prices from a number of other general contractors currently performing work in the City. Both the HRA and city have condemnation powers. For those projects involving public improvements, the city has acted as the lead agency in carrying out the condemnation —West 79th Street realignment, extending Market Boulevard to Highway 5, Burdick Pond, etc. Condemnation for the purpose of eliminating blight or aggregating parcels for redevelopment purposes have typically been the responsibility of the HRA— Havlik's Gas Station, Bernie Hanson, the old Hanus building, etc. Again, it has been the city who has typically come in and built most of the parking lots within the downtown area recognizing that it is solely the city who has the power to assess the costs of that construction back against the newly redeveloped parcel. Both the HRA and city council have the authority to enter into contracts to complete work authorized under state statute. Joint powers agreements exist between the city and HRA so as to ensure that public improvement costs, not covered by assessment, are legitimate costs to be paid by the HRA. Both the budget for the HRA as well as any bonding proposed to be carried out by the HRA must be approved by the city council. It is the belief of this office that the pedestrian bridge has been seen as primarily an HRA project. If I am correct, the city council may wish to refer this item to the HRA so as to allow them to make the decision as to whether the contract should be awarded or not. I'll make the assumption that, assuming that the city council does make a decision as to refer this to the HRA, that the city council would then be amenable to releasing the $500,000 recently Don Ashworth March 8, 1995 Page 3 ' included in the last bond sale for this project. I will include that specific authority in a future city council packet assuming that the HRA does award the contract. A motion to not allow ' the HRA to bond for this project would make all other issues moot. Manager's Recommendation: I see this project as being similar to an unplanned and ' potentially unwanted pregnancy. However, the fact remains that the HRA has spent approximately $250,000 to develop a highly unique bridge which will endure through time and become symbolic for our community. It will also ensure that over 1,000 of our residents ' can safely gain access to our downtown and three schools. Of the remaining $500,000 to actually construct the bridge, nearly $300,000 of that will be reimbursed to the city. Referring this item to the HRA to make the decision as to whether or not to award or not is recommended. The recommendation has the implicit recognition that the item will reappear on a future agenda in the form of authorizing the release of bond proceeds for the project. Box 147 Chanhassen, Minnesota 55317 RE: Site Improvements at Approaches to the Pedestrian Bridge Dear Todd, As you requested, I have studied how the site work related to the Pedestrian Bridge could be separated into several packages, which would allow the City to act as general contractor for the site improvements. The major work items, defined as packages, would be grading, concrete work, lighting, bituminous paving, and landscaping. Please review this information and let me know how the City wishes to proceed, The first package would be grading, basically to accomplish the movement of earth at the south end of the bridge. While the fill at the north end was accomplished as a part of the Hanus site improvements, some additional work may be required (to fill depressions that might show up or regrade any areas that might have settled or eroded). The contractor for the bridge will have the necessary equipment on site, so it seems logical to add this work to that contract through a change order. The amount of work required is relatively small; we have estimated 625 cubic yards common excavation at $6.00 per cubic yard, for a total of $3,750.00, plus a minor amount of finish grading at each abutment. The total additional cost should not exceed $4,500.00. 1 have discussed this with Strgar Roscoe Fausch and we will coordinate the necessary work for the change order upon approval from the City. Paths immediately next to the bridge will be concrete to provide a means of overcoming potential differential settlement at bridge abutments. This work could also be a part of the general contract for bridge construction, as the contractor will be constructing several concrete elements as a part of the bridge. Again, this work would be most cost effective as a change order. The plan shows 1,304 square feet of concrete walk, which at $3.00 square foot would total $3,912.00. I asked Killmer Electric Company for a quote for the work; they will be the electrical sub - contractor for the bridge and, therefore, would be most ' competitive. A copy of their quote for lighting is attached. The total cost of lighting for the bridge project, according to the Killmer Electric quote, is $32,264.00. Although the work could be separated even further (bridge lighting and path lighting, for example), it may be appropriate to bid ' the lighting as a distinct package. ' We have estimated that the cost of bituminous paving (for paths leading to the bridge) to be $4,600.00 (460 square yards at $10.00 per square yard). This work could be accomplished through a purchase order or combined with other path paving projects in the City. Landscaping is the last package. Our estimate for all planting, turf establishment and irrigation is ' $57,700.00. The dollar amount of this package and general competition in the landscape trades would indicate that this work be bid. ' The signs shown on the plans are the only outstanding work. The work required to fabricate and install the signs is estimated to be less than $1000.00. This might be handled most effectively ' through a direct purchase. ' Please call me with any questions.
