PRC 2011 10 25 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING OCTOBER 25, 2011 Chairman Daniel called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Jeff Daniel, Steve Scharfenberg, Tom Kelly, Cole Kelly, Elise Ryan, Peter Aldritt, and Brent Caron STAFF PRESENT: Jerry Ruegemer, Recreation Superintendent PUBLIC PRESENT: Todd Neils 990 Saddlebrook Curve APPROVAL OF AGENDA:Carron moved, Tom Kelly seconded to approve the agenda as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. PUBLIC ANNOUNCEMENTS: Tom Kelly: I have a public announcement. Daniel: Oh, please. Tom Kelly: Instead of spending his birthday with his wife, Brent has decided to come today for our meeting to celebrate his birthday. Take a few. They’re small. Daniel: Tom, thank you. APPROVAL OF MINUTES: Daniel: Alright, let’s move onto the approval of our minutes from our last meeting dated September 27, 2011. If there’s anything that needs to be changed, added or addressed, please do so. Or note. Cole Kelly: I think we should note that on pages 10, 11 and 13, when we toss around numbers such as 633 and 205 we are meaning thousand. It just got written out as the number and maybe those should be Park and Recreation Commission – October 25, 2011 corrected in various spots. Done by myself and Tom Kelly and Todd Hoffman. Those are the only changes I’ve noticed. Daniel: Thank you Cole. Scharfenberg: Move for adoption of the minutes from the September 27, 2011 meeting with those revisions as noted by Commissioner Kelly. Daniel: Can we get a second? Carron: Second. Scharfenberg moved, Carron seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated September 27, 2011 with changes proposed by Cole Kelly on pages 10, 11 and 13. All voted in favor and the motion carried unanimously with a vote of 7 to 0. CONSIDER ACCEPTING DONATION OF DOUBLE BATTING CAGE FOR LAKE SUSAN PARK, CHANHASSEN ATHLETIC ASSOCIATION. Ruegemer: Thanks Chair Daniels. Just wanted to present the item tonight. Item number 2. Mr. Neils is in the crowd tonight and he can answer certainly any questions after staff presents the report. So just to give you a little, the proposed motion is that the Park and Recreation Commission recommend that the City Council accept the donation of the two 12 by 12 by 70 mesh batting cages nets for installation at Lake Susan Park for public use so just to give you a little background. The CAA, the Chanhassen Athletic Association would like to purchase, install and donate the two mesh style batting cages with their metal support posts to the City, and then all donations of course exceeding $500 must be approved by the City Council. So the commission can review this item tonight and make a recommendation, if they choose to do so. Just give you a little background. CAA is a parent run organization. Been around the community for over 40 years. The City’s had a lot of partnerships with the CAA in a number of different projects throughout those 40 years. So the CAA has certainly talked to area coaches that play in that particular location as well as the other areas and parks within our park system and just to give you a little background. Lake Susan did originally have a batting cage that was purchased by CAA and donated to the City but a storm came through one summer day and kind of bent up everything. All the metal and it was really beyond repair at that point and it was dismantled and disposed of at that point so, so Lake Susan has not had a batting cage for quite a few number of years now so CAA’s really looking at really to kind of get that back up in action again and looking to do that yet this fall or next spring for that, for the CAA to partner with the City again to install a new batting cage system at Lake Susan. As stated the Association would pay and provide all the materials and supplies associated with the project and the City would be responsible for kind of clearing the 30 by 80 aggregate area for the post so the City would be excavating the area and refilling it with an aggregate base suitable for the batting cage to be built up on top of that. And this work certainly would include us doing that and disposing of the soils for that base area. If you look on the back of the memo, that would be the area, if you look on the left field side or the west side of the ballfield, kind of where that dark yellow object is here, that’s where the batting cages are proposed to go in that general area and that’s probably about, well pretty close to where the other batting cages were at that point many years ago. So it is the recommendation that the Park and Recreation Commission recommend that City Council accept this generous contribution of two batting cage nets from the Chanhassen Athletic Association for installation at Lake Susan Park. Daniel: Okay. We’ll move on for discussion. Commissioners, any questions or comments? 2 Park and Recreation Commission – October 25, 2011 Scharfenberg: Todd, I’ve got a question for you if you want to approach. In your memo on paragraph two regarding the installation of the electricity…keep that in there, JUGS machine or lighting. I mean I guess I had a question when I saw lighting. What that was referencing. Todd Neils: Lighting to light the batting cage area. Scharfenberg: Okay, during the evening then? Todd Neils: Potentially. Scharfenberg: Okay so. Todd Neils: Or dusk. Scharfenberg: So what, I don’t know that I’ve ever seen, what’s the, I mean do you guys have an idea that you are going to do that or is that something that just potentially we may do it at some point or? Todd Neils: Yes. Our intention is not necessarily to run lighting immediately but merely to have electricity available specifically for JUGS machines. With lighting possibly to come down the line. Scharfenberg: Okay. And one other thing, I know it doesn’t have anything to do with the cages. At one point you guys had spoken, you on behalf of I don’t know if it was the Dugout Club or CAA, had talked about putting a dugout set at Lake Susan as well. Is that still your plan or is that kind of on a back burner right now? Todd Neils: Based on the building guidelines necessary by the City of Chanhassen, it’s on the back burner. Scharfenberg: Okay. Daniel: Okay, thanks Steve. Elise? Tom? Tom Kelly: Mr. Chair I had a couple questions. Do you know what the approximately cost would be of the base material and the City’s responsibility for the installation? Ruegemer: Well you know obviously we’d do everything in-house through the park and rec department with that and we certainly have the equipment necessary to you know excavate that materials out in a very timely fashion. I don’t know, Todd do you have that number on the aggregate? I don’t have that but we certainly, staff can get that to you. Tom Kelly: I mean is it hundreds of dollars or thousands of dollars? Ruegemer: I would say it’d be well under a thousand dollars. Tom Kelly: And I’m curious too, will this, is it going to be like Bandimere? Will this always be open? This batting cage even if there’s a pitching machine inside. Ruegemer: Well to my knowledge on pitching machines or JUGS machines and they’re portable so they’ll be kind of going in and out on a daily basis so there won’t be any permanent batting cages, or pitching machines as there was at Lake Ann that were removed so it’d be basically just kind of open cages with the possibility of hooking up to power. 3 Park and Recreation Commission – October 25, 2011 Tom Kelly: Okay. Who’s responsible for any repairs? Ruegemer: I would assume that the City would responsible for the, with the repairs. You know again CAA will be purchasing and donating them to the City with helping out with you know kind of putting the nets up on an annual basis. We will take them down and store them in the wintertime so similar to the arrangement at Lake Ann. If there’s any type of repairs, that sort of thing I’m sure that we would be. Tom Kelly: Okay. Daniel: Alright, thank you Tom. Elise? Ryan: No. Daniel: Cole? Cole Kelly: No. Carron: Nothing. Daniel: Brent, Peter? Okay, great. Scharfenberg: I have one other thing, I’m sorry Jeff. Are the batting cages going to sit side to side? I couldn’t tell from the length, or are they going to be kind of back to back? Todd Neils: Side to side. Scharfenberg: Side to side, okay. Todd Neils: The difference between the batting cages that are currently at Lake Susan, or proposed to go into Lake Susan and the ones that are currently at Lake Ann, if you’ve been to Lake Ann you’ll see that the batting cages that were donated are affecting the exterior cage. However the interior posts that are proposed, which are 3 inch outside diameter posts, are holding up very well over at Lake Ann Park and we’ve configured the batting cage so that we would anticipate minimal repair necessary because the posts are probably most susceptible to bending and so on and so forth but because of the size and thickness of the steel, we don’t anticipate any issues. Daniel: Okay. I don’t have any questions either but certainly on behalf of the City want to thank you for the donation. Ruegemer: Chair Daniels, I think Mr. Neils would also like to talk about some moving some fencing around the players benches, bench areas. Daniel: Okay. Todd Neils: As you can see right now the current configuration has the batting cages, or not the batting cages. The dugouts with open area to the playing field and what I’m proposing is, we would also, while we’re having the batting cages installed we would flip flop so rather than having it open to the playing field we would effectively close it to the playing field for safety reasons because on a number of occasions foul balls are hit into the dugouts and so by us flip flopping and again we would pay for this but 4 Park and Recreation Commission – October 25, 2011 flip flopping this and using as much of the same material that we is currently there, repurposing it, we would have the ability to you know for safety reasons protect the players. Daniel: Just moving the fence from the back to the front. Todd Neils: Back to the front, yep. Daniel: And that’s it. Then it’d exposed you’re open to the back. Todd Neils: Yes. Daniel: So all the parents can come up and hassle their kids. Alright, sounds smart. Todd Neils: When kids are playing at that age we hope that our parents aren’t participating in the game as well. Daniel: Yes. Ruegemer: Todd, have you guys considered leaving the back where it is and then adding a front component? Todd Neils: Only because Mr. Hoffman suggested it. However, if the long term proposal is to somehow put dugouts in and at the very least a cement pad in that area for, because that area gets very muddy and you know if we get a cement pad in there, easier access to get the cement pad in without having to remove the fences. In addition to that by repurposing most of the materials we can reduce the cost. Daniel: Okay. So should we add that to the motion? Ruegemer: That would be appropriate. Daniel: Are there any objections, well I should say right now are there any discussions I should say on this item with regards to the fencing? Cole Kelly: No. Daniel: I think everyone recognizes it as a safety issue. I mean especially at this age. As they get older dugouts are open but, alright. Let’s go ahead and make a motion. Cole Kelly: I’ll propose a motion as stated by Jerry. The Park and Rec Commission recommends the City Council accept a donation of two 12 by 12 by 70 mesh batting cages/nets for installation and public use at Lake Ann Park and we add to it that the fencing can be moved. Daniel: Lake Susan. Cole Kelly: Oh, what did I say? Daniel: Lake Ann. Cole Kelly: Oh. Lake Susan. Cole Kelly moved, Carron seconded that the Park and Recreation Commission recommends that the City Council accept the donation of two 12’ x 12’ x 70’ mesh batting cages/nets for installation and public use at Lake Susan Park and moving the dugout fences as proposed by the Chanhassen Athletic Association. All voted in favor and the motion carried unanimously with a vote of 7 to 0. th Ruegemer: And that is scheduled on the November 14 City Council meeting for approval. Daniel: Alright. I don’t see any issue with that. I mean that’s smart. Alright. Scharfenberg: May I interrupt? Daniel: Yes. Scharfenberg: We have a football update. Chanhassen 20, Shakopee 6. Daniel: No? Really? Scharfenberg: Yep. Daniel: Excellent. Glad to hear that. Because I want to go to that Minnetonka-Chanhassen game. RECREATION PROGRAM REPORTS: 2011 RESERVATION PICNIC SITE EVALUATION. Daniel: Alright Jerry, let’s talk about your 2011 picnic site evaluation. And what I’ve read through it sounds like it was an excellent year. Ruegemer: It was an extremely busy year again in our department. I certainly started out fielding a lot of the phone calls for the picnic reservation process. When Lindsey arrived here she was a great person to kind of get, kind of put into charge with answering phone calls and making the reservations so she pretty much did a lot of the phone calls, a lot of the legwork from, oh for a good bulk of the summer, and I think that was great experience for her and it really freed me up to do other things with my position so I really hats off to Lindsey. As you can see our paid reservations increased 23%, which is great. It was the most that we’ve ever had this year, 122. And we just really hosted a lot of different varieties of you know events from reunions to weddings to graduation parties, birthday parties, baptisms, company picnics. Kind of pretty much everything from A to Z on that. We have a new top billing, Hilltop now is our most popular site, which I think the Park and Rec Commission should feel really good about you know championing the cause on getting that built up on top of the hill so. You know just really you know in July and August we really did see a lot of increased company picnics out there from you know Bloomington’s, Edina’s, a lot of the 300 plus people picnics for that because you know word is getting out that you know we have a very large capacity at this site, and it’s been extremely popular for outside, non-resident companies coming into town and using our facilities which I think we all feel good about 6 Park and Recreation Commission – October 25, 2011 and they’re extremely pleased with the layout of it. The electricity. The shelter itself. It’s been a great addition to our park system. Lake Susan is number two in the Lakeside pavilion, believe it or not is a very close third so as you can see by the numbers on the back with the categories. And when we talk about total paid reservations, those are ones that actually call and make the reservation. Pay a fee for that and there’s many, many, many other you know companies that meet out there. Family reunions. Other types of picnics that meet out there on a daily basis and a weekly basis for that, that just go out there and just kind of take their chances and so really Lake Ann Park and Lake Susan Park are really extremely popular with that and I think we’re very lucky to have our wonderful picnic sites that we have. Just you know an estimate of kind of what we keep track of on the reservations. We had over 12,500 people attached to those picnics that we made reservations for. And then really above and beyond whether people kind of are just out there having picnics with their family and friends or neighborhood parks so that number is higher than actually recorded here so. And what we’re trying to do as a department too is take advantage of our park system with Lake Ann Adventure Camp. Senior picnics through Sue Bill’s leadership. The Miracle Kids Triathlon. The middle school cross country meet on an annual basis. You know the Tae Kwon Do Summer Sensations used Lake Susan here for the last couple years so we’re really trying to really get kids outdoors, you know kind of outside the rec center. Outside the park system to other I guess wonderful facilities that we do have and we also have the paddle board race in September out at Lake Ann as well so that’s a new event. That was in September for that. So as you can see on the back of that, the categories we did kind of break it down by category itself. If it’s a resident, non-resident and then kind of break that down to what day of the week that there were events going on. You know really just an example Lake Ann Park, the pavilion, there weren’t that many days that there wasn’t a reservation, either through our department or family picnics. You know weddings. That sort of thing so Lake Ann was extremely popular this year and we feel very lucky for that. And you saw a lot of the evaluations that did come back and we send those out you know within a couple days typically of the conclusion of the picnic. Send back their deposit checks, that sort of thing and then really kind of solicit information or feedback from our groups. You know what went good. What didn’t go good. Are you satisfied with the fee or with the procedure? Were there too many bees, which seems to be the reoccurring problem at Lake Susan this year and I’m surprised our park maintenance personnel are bee experts at this point. I think we tried just about everything here but it just seemed like it was kind of one of those years again no matter what we did it seemed to be reoccurring so. So those are certainly type of things that we see feedback on you know. People are you know think that the bathrooms need repainting, that sort of stuff so we just all gain feedback from that. We talk about that on a staff level, if there’s times that we have during the wintertime and we can get the work done, we’ll certainly address that at that point and just kind of keeping it fresh for that so. As you can see staff was extremely happy with the way the summer turned out with the number of reservations that we had and again we’ll continue to take a look at the feedback that we do get from the evaluations and just keep striving to increase that number and make sure that people have a quality experience. Cole Kelly: Anything that needs to be done at any of these sites to keep up you know other than the painting you were talking about? To keep up the good work that’s going on there. Ruegemer: Yeah a lot of it’s just you know just for an example, you know just kind of keep things fresh. Dean Schmieg, our Park Foreman and seasonal staff did you know kind of take out a lot of the picnic 7 Park and Recreation Commission – October 25, 2011 tables out at the Hilltop shelter this year. Kind of rotate some in and take them back to the park maintenance shed and stain, I think all of them were stained this summer so just those type of things. Keep graffiti off the tables. Keep you know if there’s gum on the concrete floor or you know for whatever reason, you know tape on the pillars, that sort of thing. Just keep you know the shelters looking presentable. You know I mean I think people have that expectation. I certainly do, and our park staff really take ownership of a lot of the buildings and facilities so it’s just a matter of kind of keeping up with those type of things. You know the Lake Ann pavilion. You know the bathrooms and that down there. You know the concession stand could use a little freshening up with paint. Potentially a floor at some point in time so we’re investigating those type of things. If it’s not, we’re really trying to do things at a not real big capital expense if we can do things over the wintertime with replacing tiles or you know painting a little bit. A lot of times you can get Sentence to Serve out there to paint exterior, or interior bathrooms, that sort of thing so we kind of keep looking at that. It’s nothing really structural at this point or anything real high priced for, you know to fix these type of things and park maintenance staff did get the trail connected from the Lake Ann stairs to the Hilltop shelter. That’s done now. We’re in the process of planting some memorial trees and that sort of thing up in that area so we’re just continuing to kind of make those strides and continuing improvement. Cole Kelly: So are most groups pretty good at clean up like you do return like 95% of the deposits or what’s that number? Ruegemer: Probably even higher with that. You know we really don’t have problems with people you know leaving excess garbage and that sort of thing for picnics. People that rent our sites are extremely conscientious. A lot of times they obviously clean the tables up and a lot of times they will bring their own bags and bag up garbage and if there’s extra garbage that go beyond the capacity of what we have out there, then we will then you know pick up all the bagged garbage in the morning. We’re out there 7 days a week out there so obviously some groups are bigger than others so a lot of times you know we have one of the 4 yard dumpsters that we pull behind either a truck or a workman that a lot of times we do fill so you know garbage is a big thing within our park system that we really take care of daily with that so but yeah, people are very good about that. They ask a lot of questions about what they can do with the garbage and you know I think people still kind of have that fear that their deposit check won’t get returned and that has not been a problem. Cole Kelly: Well good, thank you. You guys are doing a great job. Ruegemer: Thanks. Daniel: Tom. Tom Kelly: One question. Did you not do well at Lake Susan on Sunday or is that just an oddity that there wasn’t anything on Sunday? Ruegemer: Kind of with Lake Susan is, we have the Hispanic baseball league playing out there on Sundays and you know kind of having two events of that size going on at the same time, parking can be an issue with that so staff has chosen not to do any picnics on Sundays. Daniel: Steve? Elise? Ryan: I just think you guys do a great job. I spend a lot of time at the parks and picnic tables and areas in the summer with a lot of residents and non-residents and I think because you do clean up and pick up and keep it so well maintained that it draws families and people to host events there because they can count on 8 Park and Recreation Commission – October 25, 2011 that it’s going to be you know a nice place to hold an event so you guys have just done a great job. Really appreciate that. Ruegemer: Thank you. Daniel: Steve. Scharfenberg: Nothing. Daniel: Yeah, I mean actually the one question I had was the same Tom had asked about was Sunday so that makes sense but I’m glad to see there’s certainly a pick up on the reservations and the opportunities, and even more importantly if you look at the resident totals, I mean you’re looking over 60% of what we have are just within residents so… Ruegemer: We’ll be bringing the picnic fees back in November too and talk about 2012 with that so just to kind of put the bug in your ear at this point. If there’s anything that you’d like to change. If you want to get rid of a non-resident fee and just go straight across or other type of things. I guess whatever you’d like to discuss we can certainly can discuss at that point. Daniel: Great, thank you Jerry. CHANJAM ’11 PREVIEW REPORT. Ruegemer: Thanks again with that and I know many of the commissioners have been at ChanJam so do, does everybody pretty much know what ChanJam is at this point? It’s kind of a battle of the bands out at, the event has been held out at the Chanhassen Recreation Center and really is just a showcase of all the local high school musicians and bands from a number of different area schools that have kind of had that opportunity to perform. It’s typically been in April of the year and just throughout the course of about the last couple years we’ve kind of maybe kind of hit a little bit of a challenge attracting bands because of you know spring break, proms, ACT tests. A lot of the different things that are associated with springtime and school so we really kind of had the discussion among the staff level of changing it to November of the year so that’s what we’re going to do. We’re going to try it, to host the event now on th Friday, November 18 and move it from spring to fall with the thought of really attracting and having student’s schedules a little bit more open to kind of dedicate this so this will be the Friday prior to Thanksgiving. It seemed like just through research with staff, it seemed like it was relatively a good time to make that offering so instead of making you know kind of that big gap in time like an 18 month gap in time, we’re just going to do like I said the spring one and we’re going to do the one here in November here just to kind of keep that moving forward here so. As you can see it started in 2008. With that we had really kind of increasing numbers throughout the course of the ChanJam early on. We kind of plateaued a little bit here and went flat a little bit last year and that really was the consideration for making that change and just trying something different. We don’t want to get comfortable and just kind of doing the same thing with that and if that means to kind of change it up a little bit and that really was the reason for the change of venue as well. So we’ll be hosting the event at the new Chanhassen High School auditorium versus at the Chanhassen Recreation Center so we thought maybe a new venue might kind of make it kind of fun too. I’m not sure how that’s going to work for the other high schools but I think it’ll be fine. You have the new auditorium is a wonderful performance area and we’ll see logistically how it all works. Obviously we’ll save a little bit of money if we don’t have to get staging and a lot of those types of equipment with that so, we’re excited about making that, making the change and you know information’s already out there. John’s made a lot of contacts out with all the high schools again. Posters and information is all out to the high schools itself and currently we have one band signed up, which is not odd. No reason to panic at this point. You know we do a lot of times the kids will sign 9 Park and Recreation Commission – October 25, 2011 up within probably 2 weeks, 3 weeks of the event so we’re kind of coming up to that area now so. Eric Sanger has helped out tremendously with that. I mean he’s with Chaska High School. He used to be kind of the person instrumental for having that battle of the bands down there and I think really at this point, I think within the last 2 or 3 years he thought let’s just join forces and kind of work together on this and he’s been a great asset. We’re going to have McNally Smith involved again with that with kind of donating studio time for the winners of the area. MacPhail will be doing certificates for guitar camps and that sort of thing so we’re going to have a lot of prize packs. From School of Rock, Shell Lake Arts and Blizzard Ski School of all things just wanted to get involved with teen programming so everybody’s going to be bringing you know kind of something different to give away from prizes to scholarships to tickets, lessons, air time, a lot of those type of things so it’s been a great partnership with a lot of these. The kids are thrilled to have air time, or not air time but studio time. They can go in to record and that sort of thing. It’s been a great experience for them. It’s been a great experience for and learning experience really for McNally Smith because of lot are young kids that are trying to kind of get into the business of recording and that sort of thing so it’s good practice for all them so it’s been working out great for everybody. And again I know that was important for probably the Park and Rec Commission to try and partner up with food shelf items. We’re going to be doing that again. If you bring a food shelf item we’ll take a dollar off the admission fee for that again and then donate that to the local CAP Agency so we’re excited about that and it seems to be, hopefully there’s going to be a lot of interest in that and get a lot of these bands that we’ve had a number of great bands you know throughout the last 3-4 years that come out of the ChanJam and it’s been great. It’s been a great experience for us and hopefully good experience for the kids of our community. Daniel: Okay great Jerry, thank you. Questions for Jerry. Scharfenberg: Is the recreation, or not recreation but the food area at the school, are they going to open that up for you guys? Ruegemer: You know what, we’ll be kind of concentrated to that, to the performing area itself. I’ll need to check on that. John made the reservation for the high school and we can check on that and get back to you. Scharfenberg: Because I know you guys have had you know Culver’s before. You’ve had some food there and I don’t know if they would be, if the school would be interested in opening up their thing for that. They might make some money that way. Ruegemer: Sure. You bet. Daniel: Elise? Ryan: No I don’t. Daniel: Tom. Tom Kelly: Nope. Cole Kelly: In reference to Steve’s comment, if you’re interested in food I’d contact the Booster Club. That might be the place to start. I think you made great changes and I’m glad to see, that’s just a terrific auditorium so I think the event will be highly successful. I’m also aware if you want the area that’s the lunchroom. Aldritt: Is there any talk about having like an emcee, someone like the Dave Ryan was in 2009 somebody was. Ruegemer: Right. Yeah, that’s a, we’re going to continue to work on that. At this point you know Dave Ryan was kind of a one year deal. We did ask him in the past and he’s had kind of scheduling conflicts but we’ll continue to kind of work on that as well. I was reading about the boats and the kayaks, how they didn’t do well this year and I was thinking maybe what we should do next year, and this is just an idea for you guys to kick around is, in May and June you know we can advertise th on the website to have a discount on the kayaks, and then put on there you better reserve early for the 4 or something like that.
