' BACKGROUND
Two surface water management projects authorized by the City Council and noted above are
' ready for the bidding process. Since both;of these projects are considered small when it comes
to bidding, staff plans to bid the two projects together in order to keep the field of potential
bidders more diverse.

The first part of the project s i th e wetland restoration and trail construction associated with the
Powers Boulevard reconstruction project. A dike and control,, structure will be constructed near
the north end of the existing`wetland located north of Lyman Boulevard and east of County Road
17. In addition, the wetland =will - be by excavating upland area along its western edge.
The control str re will allow a permanent pool of water to be created in the wetland. These

wetland bank for the City ": The trail construction is an 8 -foot wide bituminous pathway across
the dike and running along the •eastern. side „of the_ wetland where!.i# will then connect up to
' Barbara Court. Attached are the constructions plans for this `part of the project. The detailed
plans and specifications are in Diane Desotelle's;office for further review.
The second part of the project is the water quality improvement project near Lotus Lake.
Attached are the construction plans for this part of the project. Wetland 1 was excavated last
' February after the City Council approved the grading permit. The next phase of this project
includes raising the water table of Wetland 2 and installing outlet control structures at each of
the wetlands. The existing storm sewer on the south end of Wetland 2 will also be tied into the

wetland for pretreatment. The detailed plans and specifications are in Diane Desotelle's office
for further review.
ANALYSIS
Both of these projects have been through extensive engineering and design work. In general, the
public is supportive of the plans. Staff has been trying to obtain a drainage easement to install
storm sewer on the north end at 655 Carver Beach Road. If the easement does not go through,
the storm sewer along Carver Beach Road and through the lot on the north end to the
sedimentation pond will not be installed. The storm water will continue to run through the
property as it always has and no changes will be made.
Upon approval of the plans and specifications the following schedule is proposed for the project.

RECOMMENDATION
Staff recommends that the City Council approve the plans and specifications for the Wetland
Restoration and Trail Construction along Powers Boulevard and the Yuma Drive/ Lotus Ravine
Water Quality Project located near the northwest arm of Lotus Lake.
