Minnewashta Parkway existed for 100 years as a il tween Highway 5 and Highway 7. Except for ' subdivisions occurring in the past 50 years, the r adwa . does not exist. The roadway was in total disrepair, extremely narrow and did not provide trail co ecting the various neighborhoods. The problems and solution are exactly the same as rrently e ist on State Highway 101. Following many ' years of exploring alternative financing parka s, the proj " t appeared to finally become a reality — except for one problem, i.e. the most south y 300 feet of innewashta Parkway exists totally within the City of Victoria. As that segment w :. Victoria, it di, of qualify for state aid nor was the City of ' Victoria willing to make special assess 'tints against benefitt `° properties. The solution to that problem was an agreement with the City of V'" oria to a friendly ann tion/deannexation of solely the roadway itself by the City of Chanhassen. doing such, the city coul °r" arry out the construction of the ' roadway, could establish asses " tints against benefitting prope and could ensure that that segment of the roadway was built i" ar standards as the primary projec ' The City of Chask anhassen was in with Minnewashta Pa e. County 17 is being relocated to the east an o City of Chaska to ensure that an interconnec ists between TH 212 and Stou h enue, the most ' southerly 300 feet of the road project n s buil Chanhassen. Chaska, similar to Chanhassen, has no legal authority to it roadway in another city nor does it have the ability to create assessments back against benefi roperty for those improvements. They are ' seeking Chanhassen's support of a friendly anne n/deannexation of the roadway only so as to ensure that they can carry out that construction/assessments in a similar manner that we completed ' the improvements of Minnewashta Parkway. Approval of the friendly annexation/deannexation is recommended. C Ch ka April 24, 1995 _ al Mr. Don Ashworth City Manager City of Chanhassen Chanhassen City Hall P.O. Box 147 Chanhassen, MN 55317 Dear Don: Previously, I sent you the attached letter concerning the City of Chaska's interest in a concurrent annexation /detachment of a 2.86 acre parcel at the westerly end of Gedney Pickle Company parcel. During the summer of 1995 the City of Chaska has plans to construct a road from Stoughton Avenue northerly to the intersection of C.R. 17. Attached is a map showing the location of the roadway and proposed annexation /detachment area. We are proposing the annexation with the understanding that the City of Chaska would be responsible for future maintenance and upkeep of the new roadway. Further, it should be noted that the City has recently reached agreement with Gedney Pickle Company to acquire the property for the roadway and the severed property to the west. To expedite this action I have included a draft Resolution for your consideration. If you have any questions or concerns regarding the proposed annexation /detachment, please feel free to contact me at your convenience. Thank you for your continued cooperation. Box 147 Chanhassen, MN 55317 -0147 Dear Don: The purpose of my letter is to request the City of Chanhassen's assistance in facilitating a redevelopment /public improvement project that the City of Chaska is anticipating to initiate this summer. Specifically, the Chaska Economic Development Authority has plans to redevelop the land previously owned by American Crystal Sugar and the Chicago North Western Railroad adjacent to Hwy. 212. Attached is a map of the redevelopment area. In conjunction with this project along with the County Road 17 improvement to the north, our objective is to construct a City street from Hwy. 212 southerly to Stoughton Avenue. The optimal location for the roadway would be to have it intersect with new County Road 17 at a signalized intersection. To achieve that objective the roadway would cross a portion of the land presently owned by Gedney Pickle (see attached map). We have reached a tentative agreement with Pickle Company representatives where the City would acquire the proposed road right -of -way and the remnant parcel to the west in exchange for the Economic Development Authority deeding to Gedney a portion of the vacated Chicago North Western Rail right -of -way adjacent to Gedney's northerly property line. To accomplish this land exchange and the ultimate redevelopment we would like to initiate a concurrent annexation /detachment of both the roadway and the remnant parcel to the west presently owned by Gedney Pickle. The advantage of the concurrent annexation is that the border would be clearly defined and all urban services would be provided by Chaska to the property to the west of the new street. The City of Chaska would be responsible for the roadway maintenance, where as, if the detachment is not processed, the resulting City street would remain in Chanhassen.
