' SUBJ: Approve Nighttime Work Hours for Trunk Highway 5 /Galpin Boulevard
Intersection Reconstruction - Project No. 93- 26A /S.P. 1002 -60 (TH 5)
As a part of the overall Galpin Boulevard/McGlynn Drive Improvement Project No. 93 -26A, the
' intersection of Trunk Highway 5 and Galpin Boulevard will be reconstructed with right and left
turn lanes to facilitate the new intersection geometrics associated with the installation of a traffic
signal. This type of work is too short -term to implement a detour program, therefore, daily lane
' closures during working hours will be necessary for a week to 10 days. However, since this
stretch of Trunk Highway 5 is a two -lane road carrying an average of 30,000 cars per day,
daytime lane closures will be a significant challenge. There is no doubt that these lane closures
' will create substantial delays and inconveniences to motorists as well as introduce a higher level
of hazard for both motorists and workers if conducted during the normal workday hours.
' During MnDOT's review of the project plans, it was recommended that this work be conducted
during the nighttime hours. Nighttime paving operations have worked effectively for MnDOT
on other recent high traffic volume projects such as the Highway 494 overlay and the Trunk
' Highway 212 /169 overlay project in Chanhassen. The City generally allows construction
activities to occur from 7:00 a.m. to 7:00 p.m., Monday through Friday and 9:00 a.m. to 5:00
p.m. on Saturdays. It is proposed that this operation take place from 9:00 p.m. to 6:00 a.m. for
t approximately four to five nights. Both directions of mainline Trunk Highway 5 would be open
for traffic each morning. It is also important to note that conducting this work at night will take
half as much time as during the daytime. The work is anticipated to take place some time during
' late July or early August.
' There are two homes on Galpin Boulevard located approximately 1 /4 -mile north of the intersection
and three homes approximately '/4 -mile to the south. The closest Timberwood homes are a little

more than' -mile south of the intersection. The project engineer would send out notices to these

property owners approximately one week in advance of the nighttime work. There will be an '
increase to the noise level to the immediate area for a few nights. However, this type of work
(widening and paving operation) is appreciably lower in noise impact than bulldozers and earth
movers involved in a mass grading operation. '
It is therefore recommended that the City Council permit S.M. Hentges & Sons to conduct the
Trunk Highway 5 /Galpin Boulevard intersection reconstruction work, Project No. 93- 26A /S.P. '
1002 -60 (TH 5) during the nighttime hours of 9:00 p.m. to 6:00 a.m. for a period of
approximately five nights with work anticipated to be completed either late July or early August.
