The change order is for sludge removal and logos. SLUDGE REMOVAL Sludge forms at the bottom of water reservoirs. This sludge is made up of sand, rust, and other suspended materials that settle out in the reservoir. No more than 4" were anticipated based on similar tanks, however, depths varying from 24"-32" were discovered when the tank was drained. The additional sludge was a result of the City · water's high rust content and the deferment of the maintenance until the Arboretum Tower was in operation. (Tanks are usually painted every 7-10 years. This tank had been in operation 12 years when the project was started.) The City's utility crew assisted in the sludge removal which reduced the cost, however, the contractor has asked for $4,420.00 to cover the additional work done by his crews. LOGOS The tower cun-ently has two maple leafs on it. The logos were not included in the bid for the tower because of budget issues. Bids were significantly lower than anticipated and adding the logos back into the project is recommended. The logos have been in place during the 12-year life of the reservoir and have an aesthetic value. The contractor has asked for $9,800.00 to add the logos to the contract. TOTAL COST IMPACT The original contract sum is $328,500. With the change order, the new contract sum is $342,720. The revised contract is 32.7% less than the Engineer's Estimate of $508,900 and 15.7% less than the next low bid of $406,393 by Odland Protective Coatings. (Neither the Engineer's Estimate nor the Odland bid include the sludge removal or logos.)
